Parking Updates | To Alleviate the “Parking Shortage,” Zhengzhou Plans to Enact Legislation to Regulate the Issue
On the 22nd, the “Zhengzhou Municipal Regulations on the Construction and Management of Parking Facilities” (hereinafter referred to as the “Regulations”) were submitted to the Eleventh Meeting of the Standing Committee of the Thirteenth Henan Provincial People’s Congress for review and approval. According to reports, the Regulations comprise eight chapters and 51 articles, covering general provisions, parking facility planning and construction, parking operation and management, management of on‑street parking spaces on urban roads, and management of non‑motorized vehicle parking, thereby comprehensively regulating parking issues. In Zhengzhou, the number of motor vehicles has exceeded 4 million, while the main urban area has only 1.357 million parking spaces. In recent years, both motorized and non‑motorized vehicles in Zhengzhou have grown substantially; the number of registered motor vehicles has surpassed 4 million, and the number of non‑motorized vehicles registered with public security authorities exceeds 220.

Beijing’s “night-time economy” is streamlining supporting transportation and will implement shared nighttime parking zones.
Beijing’s “night economy” is rapidly expanding its supporting infrastructure. As commercial districts, shopping mall food courts, and even everyday service providers increasingly extend their operating hours to 2 a.m. or even 24 hours a day, efforts to enhance transportation links between these hubs and local neighborhoods are also being stepped up. Starting this weekend, July 19, a range of nighttime mobility services—including subways, buses, ride-hailing apps, and parking facilities—have begun implementing new operating schedules. A survey by Beijing Business Today found that in some commercial areas where subway night‑time service has been extended, late‑night dining initiatives have already kicked off, while certain food streets are calling for the soon‑to‑be‑launched sharing of nighttime parking spaces. With traffic constraints easing…

Progress of Work: At present, Huaibei City has a vehicle ownership of over 420,000 vehicles, with nearly 540,000 licensed motor vehicle drivers. However, urban road infrastructure and parking facilities remain underdeveloped, leading to severe traffic congestion in the old city center and making parking difficulties a pressing issue of widespread public concern. To promote the construction of multi‑level parking structures: first, policy documents have been issued. In 2017, the General Office of the Huaibei Municipal People’s Government released the “Implementation Plan for Low‑Carbon Travel and Parking Facility Planning and Construction in Huaibei City” (Huaizhengbanmi [2017] No. 201), which calls for accelerating the transformation of the city’s transportation development model, promoting low‑carbon, green travel, and effectively alleviating urban traffic congestion, thereby…
