China Parking Industry News
01 Beijing Municipal Commission of Transport: Eight districts in Beijing have already abolished on‑site, cash‑based road parking fees. If you encounter unauthorized charges again, you can report them. “Improving parking order is an extremely challenging, system‑wide undertaking; enacting legislation does not mean the parking problem has been solved. It requires the active participation of every parking user,” said Zhao Zhen, Director of the Static Traffic Management Division, at a routine press conference held by the Beijing Municipal Commission of Transport on July 26. Following the implementation of the Beijing Regulations on Motor Vehicle Parking, the municipal government has designated three phased timelines for launching road‑parking reforms across the city’s 16 districts: starting January 1 this year in Dongcheng, Xicheng, and Tongzhou Districts, and from July 1 in Chaoyang, Haidian, and Fengtai Districts.

Parking is a major challenge in Nanchang’s older residential neighborhoods, but there are model solutions to address it.
Who is responsible for managing parking within residential compounds—where cars are parked haphazardly and the environment is often dirty and chaotic—and even how parking fees are collected and by whom? These long-standing issues that have plagued older neighborhoods in Nanchang now have a model solution. “In our community, residents decide how cars are parked, how parking fees are collected, and how those funds are spent,” says one resident. In Jiangong Community, Xihu District, Nanchang—a neighborhood with a history spanning more than 60 years—the Residents’ Self‑Governance Committee organized a community-wide vote to address the longstanding parking challenges, establishing clear rules for charging for both on‑site and off‑site vehicle parking. Since implementing paid parking on vacant lots within the compound last November, the committee has collected over 48,000 yuan, which has been used to…

Beijing: Measures for the paid public access to parking facilities are expected to be issued by the end of September.
On July 26, the 14th Meeting of the Standing Committee of the 15th Beijing Municipal People’s Congress continued. Li Wei, Director of the Municipal People’s Congress Standing Committee and head of the enforcement inspection team, delivered a report on the implementation of the “Beijing Municipal Regulations on Motor Vehicle Parking,” the “Beijing Municipal Regulations on Non-Motorized Vehicle Management,” and the “Decision of the Standing Committee of the Beijing Municipal People’s Congress on Amending the Measures for Implementing the Road Traffic Safety Law of the People’s Republic of China in Beijing.” The report noted that the city’s road‑parking reform and electronic toll collection efforts are progressing in an orderly manner. In the six central districts and Tongzhou District, more than 40,000 on‑street parking spaces have been designated. According to regulations, by the end of September this year, the “Measures for the Paid Public Access to Parking Facilities” must be formulated and promulgated. 1

Lanzhou has registered a total of 142,993 parking spaces citywide.
Recently, the governments of all counties and districts in Lanzhou, along with relevant departments, have taken proactive measures and coordinated their efforts. In line with the municipal government’s series of directives on strengthening parking management, they have focused on building a modern metropolis and a refined Lanzhou, vigorously advancing parking planning, construction, and administration. As of July 18, 106 new registered parking facilities with 12,748 parking spaces have been added, bringing the city’s total number of registered parking lots to 1,276, offering a combined 142,993 parking spaces. First, there was a need to standardize and unify the operators: previously, the city’s 47 on‑street paid parking spaces, totaling 2,546 spots, were managed by six winning bidders in a fragmented manner, resulting in inconsistent and non‑standardized oversight.
