Parking Planning | Huaibei City plans to develop seven planned parking lots with a total of 1,530 parking spaces.

Work Progress:

At present, Huaibei City has a vehicle fleet of over 420,000 and nearly 540,000 licensed motor vehicle drivers. However, urban road infrastructure and parking facilities remain underdeveloped, leading to severe traffic congestion in the old城区 and making parking difficulties a pressing issue of widespread concern throughout the city.

To promote the development of multi‑storey parking facilities:

First, policy documents were issued. In 2017, the General Office of the Huaibei Municipal People’s Government promulgated the “Implementation Plan for Low-Carbon Travel and the Planning and Construction of Parking Facilities in Huaibei City” (Huaizhengbanmi [2017] No. 201), which called for accelerating the transformation of the urban transportation development model, promoting low-carbon and green travel, effectively alleviating urban traffic congestion, and providing a favorable environment for residents’ work and daily life.

Second, a special plan was formulated. In 2018, the Huaibei City Parking Facilities Special Plan (2018–2035) was prepared, setting out the city’s long-term development goals for parking facility construction and parking management. From 2019 to 2021, the city planned to build a total of 3,847 parking spaces, with an estimated investment of RMB 410 million.

Third, convert and expand existing public parking facilities into multi‑functional public parking lots.

Fourth, small public parking facilities constructed on land owned by Party and government organs, as well as enterprises and institutions such as schools, hospitals, and shopping malls.

Fifth, multifunctional underground parking facilities constructed in the underground spaces of public amenities such as parks, plazas, green spaces, and school playgrounds, as well as under elevated bridges.

Sixth, multi-functional parking facilities that meet planning and site‑selection requirements and are constructed to provide parking services for motor vehicles shall be developed.

Seventh, the Municipal Construction Investment Group Co., Ltd. has established the Huaibei Urban Parking Company, which is specifically responsible for the construction and management of multi‑functional parking facilities.

Next steps and measures:

First, In light of the city’s fiscal capacity and social demand, the construction of planned parking facilities will be implemented in phases, including a parking lot on the east side of the intersection of Changshan North Road and Huaihai Middle Road, among seven sites totaling 1,530 parking spaces. 。

Second, we will promote the rational development and utilization of natural resources. We will encourage enterprises, public institutions, and residential communities to leverage their public spaces for parking infrastructure; and we will also encourage the use of above‑ground and underground spaces within public facilities to build parking facilities, thereby enhancing the multifunctional use of land.

Third, we will strengthen departmental accountability and foster coordinated efforts. Our bureau will proactively coordinate with the Municipal Public Security Bureau, the Finance Bureau, the Housing and Urban–Rural Development Bureau, the Urban Management Bureau, and the Municipal Construction Investment Group, among other entities, to jointly advance and comprehensively address the issue of motor vehicle parking in our city in accordance with the relevant plans and annual construction schedules.

Fourth, leverage the role of the market. Actively promote market‑based models for the investment, construction, and operation of urban public parking facilities, and proactively guide and support private capital in participating in the investment, construction, and management of urban public parking lots, thereby accelerating the development of such facilities to meet growing parking demand.
