Shanghai Xinchong Parking Lot has been converted into a three-story mechanical automated parking garage.

Shanghai Xinchong Parking Lot has been converted into a three-story mechanical automated parking garage.

Recently, the Xinchong Parking Lot located on Xinchong South Road near Fumin Street (close to the Industrial and Commercial Bank of China) is being converted into a three‑level mechanical automated parking garage, which will help alleviate parking difficulties to some extent. Originally covering approximately 2,200 square meters, the lot could accommodate 79 vehicles before renovation. Following the upgrade, its capacity will double to 163 spaces. The parking fees will remain unchanged at the current rate of 5 yuan per hour. The new parking facility is being constructed by Shanghai Dasheng Enterprise Management Co., Ltd., a local company based in Chongming. Construction began on August 27 this year and is expected to be completed by September 28, with the garage slated to open during the National Day holiday period. The new parking structure features an unmanned payment system, allowing drivers to pay via Alipay or WeChat Pay. “We are currently in discussions with the transportation card management company; in the future, we may also introduce ETC-based tolling, enabling drivers to simply pass through the entrance/exit at a reduced speed to complete payment, further streamlining the process,” said Zhang LiuHua, head of Dasheng Company. “Mechanical automated parking garages occupy minimal space, making them an effective solution to parking challenges,” Zhang LiuHua added. “This is a public‑benefit project aimed at returning road space to residents and boosting commercial vitality in the old city district.” In addition, the new parking facility is equipped with a parking guidance display system that shows real-time information on available spaces, helping drivers locate parking more efficiently and avoid unnecessary detours.

Multi‑storey Parking | The first multi‑storey parking facility in the Beijing South Railway Station area will complete its main structure by the end of November.

At a press conference on the “Second Round of Comprehensive Traffic Improvement in Beijing Railway Station Areas,” convened by the Management Committee of Key Station Areas in Beijing, reporters learned that since the beginning of this year, the city has tackled traffic congestion and enhanced refined governance and service levels in railway station areas through eight key measures, including facility optimization, parking management, and passenger drop-off services. Currently, all initiatives are progressing steadily, with some already yielding positive results in public transportation, providing greater convenience for commuters. By the end of November, the main structure of the multi‑level parking facility at the South Railway Station area will be completed. Parking management has long been a persistent challenge around railway stations. According to an official from the Beijing South Railway Station Area Management Committee, to alleviate parking pressure at Beijing South Station, a five‑story, nearly 400‑space multi‑level parking structure is under construction on the east side of Kaiyang Road, expected to finish its main structure by the end of November. This will be the first multi‑level parking facility in the Beijing South Station area. Once completed, passengers arriving at Beijing South Station will no longer need to enter underground parking; instead, they can park in the above‑ground garage and access the station directly from the north plaza. Additionally, the parking tower will serve as a reserve location for taxis, promptly addressing any shortage of available cabs within the station. In terms of parking management, this comprehensive traffic improvement initiative at both Beijing West and Beijing South Stations focuses on fine‑tuning details: four underground parking lot entrances have had their barrier gates relocated underground, helping to reduce vehicle queues and congestion at entry points. Ride-hailing vehicle parking spaces established at the West Station area: Notably, at Beijing South Station’s underground parking facilities, Shouqi Chauffeur offers free parking between 10:30 p.m. and 2:00 a.m., boosting transport capacity and enabling designated entry and exit management for ride-hailing vehicles. Meanwhile, at Beijing West Station, certain parking lots provide free nighttime parking for licensed ride-hailing cars, increasing vehicle availability during peak hours. For example, additional waiting zones for ride-hailing vehicles have been added at P2 parking near the North Plaza and at the Guanglian Road drop-off area near the South Plaza. From 10 p.m. to 2 a.m. daily, Parking Lots P1 and P3 offer four hours of free parking to licensed ride-hailing vehicles, encouraging nighttime operations and further bolstering vehicle supply. According to officials from the Municipal Public Security Traffic Management Bureau, they have collaborated with the West Station Area Management Committee to establish temporary drop-off zones on both sides of the south entrance of Yangfangdian Road, marked with blue pavement paint, along with supplementary directional signs and ground markings. These measures help regulate the flow of vehicles dropping off passengers and their temporary parking, effectively easing traffic congestion caused by illegal parking at Beijing West Station’s North Plaza. Reduced barriers improve traffic flow; advanced technology enhances road capacity: To standardize pedestrian and vehicular movement—especially in areas prone to mixed‑mode traffic like railway stations—various roadside barriers were once widely used to maintain order. However, such installations sometimes introduced unintended side effects. Following the launch of the second round of comprehensive traffic improvements in Beijing’s railway station areas, facility optimization has emerged as one approach to alleviating congestion. By further reducing barriers and other infrastructure while ensuring traffic safety and pedestrian protection, road capacity has been improved. At Beijing Railway Station, Beijing West Station, and Beijing South Station, non‑core barrier systems have been scaled back, illegal parking lines have been painted, and parking management has been strengthened. Before-and-after comparison of barrier removal at the West Station area: During the improvement period, Beijing Railway Station removed 2,080 meters of motor vehicle barriers and 1,107 meters of bicycle barriers. At Beijing South Station, 249 barrier panels were dismantled from the south plaza, and 17 barrier panels were replaced or removed from the north plaza. In the Beijing West Station area, where existing barriers totaled 6,300 linear meters, 424 meters have already been reduced or removed, with plans to further trim unnecessary barriers by the end of August. Despite the reduction in barriers, traffic秩序 has remained stable. The installation of high-definition surveillance cameras and big data–based technological solutions has ensured smooth traffic flow. For instance, Beijing Railway Station has intensified remote enforcement, operating all 32 intelligent illegal parking detection systems and three real-time violation display screens. Similarly, Beijing South Station plans to install additional traffic violation cameras—adding 17 new locations equipped with 34 video sensors—to automatically capture images of vehicles entering restricted time‑limited departure zones and remaining parked for more than five minutes, thereby incorporating these violations into the traffic offense system and using technology to address unauthorized parking issues. Promoting mutual recognition of security checks between railways and subways: In terms of security check interoperability, both Beijing West Station and Qinghe Station have implemented two-way security clearance, allowing passengers transferring between rail and subway services to undergo only one security screening. This reduces queuing times and shortens overall travel durations, effectively mitigating risks associated with large crowds at station entrances. Currently, Beijing West Station is working on converting its temporary security‑check facilities into permanent ones. Meanwhile, Beijing South Station already meets the conditions for two-way security clearance, and future newly built stations will also consider adopting similar arrangements as part of broader efforts to streamline passenger flows. Additionally, Beijing Railway Station plans to install electronic display boards at exit points to show real-time taxi queue information—a project currently awaiting approval from the Municipal Commission of Economy and Information Technology. Both Beijing West Station and Beijing Railway Station are exploring the feasibility of differentiated parking fees, with Beijing West Station actively developing a policy that charges higher rates during peak periods and closer to the station, while applying lower rates farther away, aiming to guide vehicle distribution, maximize parking utilization, and ease congestion caused by concentrated vehicle queues. Meanwhile, Beijing Railway Station is coordinating with local parking operators to study potential methods for implementing tiered parking pricing during peak hours.

Parking Planning | Lishui’s Reply to the “Proposal on Prioritizing and Improving Parking Provision in Areas with High Densities of Residential, Office, and Commercial Uses”

I. Newly Added Planned Parking Spaces 1. Planning First To accurately forecast public parking demand in urban areas, optimize parking lot layouts, and address static traffic issues, our city completed the preparation of the “Lishui Central Urban Area Public Parking Lot Plan” (2012–2020) in 2014, providing a solid foundation for recent public parking facility development. The “Lishui Urban Underground Space Development and Civil Defense Special Plan” (2016–2030) further enhances parking capacity in the old城区 by tapping into underground potential, effectively alleviating space constraints and traffic congestion while strengthening central functions and improving urban living standards. Additionally, the “Lishui Central Urban Comprehensive Transportation Plan” (2014–2030), under its chapter on balanced supply-and-demand parking facilities, has refined solutions to existing imbalances between parking supply and demand and shortcomings in parking management, thus charting a clear course for future parking infrastructure development and management. 2. Project Implementation During the planning and approval process for new projects, the Municipal Bureau of Natural Resources and Planning strictly adheres to the “Zhejiang Province Rules and Standards for the Provision of Parking Facilities in Urban Construction Projects.” To address parking shortages around densely populated residential, commercial, and office areas in older districts, our city has recently developed several public parking spaces within public areas. Completed projects include the underground parking lot at Huayuan Middle School, along with six underground parking facilities in the urban area—namely, the playgrounds of Kuocang Middle School, Chuzhou Middle School, Meishan Middle School, the site west of Tanzhai, the plot south of Chengxi Vegetable Market, and the Dayang Parking Lot—providing nearly 2,000 parking spaces open to the public. Other projects currently underway, such as the underground parking lots beneath the playgrounds of Chengxi Primary School and Lishui No. 2 Middle School, as well as the municipal library’s underground parking lot, will largely serve as publicly accessible parking facilities, significantly easing local parking challenges. In 2020, the city successfully fulfilled its target of constructing 3,500 new parking spaces in urban areas, including 300 public parking spots, and coordinated the provision of an additional 2,500 parking spaces and 600 public parking spots across all counties and county-level cities. As of the end of July, 2,479 new parking spaces had been built in urban areas, including 983 public parking spots, while the total number of parking spaces provided through coordinated efforts reached 3,970, with 1,314 designated as public parking spaces. Furthermore, construction is scheduled to begin this year-end on the Zhongshan Park and its associated underground parking project, which plans to offer 99 public parking spaces. 3. Temporary Parking Lots The city has utilized acquired and reserved land to construct temporary parking facilities. According to data from the Municipal Land Reserve Management Company, a total of 17 temporary parking lots have been established, providing approximately 1,340 parking spaces. Currently, nine temporary parking lots remain operational, including those located near the former down‑feather factory and north of Modern Plaza on Dayang Road, collectively offering 814 parking spaces. Meanwhile, eight other temporary parking lots—situated at the northeast corner of Yulei Road and Liyang Road, and at the intersection of Kaifa Road and Renmin Road—have been repurposed, totaling 526 parking spaces. II. On‑Street Parking Management 1. Combining “Relief” and “Control” to Regulate Parking Since launching initiatives to become a National Sanitary City and a National Civilized City, our city has actively explored measures to manage on‑street parking, adopting a dual approach of “relief” and “control” to ensure orderly parking practices. First, additional parking spaces are created to guide and alleviate parking pressure. Addressing narrow sidewalks in older districts, the city has adhered to the principle of maximizing available space, employing horizontal markings to designate car parking spots and making full use of existing road resources. To date, over 3,300 on‑street car parking spaces and 15,214 square meters of non‑motorized vehicle parking have been marked in the central urban area. Second, strict enforcement helps curb illegal parking. In response to frequent violations on sidewalks in older neighborhoods, the Municipal Administrative Law Enforcement Bureau conducts regular patrols, promptly issuing warnings and imposing penalties. Barrier posts have been installed at sidewalk entrances to prevent vehicles from encroaching on pedestrian walkways, thereby safeguarding both pedestrian safety and accessibility. A total of 2,211 barrier posts have now been deployed at sidewalk access points. 2. Leveraging “Internet Plus” Technology to Alleviate Parking Challenges In 2019, the Lishui Urban “Smart Parking” Management System (Phase I) was initiated. With broad support from various sectors of society, the system has now been completed and officially launched on June 21, 2020. It provides features such as real-time parking information sharing, parking guidance, and smart payment options, effectively optimizing existing parking resources in the old城区, increasing parking space utilization and turnover rates, and easing parking difficulties in historic areas. Moving forward, the city will continue to strengthen the management of on‑street parking spaces, enhance the functionality of the “Smart Parking” system, and elevate overall urban parking management, ensuring greater satisfaction among residents. 3. Promoting Green Parking Spaces To meet emergency parking needs, time‑limited green parking spaces have been designated near public restrooms, government service centers, bookstores, train stations, and other public venues. To date, a total of 23 green parking spaces have been marked at nine locations, including the entrance of Jintu Bookstore on Dayang Road and the restroom at the eastern intersection of Zhongshan Street and Renmin Street, with these spaces publicly announced. Plans are also underway to establish dedicated pick-up/drop-off parking zones around schools, with details to be released by year’s end. III. Green Public Transportation As of now, the city has established a robust public transportation network closely connected to key transport hubs such as high-speed rail stations and bus terminals, as well as major scenic spots and central towns. Over 98% of urban areas are covered within a 500-meter radius of a bus stop, raising the city’s public transit share to 24.5%, while the proportion of clean-energy buses has reached 70%. IC card interoperability between buses and public bicycles has been fully implemented, and mobile payment options for bus fares are now available citywide, making public transit more comfortable, environmentally friendly, and convenient. According to third-party survey data from 2019, overall public satisfaction with urban transportation stood at 94.7%, with satisfaction regarding transportation services reaching 95.2%. Going forward, the city will continue to refine and optimize its route networks, scientifically schedule bus frequencies based on passenger flow and capacity, increase service density and punctuality, minimize waiting times, and advance the intelligent operation of public transportation systems. IV. Residential Community Parking Management Parking management remains a challenging yet highly prioritized issue for residential communities. The difficulties stem not only from initial planning flaws and inadequate supporting infrastructure but also from insufficient resident awareness and a lack of unified management efforts. In recent years, Liandu District has taken proactive steps to improve parking management within residential complexes. 1. Encouraging Property Management Companies to Support Community Upgrades In neighborhoods such as Xiyin Garden and Jinyuan New Village, property management companies have collaborated with local authorities to conduct comprehensive community renovations, including rainwater–sewage separation projects. Based on the specific conditions of each area and road layout, they have undertaken unified planning, reducing green spaces where necessary to widen driveways and front‑yard pathways, and installing grass‑paved parking spaces to ease parking pressures and enhance residents’ living environments. Simultaneously, in alignment with the city’s efforts to build a civilized community, property management firms have been urged to work closely with neighborhood committees, subdistrict offices, and other relevant agencies to ensure unobstructed fire lanes while maximizing the use of public land for parking, thereby meeting residents’ parking needs. 2. Strengthening Daily Supervision of Property Services Property management companies are required to fulfill their obligations under service contracts, particularly in communities where parking disputes frequently arise. Key areas of focus include addressing deficiencies in parking regulations and inadequate management of security personnel. At the same time, property management firms and homeowners’ associations are encouraged to collaborate closely, jointly formulating practical and effective management strategies. By designating appropriate parking spaces within the community, installing vehicle monitoring systems, strictly controlling the entry and parking of outside vehicles, and requiring residents to park only in designated garages, orderly parking can be effectively promoted. 3. Harnessing the Role of Property Management and Multi‑Sectoral Coordination By leveraging the strengths of multiple departments—including fire safety, law enforcement, and local subdistrict offices—the city has fostered a collaborative governance model that elevates overall community management standards. V. Opening Up Institutional Parking Lots Units with sufficient capacity are encouraged to make their private parking facilities available to the public during evenings and weekends. 1. Time‑Shifted Public Access to Parking Spaces in Government Agencies and State‑Owned Enterprises In accordance with the municipal government’s ten-point plan for improving people’s livelihoods, a special task force was established to oversee the staggered opening of parking spaces. In May, the “Implementation Plan for Staggered Opening of Parking Spaces in Government Agencies and State‑Owned Enterprises in Lishui City” was formulated and issued, clearly defining the scope, methods, timing, and related requirements for this initiative. Between May and June, surveys and on‑site inspections were conducted across municipal, county‑level, and Lishui Development Zone government agencies and state‑owned enterprises, adhering to the principle of “opening as many spaces as possible and opening all that should be opened.” A list of eligible institutions was compiled, ultimately identifying 147 entities with a total of 5,045 parking spaces (including 1,969 spaces at 27 municipal units). Starting June 30, these parking spaces were opened to the public on a staggered basis, with official announcements published in media outlets such as Lishui Release and Chuzhou Evening News. 2. Full‑Time Accessibility of the Underground Parking Lot at Chuzhou Park The Municipal Organs Affairs Service Center, together with the Municipal Facilities Management Office and the Liandu District Library, coordinated preparations for upgrading parking facilities, conducting fire safety inspections, and carrying out cleaning and renovation work. Beginning May 31, the 150 parking spaces in the underground parking lot of Chuzhou Park were opened to the public on a year‑round, 24‑hour basis. VI. Converting Small Rotary Civil Defense Facilities into Parking Lots 1. Site Overview The small rotary civil defense facility is located beneath the small rotary on Zhongdong Road. Originally known as the “Lishui City Civil Defense Project No. 9588,” it was completed in 1999, covering an area of approximately 4,500 square meters. On January 12, 2001, the Civil Defense Office leased the facility to its current tenant for a term of 20 years, expiring on January 11, 2021. In March 2019, pursuant to the minutes of a special meeting concerning asset allocation by the Municipal State‑Owned Assets Operation Company ([2018] No. 84), the Civil Defense Office transferred operational control of the facility to the Municipal Transportation Investment and Development Co., Ltd., which assumed responsibility for day-to-day management. 2. Feasibility Study In response to Proposal F036 submitted at the Fifth Session of the Fourth Municipal People’s Congress, the Municipal Transportation Investment and Development Co., Ltd. held discussions with a municipal design firm on July 7 and 8, 2020, focusing on the placement of underground parking lot entrances. On July 9 and 13, further consultations were conducted with the Civil Defense Office and the original design team regarding modifications to the internal civil defense functions of the parking facility. Following thorough deliberations, it was determined that this renovation, building upon the existing structure, could feasibly convert the facility’s everyday functions into a parking garage while complying with current regulatory requirements and preserving wartime functionality.Based on the current project conditions, two pedestrian entrances will be converted into vehicle access points. At the same time, cantilevered walls obstructing vehicular traffic will be removed, and temporary wartime sealing and protective airtight measures will be added. The project’s fire‑water supply system, smoke control and exhaust system, and fire‑fighting electrical system will all be replaced. Following these modifications, approximately 60 parking spaces will become available, with total renovation costs estimated at around RMB 10 million, including restoration of the ground‑level construction site and removal of equipment and pipelines in the basement. (3) Next Steps: 1. In accordance with the Municipal State‑Owned Enterprise Asset Leasing Management Measures, the Municipal Transportation Investment and Development Co., Ltd. will provide advance written notice to the lessee regarding the non‑renewal of the lease, and upon expiration, will legally reclaim the use rights to the state‑owned assets. 2. To expedite progress on this key proposal, complete the parking facility construction as soon as possible and put it into operation for public benefit, we will promptly report to the municipal government. We recommend adding this renovation project to the 2020 list of preliminary government infrastructure projects, initiating relevant preparatory work, and seeking its inclusion in the 2021 municipal government infrastructure implementation plan for execution next year.
