Shanghai: China’s first asset-backed note issuance for a parking‑lot PPP project
 

Recently, the “Qionglai Hangxin Property Management Co., Ltd. 2020 First‑Phase Targeted Asset‑Backed Notes,” underwritten primarily by the Bank of Shanghai, was successfully issued. This transaction marks the first parking‑lot PPP‑related asset‑backed note in the interbank market nationwide and also represents the Bank of Shanghai’s inaugural asset‑backed note project in Sichuan.
 
According to reports, the project was initiated by Qionglai Hangxin Property Management Co., Ltd., with Sichuan Provincial Investment Group Co., Ltd. providing credit enhancement. Both the lead underwriter and the custodian bank are Shanghai Bank. The successful issuance of this transaction marks a further expansion of the scope of underlying assets eligible for asset-backed securities in the interbank market, setting a positive example for revitalizing existing infrastructure assets and deepening supply-side structural reform in Sichuan and across the country.

Chongqing: Over a thousand parking spaces in the Science City will be put into use by year’s end.
 

According to reports from the Xiyong Microelectronics Industrial Park in Chongqing High-Tech Zone, construction of parking facilities in the Western (Chongqing) Science City has made further progress, with over a thousand parking spaces set to become operational by year’s end.

 

Recently, the construction of Phase I of the Xiyong Microelectronics Park’s eco-friendly parking lot project has neared completion and is slated to open by year’s end. According to the plan, Phase I will feature four parking facilities with a total of 1,101 parking spaces, including the Yongxiang Primary School parking lot, the Guo Moruo Former Residence parking lot, the Comprehensive Building parking lot, and the Inventec parking lot.

 

According to the responsible official, the second phase of the Xiyong Micro‑Electronics Park’s eco‑parking project has recently been launched. Under the plan, this phase will build eight eco‑parking facilities with a total of 3,157 parking spaces, including the Foxconn No. 1 and No. 2 eco‑parking lots, the Foxconn New City parking lot, the Kangju West City Nos. 1, 2, and 3 parking lots, the Xikang Apartment parking lot, and the Kaiyuan Eco‑Parking Lot. Preliminary work has already been completed, and construction tendering is underway. Construction is expected to begin in the first quarter of 2021, with completion and commissioning slated for the end of the year. Upon completion, the second phase will bring nearly 5,000 parking spaces into service.

 

Meanwhile, Phase III and Phase IV parking projects will also be planned and developed in due course to meet the needs of Xiyong’s rapid urban development and the daily travel demands of the general public.

Kunming: In 2023, it will achieve resource sharing of parking spaces.

 

Kunming Smart Parking Construction and Operation Co., Ltd. recently issued a tender announcement for the Kunming Smart Parking Information Platform project: construction of the platform is scheduled to commence on November 30 this year and be completed by 2023, while the upgrade and renovation of on‑street and off‑street parking facilities are also slated for completion in 2023.

 

The scope of the tender includes: expanding the capacity of Kunming’s smart parking information platform, extending its system functionalities, enhancing its overall performance, and ensuring its ongoing operations and maintenance; establishing an integrated smart parking information platform that seamlessly connects on‑street and off‑street parking resources across the city; enabling citywide connectivity of all parking assets; providing an operational management system for both on‑street and off‑street parking sectors; and achieving standardized management of the city’s parking industry. The project will also deliver regulatory services to relevant government agencies, strengthen the sector’s IT‑driven service capabilities, and build a city‑level parking information platform to facilitate shared use of parking spaces and unified operational management. Furthermore, it will support electronic payment of parking fees, parking space sharing, reservation services, and more, while establishing a city‑wide static traffic dispatch and command center and a centralized data hub. Finally, it will complete the intelligent and digital upgrading of off‑street parking facilities throughout Kunming, meeting the city’s requirements for unified, standardized management and oversight.

Nanning: Two organizations have jointly opened a shared parking lot, with a maximum 24-hour fee of 10 yuan.
 

To address the challenge of parking, the Nanning Science and Technology Association and the Traffic Police Detachment of the Nanning Public Security Bureau recently opened a shared parking lot, charging 5 yuan for the first two hours and a maximum of 10 yuan for a full 24-hour period.

 

According to reports, the shared parking lot is operated by Nanning Huibo Parking Service Co., Ltd. A clearly visible sign is posted at the entrance, and residents can simply scan the parking lot’s QR code or use the official WeChat account to make reservations and pay.

 

These two shared parking lots are the Nanning Science and Technology Association Shared Parking Lot and the Traffic Police Detachment of the Nanning Municipal Public Security Bureau. They are open primarily during non-working hours and on weekends and holidays; at all other times, private vehicles are prohibited from entering, and any vehicles already inside must depart.

 

The shared parking lot charges are as follows: billing begins upon vehicle entry, with a fee of 5 yuan for the first two hours and 1 yuan per hour thereafter. Regarding reservations, you may cancel free of charge within 30 minutes of successful booking; if you fail to arrive within 30 minutes of your reserved entry time and the reservation is automatically canceled by the system, a penalty fee will apply.

Tangshan: Adopting Multiple Measures to Tackle the Challenge of Parking Shortages
 

This year, Tangshan City in Hebei Province has effectively alleviated traffic congestion on key road segments and improved parking convenience by constructing multi‑level parking facilities, renovating existing parking spaces, marking new parking spots, and promoting car‑sharing initiatives, thereby addressing the issue of illegal parking on surrounding municipal roads.

 

According to reports, this year the city has completed construction of three multi‑level parking facilities at Workers’ Hospital, People’s Hospital, and the Affiliated Hospital of North China University of Science and Technology, which are now being put into service one after another, adding a total of 1,002 parking spaces.

 

In addition, to make efficient use of road resources and address the issue of disorderly on‑street parking, the city has renovated and put into operation 211 on‑street parking spaces, adopting a manual PDA‑based system for fee collection. As for upgrading existing parking facilities, the Fengzhimeng Complex parking lot is undergoing an intelligent modernization project, with plans to provide 676 parking spaces distributed across both above‑ground and underground levels. Upon completion, the facility will be managed through an intelligent operating system, creating Tangshan’s first “seamless payment” parking lot.

 

At present, 810 parking spaces have been marked on sections of Youyi Road and other roadways in the city. In tandem with efforts to build a civilized city, an additional 12,259 parking spaces have been designated across the municipality; 3,222 parking spaces at municipal and institutional facilities are being opened on a time‑limited, staggered basis; 5,749 parking spaces planned as part of projects such as the Jiaoda Park area are undergoing preliminary approval procedures; and a renovation and upgrade plan is being developed for the 260‑space parking lot at Phoenix Mountain Park.

 

At the end of June, the city’s comprehensive static traffic management system and command center—built with an investment of RMB 9 million by Xincheng Investment Group—was officially launched and put into operation. To date, it has successfully integrated 2,558 parking spaces, including those at the West Square of the railway station.
