Baoding City is accelerating the rollout of its smart parking demonstration project.
According to the Baoding Public Transport Corporation, the highly anticipated Baoding Smart Parking Demonstration Project is currently under construction. As one of the 49 public‑benefit initiatives launched by the Baoding Municipal Party Committee and Municipal Government in 2019, the project will provide nearly one hundred parking spaces, with pricing standards and specific details to be determined in accordance with relevant local policies. At present, the main structural work on the parking facility is underway, and the company aims to complete the project within the year. Once operational, the project will add several hundred “smart parking spaces” to downtown Baoding. In addition, the Baoding Municipal Urban Management Comprehensive Administrative Law Enforcement Bureau (hereinafter referred to as the Baoding Law Enforcement Bureau) and other departments are also taking measures such as guiding parking practices and marking designated parking spots.

New regulations on Beijing entry permits take effect today: Will they ease parking shortages for millions of vehicles?
China News Service Client, Beijing, November 1 (Zhang Xu) — On November 1, Beijing’s newly implemented regulations on vehicle entry permits, dubbed the “strictest ever,” officially took effect. This means that, following the新规’s implementation, approximately one million out-of-town‑registered vehicles currently in Beijing will be subject to these new rules: roughly one in every seven cars in the city will be restricted to driving outside the Sixth Ring Road for more than 280 days each year. Pictured is traffic on the main carriageway of Beijing’s East Third Ring Road, photographed by China News Service reporter Jin Shuo. So where exactly does this “strictest ever” regulation lie? According to the “Notice of the Municipality of Beijing on Implementing Traffic Management Measures for Certain Passenger Vehicles” (hereinafter referred to as the “Notice”), effective November 1, 2019…

[On-Street Parking Management] Ziyang, Sichuan: “Notice on Matters Related to the Temporary On-Street Parking Management in the Urban Areas of Ziyang City”
The “China Urban Parking Policy Development Report 2018” compiled more than 260 parking policy documents issued by 31 provinces, municipalities, and autonomous regions nationwide—covering over 130 cities. Due to space constraints, only the full texts of policies deemed particularly representative have been included in this volume for readers’ reference. To facilitate access, the policy documents have been broadly categorized into ten groups: comprehensive policies, parking management, incentives for private investment, on‑street parking management, residential communities, mechanical parking systems, smart and information‑based solutions, fee‑collection management, approval and filing procedures, and other matters.

Addressing the challenge of parking and advancing the development of the smart garage industry.
To address the challenge of parking, we must first overcome three major bottlenecks. First, we need breakthroughs in urban land-use planning and in the approval process for constructing parking facilities. At present, parking‑related land is not given sufficient priority in urban planning; moreover, while some areas could accommodate multi‑storey parking structures, restrictions on land‑use designations often make it difficult to secure project approval. Second, we must advance the application of cutting‑edge technologies—such as promoting the development of intelligent, automated multi‑storey parking systems—and integrate functions like electric‑vehicle charging, vehicle cleaning and maintenance services, and shared‑car parking spots. By leveraging smart big data and cloud platforms, we can gradually move toward fully unmanned operations.
