Notice of the “Forum on the Development of Urban Road Parking Management in the New Era”
I. Background of the Meeting
As the Internet of Things and information technology continue to mature, the on‑street parking sector entered a new era in 2019. On the smart‑technology front, a diverse array of front‑end data‑collection devices has emerged, while back‑end platform systems have grown increasingly sophisticated. At the same time, road‑side parking management has achieved significant advances: more jurisdictions are leveraging credit‑based systems to effectively recover unpaid fees, and an increasing number of regions are accelerating efforts to enact legislation addressing payment arrears.
In September 2019, the CPC Central Committee and the State Council issued the Outline for Building a Transportation Powerhouse (hereinafter referred to as the “Outline”), charting a new course for the future development of the on‑street parking sector. The Outline represents a major strategic decision made by the Party Central Committee with General Secretary Xi Jinping at its core, grounded in China’s national conditions, oriented toward the overall situation, and geared toward the future. It calls for vigorously developing smart transportation, fostering deep integration between emerging technologies—such as big data, the Internet, artificial intelligence, blockchain, and supercomputing—and the transport sector; establishing a comprehensive transportation big‑data center system; and advancing public transportation services and e‑government initiatives. The Outline also emphasizes the scientific planning and construction of urban parking facilities, the expansion of charging and hydrogen‑refueling infrastructure, and the comprehensive enhancement of the intelligentization level of urban transportation infrastructure. Furthermore, it advocates deepening reforms in transportation investment and financing, encouraging diversified market‑based financing mechanisms to broaden funding channels, and actively guiding social capital to participate in the endeavor to build a strong transportation nation. All these measures constitute favorable policies that will drive the development of the on‑street parking industry.
As a cutting-edge market in smart transportation, road parking has, under the leadership of the National Road Parking Industry Alliance (hereinafter referred to as the “Alliance”), remained at the forefront of the sector for the past decade, opening up vast opportunities for urban management authorities and parking operators across the country. Following the Alliance’s tenth anniversary, 2019 will mark a new beginning. To this end, this year’s annual conference will not only review and recognize the outstanding achievements of industry players but will also, in alignment with the development guidelines outlined in the Outline, examine emerging trends in road‑parking—covering legislative reforms, institutional frameworks, intelligent technologies, and digitalization—thereby contributing to the construction of a smart transportation system and the realization of China’s vision as a global leader in transport.
Chongqing serves as a key strategic pivot in the Western Development Initiative, an important nexus linking the Belt and Road Initiative and the Yangtze Economic Belt, and a premier inland hub for opening-up. It boasts a robust industrial foundation in smart manufacturing. In recent years, Chongqing has made significant strides in building itself into a smart city and a leading center of intelligent manufacturing, applying Internet, big data, and artificial intelligence technologies across multiple sectors. Notably, it has achieved groundbreaking innovations in the intelligent construction and management of on‑street parking, with diverse technological and managerial approaches being implemented throughout its districts. The 2019 Alliance Annual Conference was held in Chongqing, enabling member companies to experience firsthand a range of advanced technologies and management models for road‑side parking.
