Vehicle Planning | Yichang Municipal Bureau: Implementing Multiple Measures to Alleviate Urban Parking Difficulties

First, planning-led development. The “Special Plan for Urban Public Parking Lots in Yichang’s Central Urban Area (2016–2030)” has been completed. By 2030, approximately 70,000 off-street parking spaces will be provided within the central urban area, with about 61,000 in key areas and roughly 9,000 in peripheral clusters. Adopting diverse models—including government investment, public‑private partnerships, and enterprise‑built facilities—the city has launched public parking projects, advancing the construction of 3,000 new public parking spaces annually. Second, strengthening ancillary parking requirements. On‑street parking | Starting in July, on‑street parking in Beijing’s Shijingshan, Chaoyang, Fengtai, and Haidian districts will be subject to electronic payment.

According to the Beijing Municipal Commission of Transport, starting July 1, on-street parking spaces on roads at or above the branch‑road level in Shijingshan, Chaoyang, Fengtai, and Haidian districts will all be subject to electronic payment. In addition, certain roads in Yanqing District will also adopt electronic payment ahead of schedule. This morning, a reporter observed on Yupu Road in Fengtai District that electronic‑payment signage has already been installed. A parking attendant explained that video‑recording equipment has not yet been deployed; for now, staff must use handheld devices to record drivers’ parking durations, and motorists are not required to pay in cash. Under the overall implementation plan for Beijing’s road‑parking electronic‑payment reform, Xicheng, Dongcheng, and Tongzhou districts have already begun applying this system as of January this year.

Reporters learned from the Yuhui District Government of Bengbu City that a new payment option has recently been introduced at the parking lot located southwest of the intersection of Weisi Road and Tushan Road, at Bengbu Second People’s Hospital: contactless payment via WeChat Pay and Alipay. The parking facility offers three payment methods: first, cash; second, QR‑code scanning at the exit, where a license‑plate recognition system automatically displays the vehicle’s plate number, parking duration, and the amount due—5 yuan for two hours—and allows drivers to leave simply by scanning the QR code with WeChat or Alipay; third, contactless QR‑code payment through WeChat or Alipay. The parking lot also employs a relatively advanced vertical‑circulation system.
