Vehicle Planning | Yichang Municipal Bureau: Implementing Multiple Measures to Alleviate Urban Parking Difficulties


 

 

First is planning-led development. The “Special Plan for Urban Public Parking Lots in the Central Urban Area of Yichang City” has been completed. “2016–2030,” by 2030, approximately 70,000 off-street parking spaces will be provided within the central urban area, with about 61,000 in priority zones and roughly 9,000 in peripheral clusters. By adopting a variety of models—including government investment, public‑private partnerships, and enterprise‑built facilities—public parking projects will be launched, with an annual target of developing 3,000 new public parking spaces.

Second, strengthen ancillary parking provision. Standardize the planning and approval process: the construction of large shopping malls, supermarkets, high-rise buildings, and public facilities in urban areas must include underground parking. When reviewing planning proposals for residential developments, any project that fails to meet the prescribed standards for the number of parking spaces or related facilities will be rejected. In 2018, the central urban area of our city completed the provision of a total of 23,489 parking spaces in commercial, residential, and public service facilities.

Third, integrate resources. Actively advance the development of public parking facilities and promote the multifunctional use of urban land. By leveraging the time lag between road‑redevelopment sites and vacant plots slated for shantytown redevelopment, we will construct temporary parking lots, thereby revitalizing underutilized land and unlocking its parking potential. In areas with limited land availability but high demand—such as the city central hospital and the East Railway Station—we will introduce automated multi‑storey parking structures to effectively increase the supply of parking spaces.

Fourth, information integration. Establish a parking guidance system to further enhance the intelligence of parking facilities. Install [equipment] at key intersections along major and secondary arterial roads in the urban area. Thirty-six smart guidance systems for first- and second-level parking lots, serving as ancillary components of the parking system, display the locations of parking facility entrances, occupancy status, and pricing information, thereby reducing traffic congestion caused by the search for parking spaces and enhancing parking lot utilization.
