According to the “Shenzhen Parking Industry Development Report (2017)” released by the Shenzhen Municipal Development and Reform Commission, the parking industry has grown into a new multi‑billion‑yuan sector in Shenzhen. By 2020, the market size is projected to exceed RMB 50 billion, with “Internet Plus Parking” emerging as the primary growth driver. Meanwhile, data from the “Smart Parking Industry Market Outlook and Investment Strategy Planning Analysis Report” indicate that Shenzhen’s parking industry reached RMB 24.1 billion in 2016. Following the meeting of the CPC Central Politburo, the Outline for Building a Transportation Powerhouse once again called for the scientific planning and construction of urban parking facilities (full text attached).

Recently, the CPC Central Committee and the State Council issued the Outline for Building a Transportation Powerhouse (hereinafter referred to as the “Outline”) and circulated a notice requiring all regions and departments to conscientiously implement it in light of their specific circumstances. The Outline sets forth that by 2035, a transportation powerhouse will be basically established, while calling for a well‑planned infrastructure network that is three‑dimensional and interconnected. It also mandates the scientific planning and construction of urban parking facilities, as well as the enhancement of supporting infrastructure such as charging stations, hydrogen refueling stations, gas stations, and bus stops, with a view to comprehensively elevating the level of intelligence in urban transportation infrastructure. The full text of the Outline for Building a Transportation Powerhouse is as follows: Building a transportation powerhouse is an initiative of the CPC Central Committee with Comrade Xi Jinping at its core, grounded in China’s national conditions, and…

Can smart parking really solve the problem of not being able to find a parking space?

Can smart parking really solve the problem of not being able to find a parking space?

With a car, you’d think life would be more comfortable—but instead, it often feels even tougher than before. When I didn’t have a car, I could leave at eight in the morning; now, with one, I have to be out by seven. For one thing, the traffic is terrible; for another, if I show up late, there’s no parking to be found. Back when I had no car, I was home by seven after work; now, with a car, I don’t dare head back until ten at night. Partly because the roads are jammed, and partly because if I get home too early, there’s nowhere to park—parking on the street risks getting a ticket from the cops. Some people spend three years waiting in line and still can’t secure a license plate; meanwhile, others drive themselves to exhaustion, only to end up heartbroken over finding a parking spot. This is the reality of the “car‑hopping crowd”: those outside want in, while those inside long to get out.

Parking Policy | “Guiding Opinions on Strengthening the Development of Urban Parking Facilities”

Guiding Opinions on Strengthening the Development of Urban Parking Facilities (NDRC Basic [2015] No. 1788) To the Development and Reform Commissions, Finance Departments, Land and Resources Departments, Housing and Urban–Rural Development Departments (Commissions), Planning Commissions (Bureaus), Transportation Departments (Commissions), and Public Security Departments (Bureaus) of all provinces, autonomous regions, municipalities directly under the central government, separately planned cities, and the Xinjiang Production and Construction Corps: With the rapid advancement of urbanization and the continuous improvement of residents’ living standards, the number of passenger cars in urban areas has increased substantially. Consequently, the shortage of parking facilities has become increasingly pronounced, encroaching upon public resources such as non-motorized vehicle lanes, impeding traffic flow, and constraining further efforts to enhance urban quality and improve management and services.

Huizhou’s first smart, shared, multi‑level parking garage has broken ground and is expected to open before National Day next year.

On the afternoon of September 19, accompanied by the rhythmic “dada” sound of jackhammers, construction officially began on the first fully automated mechanical multi‑storey parking structure under Huizhou’s Smart Shared Parking System—the Yanda Interchange South Parking Garage—marking the project’s entry into the implementation phase. According to reports, Huizhou City aims to launch 10 smart shared parking projects (including demonstration sites for multi‑storey parking structures) this year, providing approximately 5,200 parking spaces. Renderings of the Yanda Interchange South Parking Garage indicate that it is expected to be operational before National Day next year. To address parking shortages and stimulate economic growth, the Municipal Party Committee and Municipal Government promptly responded following the Central Committee of the Communist Party of China’s announcement on July 30 this year.

Recently, the CPC Central Committee and the State Council issued the Outline for Building a Transportation Powerhouse (hereinafter referred to as the “Outline”) and circulated a notice calling on all regions and departments to earnestly implement it in light of their specific circumstances. The Outline sets forth that by 2035, a transportation powerhouse will be basically established, while also calling for a well‑planned infrastructure network that is three‑dimensional and interconnected. It further requires the scientific planning and construction of urban parking facilities, along with enhanced development of charging stations, hydrogen refueling stations, gas stations, and bus stops, and an overall upgrade of the intelligence level of urban transportation infrastructure. The full text of the Outline for Building a Transportation Powerhouse is as follows: Building a transportation powerhouse is a strategic initiative of the CPC Central Committee with Comrade Xi Jinping at its core, grounded in China’s national conditions.
