Beijing has issued the “Guiding Opinions on Promoting Paid, Time-Shifting Parking Facility Sharing in the Municipality.”

On November 25, 2019, the Beijing Municipal Commission of Transport published the “Guiding Opinions on Promoting Paid, Time-Shifting Parking Facility Sharing in the Municipality.” The document stipulates that, within Beijing’s administrative boundaries, parking facilities at public buildings shall be opened to the public—subject to appropriate safety and management conditions—and operated under a paid, time‑shifting sharing model, with priority given to residential parking. Meanwhile, parking facilities in residential communities may be made available to the public, provided they adequately meet the parking needs of residents within those communities. In addition, the housing and urban–rural development authorities will commend property service providers that demonstrate outstanding performance in offering shared parking facilities; furthermore, for entities providing shared parking services, their performance will be taken into account in quality‑of‑service evaluations.

The vehicle then automatically descended to ground level according to the programmed sequence, allowing the owner to complete payment and pick up the car within just two minutes. Speaking to the reporter, the woman retrieving her car said confidently, “Parking spaces at Qiaomu Square have always been extremely crowded, making it a real challenge to find a spot. Now, parking in this mechanical garage is convenient, and I don’t have to worry about passing vehicles accidentally bumping into my car and causing scratches—so much more reassuring.” According to reports, the mechanical parking facility on the east side of Qiaomuyuan…

Legal Daily: Three Innovative Ideas Tackle the Challenges of Residential Parking Management

In recent years, as China’s economic development has continued to advance, the number of privately owned vehicles has steadily increased. However, due to historical planning and other factors, parking shortages have become particularly acute in some older urban districts and central city areas. The difficulty of finding parking in residential neighborhoods has thus emerged as a pressing issue in contemporary social governance. Recently, a reporter from the Legal Daily interviewed several experts in the field of traffic management, who shared three practical strategies: refining mechanisms for balancing competing interests to adjust parking‑space pricing and ease congestion; building smart parking systems to ensure orderly and standardized parking management; and tapping into existing parking resources within residential communities on a case‑by‑case basis. Improving the mechanism for balancing interests—China Urban Economy Society.
