Hebei: Encourages localities to strengthen the development of mechanical automated parking facilities.


According to the Hebei Provincial Department of Housing and Urban–Rural Development, Hebei is encouraging localities to proactively explore integrated solutions to the “parking shortage” and to accelerate the development of mechanical, multi‑level parking facilities.

 

Hebei Province encourages the proactive adoption and application of multi‑storey parking systems in the development of public parking facilities. Local authorities are urged to prioritize resource conservation, make comprehensive use of urban land, formulate and refine policies for managing multi‑storey parking projects, introduce incentive measures, and streamline approval procedures.

 

At the same time, buildings with insufficient on-site parking spaces are encouraged to add multi‑level parking facilities, such as by adding floors to underground garages or developing parking on underutilized corner lots, thereby effectively increasing the supply of parking capacity. The adoption and wider application of multi‑level parking systems in the renovation of older residential communities are also strongly encouraged.

 

To address funding challenges, local authorities are encouraged to actively attract private capital to invest in the construction of multi‑level urban parking facilities. At the same time, enterprises, public institutions, residential communities, and individuals are urged to utilize their own land and both above‑ and below‑ground spaces to develop multi‑level parking structures.

 

In addition, the Provincial Department of Housing and Urban–Rural Development has specially compiled and issued the “Reference Guide for Selecting and Designing Mechanical Multi‑Storey Parking Facilities,” which examines seven categories of mechanical parking systems: lift‑and‑slide, simple lift, flat‑move, vertical lift, vertical carousel, aisle‑stacking, and underground cylindrical types. The guide provides detailed information on each type’s applicable environments, allowable number of storeys, land footprint, parking capacity, compatible vehicle types, cost benchmarks, as well as case studies of completed projects—presented in a clear and concise manner to assist localities in making informed, practical selections.
