Parking Updates | This year, 10 public parking lots in Xining have implemented contactless payment.

As a new payment method, contactless parking not only enhances traffic efficiency at parking lots but also eliminates unauthorized fee‑charging practices. According to the Xining Municipal Public Temporary Parking Lot Management Office, this year the city will further intensify efforts to reclaim newly added parking spaces and plans to install contactless payment systems at 10 public temporary parking lots in the urban area, enabling residents to complete parking payments quickly.

According to reports, so‑called “seamless payment” refers to a fast‑pay service enabled by parking‑lot license‑plate recognition technology linked to bank cards. If a driver has not yet linked a bank card, they can still pay their parking fee by scanning a QR code at the parking lot. After parking, drivers no longer need to use cash or stand in line; they can simply scan the QR code on site to settle their parking charges.

Contactless payment supports WeChat Pay, Alipay, China Construction Bank debit cards, UnionPay credit cards, and more, offering a diversified payment ecosystem that aligns with the prevailing payment habits of the vast majority of today’s consumers. By enabling swift barrier lifting upon vehicle exit after parking, contactless payment not only enhances traffic flow in parking facilities and alleviates congestion at exit points, but also minimizes cash handling by parking attendants, thereby preventing issues such as unauthorized fees or unrecorded cash collections. Additionally, it reduces the number of parking staff required, significantly lowering labor‑related operating costs.

As of the end of last year, Xining City had installed contactless payment systems in 13 government‑reclaimed public temporary parking lots, including Jieyuan Building in Chengdong District, Rudanba Ethnic Crafts Plaza on Qiyi Road in Chengdong District, Building A of Xiadu Fudi on Xiadu Avenue in Chengdong District, the property management area of Xining Junyue Yaju in Chengdong District, the eastern section of Changyun Century Village in Chengdong District, the western section of Changyun Century Village in Chengdong District, Huajin Hotel in Chengdong District, Rongfu Dichi Cheng in Chengdong District, Lijing Jinyuan on Kunlun Middle Road in Chengzhong District, Qunxing Garden in Chengzhong District, the east side of the Water World at Ximen Sports Stadium (Ximen Sports Stadium) in Chengzhong District, the south side of the Water World at Ximen Sports Stadium (Ximen Badminton Hall) in Chengzhong District, and Zhongshi Garden on Nanjie Street in Chengzhong District.

This year, Xining City plans to install contactless payment systems in 10 public temporary parking lots across the urban area. To date, two such lots—Guinan Residential Community in Chengbei District and Xingqing Huayuan in Chengbei District—have completed installation, while work is underway to select sites and install the systems at the remaining eight locations. By then, the number of public temporary parking lots in Xining offering contactless payment will reach 23.
