The Central Economic Work Conference outlined next year’s priorities, calling for strengthened development of urban parking facilities.

Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission; Li Keqiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council; and members of the Standing Committee of the Political Bureau—Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, and Han Zheng—attended the meeting. At the meeting, Xi Jinping delivered an important address, reviewing the economic work of 2019, analyzing the current economic situation, and outlining plans for the 2020 economic agenda. In his remarks, Li Keqiang set forth specific measures for next year’s economic work and concluded with a summarizing speech.
The meeting identified six key priorities for next year: first, unswervingly implement the new development philosophy; second, resolutely win the three critical battles; third, ensure that people’s livelihoods, particularly the basic living needs of those in hardship, are effectively safeguarded and improved; fourth, continue to pursue a proactive fiscal policy and a prudent monetary policy; fifth, focus on promoting high-quality development; and sixth, deepen economic structural reform.
With regard to vigorously promoting high-quality development, the meeting called for supporting the growth of strategic industries, encouraging increased investment in equipment upgrades and technological transformation, and advancing the optimization and upgrading of traditional manufacturing. It also emphasized implementing tax and fee reduction policies to lower enterprises’ costs for electricity, gas, logistics, and other inputs, while steadily carrying out the orderly disposal of “zombie enterprises.” Furthermore, it urged the improvement of institutional mechanisms, the development of a number of internationally competitive advanced manufacturing clusters, and the enhancement of industrial foundational capabilities and the modernization of industrial chains. Finally, the meeting stressed the need to vigorously develop the digital economy, rely more on market mechanisms and cutting-edge technological innovation to drive the growth of the service sector, promote the specialization and high-end positioning of producer services along the value chain, and upgrade consumer services toward higher quality and greater diversity.
We must focus on the country’s long-term development, strengthen strategic and network‑based infrastructure, advance major projects such as the Sichuan–Tibet Railway, steadily push forward telecommunications network construction, accelerate the implementation of key initiatives for natural disaster prevention and control, and bolster the development of municipal utility networks, urban parking facilities, and cold‑chain logistics. At the same time, we should speed up the construction of rural roads, information systems, and water‑conservation infrastructure. We need to expedite the implementation of regional development strategies, refine regional policies and spatial planning, leverage the comparative advantages of each region, and forge new engines of high‑quality national development. This includes advancing coordinated development in the Beijing–Tianjin–Hebei region, promoting integrated development in the Yangtze River Delta, and building the Guangdong–Hong Kong–Macao Greater Bay Area, while creating world‑class innovation platforms and growth poles. We must also make solid progress in developing the Xiongan New Area, implement measures for joint, comprehensive protection along the Yangtze Economic Belt, and promote ecological conservation and high‑quality development in the Yellow River Basin. Furthermore, we should enhance the overall carrying capacity of central cities and urban agglomerations.
It is evident that advancing urban parking infrastructure development will remain one of the key priorities for economic growth in 2020.
