Recently, the National Development and Reform Commission revised and issued the “Guidance Catalogue for Industrial Structure Adjustment ( The “2019 Edition” (hereinafter referred to as the “Catalog”) covers 48 industries and comprises 1,477 entries, including 821 encouraged items, 215 restricted items, and 441 phased-out items. It shall take effect as of January 1, 2020.

The key focuses of this revision are:
First, we will promote the high-quality development of the manufacturing sector.
