Multi‑storey Parking | Guiyang’s West Commercial Pedestrian Street Will Feature an Underground Car Park and a Smart Parking Garage

On November 13, the Guiyang Public Resources Trading Supervision Website published public notices for the construction‑drawing tender of the underground parking lot project on the Xishi Road Characteristic Cultural Pedestrian Street, as well as for the design‑tender of the smart parking‑tower project at Buildings 82 and 88 on Xishi Road. This marks another development in the upgrade and renovation of Guiyang’s Xishi Commercial Pedestrian Street.

The tendering entity for both projects is Guiyang Yunshang Urban Asset Operation Co., Ltd. Specifically, the underground parking project for the Shixi Road Characteristic Cultural Pedestrian Street has a total investment of RMB 55.9611 million, occupies an area of 9,979.04 square meters, features a floor area of 13,885.11 square meters, provides 300 parking spaces, and includes 60 electric vehicle charging stations. The smart parking tower project at Buildings 82 and 88 on Shixi Road involves an investment of RMB 90.28 million, with a total floor area of 13,302.67 square meters—primarily comprising equipment rooms, stairwells, and an above-ground parking lot—and a parking garage area of 9,417.52 square meters.

At present, the Shixi Commercial Pedestrian Street is undergoing planning for an upgrade and renovation. On August 21 this year, the Guiyang Public Resources Trading Supervision Website published a public notice regarding the project proposal for the enhancement of the Shixi Road Characteristic Cultural Pedestrian Street, including architectural and landscape design for a pilot section. According to the information disclosed at that time, the Shixi Commercial Pedestrian Street will renovate approximately 21 street‑facing buildings, with a total façade renovation area of 100,441 square meters and a landscape design area of 56,216 square meters. The scope of work encompasses façade demolition, façade cleaning, façade finishing, façade remodeling, façade screening, refurbishment of sunshades and rain shelters (including anti‑theft window grilles), restoration of entrance signs and plaques, upgrading of storefront signage, landscaping and lighting projects, utility‑line reorganization, landscape works, construction of a parking garage, installation of an LED sky‑screen electronic sand table, and development of a smart commercial‑district management system, among other components.

The scope of this design tender comprises two components: first, a comprehensive master‑plan for the 800‑meter stretch of the Shixi Road Characteristic Cultural Pedestrian Street; and second, an environmental enhancement design for the pilot zone of the Shixi Road Characteristic Cultural Pedestrian Street, which includes façade renovation and upgrading of four buildings—namely, the East Entrance’s “Korean Wave” pavilion, the “Ao Ma” structure, the entrance kiosk, and the “Golden Triangle” building—as well as landscape improvement within an 8,882‑square‑meter area at the East Entrance.

On September 5 this year, Cushman & Wakefield Real Estate Consultants (Chongqing) Co., Ltd. won the bid with a proposed price of RMB 3,240,000, becoming the investment promotion and operations team for the Shixi Road Characteristic Cultural Pedestrian Street. Cushman & Wakefield will be responsible for business‑type upgrading and tenant‑mix optimization, investment‑promotion consulting, tenant‑acquisition services, and operational management—along with performance‑related metrics and associated work plans.

Currently, Guiyang City is advancing the “100 Markets, 1,000 Stores, 10,000 Shops” action plan to revitalize commerce and trade, having successively introduced a series of policies and measures, including the “Work Plan for the Planning, Construction, and Renovation of Pedestrian Streets and Characteristic Commercial Districts in Guiyang,” the “Work Plan for Promoting the Branded and Chain‑Based Development of Convenience Stores in Guiyang,” the “Several Measures (Trial) of Guiyang City to Support the Construction of ‘100 Markets, 1,000 Stores, 10,000 Shops’ and Boost Consumption Upgrading,” and the “Special Implementation Plan for Fostering Nighttime Economic Development in Guiyang.” As an important commercial pedestrian street in the old urban district, the upgrading and renovation of Shixi Road will serve as a key component in revitalizing commerce and trade in the historic city.
