Parking Fees | Shanghai’s Fengxian District Adjusts Road Parking Fee Structure and Charging Standards


 Since March 1, 2019, following the implementation of non‑closure management measures and smart parking systems in Fengxian District, the utilization rate of on‑street parking resources, vehicle turnover, peak‑hour traffic flow, payment compliance, and parking order have all improved significantly, earning widespread attention and high praise from all sectors of society.

  To further enhance the utilization of on‑street parking resources, and in accordance with the principles of convenience for the public, public benefit, orderly management, and resource sharing, it has been decided that, effective December 1, 2019, appropriate optimizations and adjustments will be made to the on‑street parking fee structure and charging rates within this district. Details are as follows:

  I. Parking Fees for Roads in Commercial Areas

  (1) Road segments where non‑stop parking management measures are implemented

  During the day (8:30 a.m. to 8:00 p.m.), parking is billed by the hour: the first half-hour costs RMB 3; for any time beyond the first half-hour, the rate is RMB 4 per 30 minutes, with a minimum charge of RMB 4 for less than 30 minutes. At night (8:00 p.m. to 7:30 a.m. the next day), parking is charged per visit at a flat rate of RMB 5 per entry.

  (2) Road segments where vehicles are parked all day

  During the day (8:30 a.m. to 8:00 p.m.), parking is charged by the hour: the first half-hour costs RMB 3; for any time beyond the first half-hour, the rate is RMB 4 per 30 minutes, with a minimum charge of RMB 4 for less than 30 minutes. At night (8:00 p.m. to 8:30 a.m. the next day), parking is charged per visit at a flat rate of RMB 5 per entry.

  II. Parking Fees for Roads in Other Areas

  (1) Road segments where non‑stop parking management measures are implemented

  1. Weekdays: During daytime hours (8:30 a.m. to 5:00 p.m.), parking is billed by the hour, with the first half-hour charged at RMB 3; for any period exceeding half an hour, the rate is RMB 4 per 30 minutes, or RMB 4 for any portion of a 30-minute interval. At night (5:00 p.m. to 7:30 a.m. the following day), parking is charged per entry, at RMB 5 per visit.

  2. On weekends and statutory holidays: During the day (7:30 a.m. to 5:00 p.m.), parking is charged per visit at RMB 5 per visit. At night (5:00 p.m. to 7:30 a.m. the following day), parking is also charged per visit at RMB 5 per visit.

  (2) Road segments where vehicles are parked all day

  1. Weekdays: During daytime hours (8:30 a.m. to 5:00 p.m.), parking is billed by the hour, with the first half-hour charged at RMB 3; for any period exceeding half an hour, the rate is RMB 4 per 30 minutes, or RMB 4 for any portion of a 30-minute interval. At night (5:00 p.m. to 8:30 a.m. the following day), parking is charged per visit, at RMB 5 per visit.

  Drivers are requested to park their vehicles in compliance with the time periods indicated on the on-site parking signs and to pay the applicable parking fees. Please observe all relevant traffic laws and regulations. Failure to pay or evading payment may result in your record being flagged, which could adversely affect your personal credit rating.
