Chaozhou’s urban area will launch a new phase of smart parking system development.


Recently, reporters learned from the Xiangqiao District Property Management Center that by the end of August 2020, the urban areas of our city will add 4,000 paid parking spaces. Among these, 816 spaces along Huancheng Road, Kaiyuan Road, and the Binjiang Promenade’s flood‑control walkway will be the first to implement smart parking fee‑collection management before next year’s Spring Festival.

  According to the Xiangqiao District Property Management Center, since November 1, 2018, when our city implemented intelligent parking‑fee management on Xinqiao Road in the urban area, the parking situation in the vicinity of the road has improved markedly. Next year, the urban area will launch a new phase of the smart parking system project, with the first phase adding approximately 4,000 paid parking spaces, to be rolled out in two stages:

  In the first phase, prior to the 2020 Spring Festival, our city will complete the construction of approximately 816 paid parking spaces along the urban ring road, Kaiyuan Road, and the Binjiang Promenade flood‑control corridor, and will begin implementing smart parking fee‑collection management on these road segments. In the second phase, by the end of August 2020, our city will finish building roughly 3,184 additional paid parking spaces on other major thoroughfares, including Chaozhou Avenue, Fengchun Road, Caihong East Road, Chunrong Road, Xinyang Road, and Lürong North Road.

  This new phase of the smart parking system project will adopt a video‑based parking management model centered on low‑profile video bollards, supplemented by other methods. In addition, the project will leverage price differentials to optimize the allocation of urban parking resources, tailored to the specific parking conditions of each district and road segment.

  According to preliminary estimates, the total investment for this new round of smart parking system construction is approximately RMB 40 million, including five years of maintenance and support services. At present, the Xiangqiao District Property Management Center has, in accordance with relevant regulations, commissioned a qualified design firm to develop the software platform, IoT hardware infrastructure, and operational management system for the initial phase, which comprises roughly 4,000 paid parking spaces. The project contractor will be selected through an open tender conducted at the Chaozhou Public Resources Trading Center via government procurement; the tender is scheduled for the 13th of this month.
