Parking Infrastructure Development | In 2020, Weihai’s urban area will add 12 new parking lots.


On October 11, the Weihai Municipal Government Information Office held a press conference, during which a relevant official from the Weihai Municipal Housing and Urban–Rural Development Bureau provided updates on the completion of previously disconnected roads in the urban area, as well as on the construction of grade-separated pedestrian crossings and public parking facilities. In recent years, the Weihai Municipal Housing and Urban–Rural Development Bureau has focused on addressing pressing public concerns such as difficulties in pedestrian access, crossing streets, and finding parking. To this end, it has constructed eight grade-separated pedestrian overpasses, built 37 public parking lots adding a total of 7,670 parking spaces, and, between 2018 and 2019, completed the connection of 11 previously disconnected road segments within the urban area. According to Weihai City’s Comprehensive Urban Transportation Plan, the city’s housing and urban–rural development authorities completed, between 2018 and 2019, projects to connect 11 previously disconnected road segments, including the section of Tongyi South Road between Jiaozhou Road and Laixi Road, the section between Laoshan Road and Jiaozhou Road, Wangdaohe South Road (the stretch east of Tongyi South Road), Chongwen Road (from Guzhai West Road to Guzhai East Road), and Qilu Avenue (from the box‑girder bridge to Huanshan Road). To date, the urban area has essentially established a road network framework centered on the Huanshan Expressway and major arterial roads, supported by secondary arterials and local streets, thereby forming an urban traffic system with a well‑planned layout and orderly connections between primary and secondary routes. Currently, nine projects to connect dead-end roads are under implementation: The overpass spanning the railway on Tongyi South Road (from Fenglin Road to the Jiangjiazhai Interchange) is scheduled to complete its main structural work by the end of October. The Wangdaohe South Road project (from Tongyi South Road to Shuangjie Paper Industry) is scheduled for completion by the end of October. The Pingdu Road (eastern section from Tongyi South Road) is scheduled for completion by the end of November. The Dalian Road East Extension Project (from Fushan Road to Guzhai West Road) is scheduled for completion by the end of 2020. The following roads in Wendeng District are scheduled for completion in 2020: Xuefu Road (from Xiangshui Road to Zhuhai Road), Xiangshan Road (from Xiangshui Road to Zhuhai Road), Huitong Road (from National Highway 309 to Miaoshan Road), Wenshan West Road (from Zhanqian Road to Xiputou), and Tiyuchang South Road (from Changsheng Road to Wenchang Road). There are seven projects planned for implementation from 2020 to 2021: The Pingdu Road (west section from Tongyi South Road) is scheduled for completion by the end of October 2020. The section of Tongyi South Road between Haifeng Road and Fenglin Road is scheduled to break ground at the end of 2019 and be completed by the end of 2020. The northern extension of Jiuhua Road (between Wenhua Road and Huanghe Street) is scheduled to break ground in 2020 and be completed in 2021. The eastern extensions of Mishan Road, Dexian Street, and the eastern section of Jingshengshan Road (from Wenchang Road to Hushan Road), as well as Qingfeng Street (from Huanshan Road to National Highway 309), are scheduled for completion in 2021. Pedestrian overpasses and underpasses are the two main types of three-dimensional crossing facilities. To date, the urban area has completed four pedestrian overpasses, located on Wenhua Road (near Jingyuan Primary School), Haibin Road (near Experimental Middle School), Qingdao Road (at Qiaoxiang Square), and in Wendeng District (near Experimental Middle School). All of these overpasses feature cast-in-place pile foundations and steel box-girder structures. Additionally, four underground passages have been built, situated on Xinwei Road (at Weigao Plaza), Haibin Road (one on the north side and one on the south side of Xingfu Park), and in Wendeng District (near the No. 1 Middle School). From 2019 to 2020, Weihai plans to construct two pedestrian overpasses. The pedestrian overpass at Qingdao Road Primary School is scheduled to break ground in February 2020 and be completed by the end of July 2020. The pedestrian overpass on Haibin Road (near the No. 2 Middle School) is scheduled to break ground in February 2020 and be completed by the end of June 2020. From 2019 to 2020, the plan calls for the construction of three underground pedestrian tunnels: At the eastern end of Shichang Avenue and on both sides of Xingfu Gate, one underground pedestrian underpass will be constructed across Haibin Road at each location. Construction is scheduled to begin in February 2020 and be completed by the end of June 2020. Weihai No. 1 Middle School West Campus—Underground Passage at the Cultural Square: construction is scheduled to begin in April 2020 and be completed by the end of 2020. In addition, expedite the feasibility studies and design for pedestrian overpasses at Jinyu Shijia on Haibin Road, the intersection of Qingdao Road and Qilu Avenue, the intersection of Qingdao Road and Shanghai Road, and the section of Shichang Avenue between Naigushan Road and Gushan Lane No. 5, and commence construction as soon as possible, with the goal of completing these projects by the end of 2020. At present, the urban area has 37 state‑owned public parking facilities, including 15 on‑street parking lots with 2,690 spaces and 13 enclosed parking lots with 1,914 spaces. According to incomplete statistics, there are also 91 privately operated parking facilities in the city, offering more than 13,600 parking spaces, all managed by the respective owners or entrusted to property management companies. In 2019, the city completed the renovation and expansion of the Hanlefang Parking Lot, adding 1,667 parking spaces; concurrently, as part of the reconstruction of Fushun Road and Huanhai Road, an additional 600 on‑street parking spaces were created. From 2019 to 2020, Weihai plans to build 12 public parking lots: In conjunction with urban road construction and residential community renovations, six parking facilities will be built—namely the Huanhai Road Greenway (Heqing Hotel), Dongyao South Street, Haikang Street, Binzhou North Street, as well as in Changfeng Community and Haobo West District—adding a total of 530 parking spaces. Completion is scheduled by the end of 2019. Municipal Hospital Parking Lot. Construction commenced in June of this year, with plans to build a four‑level underground parking facility offering 480 parking spaces. The project is currently progressing smoothly and is expected to be operational by the end of 2020. Underground parking at the Jingyuan Cultural and Sports Park. The project will construct a two-level underground parking facility with 600 parking spaces, scheduled to break ground in the first half of 2020 and be completed by the end of 2020. A temporary parking lot on the south side of Guanhai Residential Community. It will provide 350 parking spaces and is scheduled to break ground in February 2020, with completion by the end of June. The underground parking facility at Century Park, located on the southeast side of Century Building. It will provide 1,400 underground parking spaces, with construction scheduled to begin in 2020 and completion by the end of 2020. Tianyi Xuefu Riverbank South‑side Parking Lot. It will provide over 100 parking spaces and was completed at the end of 2020. Parking lot at the downstream end of the Binhe Wetland (south of Provincial Highway 303). It will provide 150 parking spaces and is scheduled for completion by the end of 2020.
