Breaking News: The finalization meeting for two national standards—Technical Requirements for Supervision of Mechanical Parking Equipment and Automated Multi‑Story Warehousing Systems—has been held.

From August 25 to 31, 2019, the final review meetings for the draft national standards “Technical Requirements for Supervision of Manufacturing and Installation of Mechanical Parking Equipment” and “Technical Requirements for Supervision of Manufacturing and Installation of Automated Stereoscopic Warehouse Equipment,” proposed and managed by the National Technical Committee for Standardization of Equipment Supervision and Engineering Consulting (SAC/TC423) and drafted by the Beijing Lifting and Transport Machinery Design Institute Co., Ltd. (hereinafter referred to as “Beijing Lifting Institute”), a vice-chair unit of the association, were held in Guiyang and Wuxi, respectively.

Li Qiang, Executive Vice Chairman and Secretary-General of the Association as well as Secretary-General of SAC/TC423, and Tang Chao, Vice Chairman of the Association and Chairman of the North Institute, attended the meeting and delivered remarks. The event was hosted respectively by Guizhou Haiyue Technology Three-Dimensional Parking Equipment Co., Ltd. and Wuxi Zhongding Integrated Technology Co., Ltd. SAC/TC423 members Jiang Hua, Zhang Liying, Ma Duobiao, Xin Haiyan, Zhang Xin, Liu Ruihua, Mo Ling, Zhao Tianhong, and others participated in the meeting, which was also attended by more than 50 representatives from intelligent equipment manufacturing companies and three-dimensional parking‑garage manufacturers.

At the meeting, Li Qiang emphasized that the equipment supervision industry is an important mechanism for ensuring quality control, quality management, and quality assurance of major mechanical and electromechanical equipment in China. By developing national standards, we can distill best practices, standardize our own operations, and, while advancing quality‑related work, also safeguard the quality of the supervision process itself. The drafting of these two standards has garnered widespread attention and acclaim from the industry, demonstrating their practicality and feasibility. On behalf of the TC423 Secretariat, Li Qiang commended the drafting group’s preliminary efforts and urged all stakeholders to work together to advance standardization.

Tang Chao outlined the current state of the parking‑equipment industry and reviewed the development trajectory of China’s logistics and warehousing sector. He expressed hope that the parking‑equipment and logistics‑warehousing industries will leverage technologies such as the Internet, big data, 5G, AI, and green‑sharing to drive innovation toward greater intelligence and systemization. The equipment‑supervision standard proactively addresses quality‑related risks, and society and the industry urgently need such a standard to support the development of smart cities in China. On behalf of the drafting organization, Tang Chao extended his gratitude to the association and the participating experts for their active involvement in the standard‑drafting process.

The drafting unit provided an explanation of how it had compiled and addressed the comments received on the two national standards. The attending delegates engaged in a thorough discussion of the draft standards, offering detailed revision suggestions word by word and sentence by sentence, and assigned responsibilities for supplementing and refining specific sections, thereby clarifying the plan for the next phase of work.
The attending leaders and delegates expressed the hope that the standard‑drafting organizations would, in accordance with the meeting’s requirements, revise the drafts for submission and promptly finalize the official draft versions of the two national standards.

At the conference, Guizhou Haiyue Technology Group, one of the event’s organizers, had its Chairman Wu Haichao outline the company’s long-term vision: leveraging two major R&D and manufacturing bases to establish a strong foothold in Guizhou, expand nationwide, and serve the global market. He also issued a call to industry peers, urging them to “standardize their operations, elevate product quality in accordance with national standards, and refrain from engaging in price wars, thereby steering the parking equipment manufacturing sector toward sustained improvement.”

They engaged in extensive discussions on the production processes and quality control of mechanical automated parking systems, worker health and safety in manufacturing facilities, as well as the fabrication, maintenance, and supervision of equipment for nuclear, thermal, wind, and solar power sectors. In addition, they held in-depth exchanges on the theoretical development of equipment supervision, the enhancement of organizational and personnel qualifications, industry capacity building and capability assessment, standardization efforts, the expansion of training resources, and international cooperation. Consensus was reached on project management, professional team development, and technical training in the field of power‑equipment supervision.
