Guiyang will establish a smart parking management platform.

On August 7, the Guiyang Municipal Transportation Commission announced that it is currently drafting the “Short-Term Construction Plan for Public Parking Lots in Guiyang’s Central Urban Area (2019–2022).” The plan aims to consolidate parking‑related data, establish a city‑level smart parking management platform, and enable dynamic management of citywide parking resources, thereby promoting high‑quality development in Guiyang’s parking sector.

According to a responsible official from the Municipal Transportation Commission, in order to further advance reform in the urban parking sector, gain a comprehensive understanding of Guiyang’s parking situation, optimize the utilization of parking resources, address the severe shortfall in parking infrastructure, and effectively alleviate the imbalance between parking supply and demand, the Commission will, in light of the city’s actual parking management practices, soon organize a specialized team to conduct a baseline survey of parking resources throughout Guiyang’s urban area.

Through “Ascertain the facts, gain a clear understanding of the situation, identify root causes, implement comprehensive measures, promote coordinated governance, share resources, and lead by example,” thereby achieving the overarching goal of boosting rural incomes through the parking industry while fostering co‑construction, shared benefits, and public welfare.

 

According to the review, the Municipal Transportation Commission will soon undertake related work primarily focused on six key areas:

1. Establish a parking supply structure that prioritizes on-site parking facilities while supplementing them with off-street public parking. Promote the development of a scientifically sound parking industry system characterized by “citizen-centricity, enterprise leadership, industrial platforms, project-based implementation, and shared‑use objectives,” thereby optimizing the allocation of parking resources and alleviating the imbalance between parking supply and demand.

 

2. Establish a parking planning, construction, and operation management system that is aligned with Guiyang’s economic and social development, thereby promoting the industrialization, standardization, and intelligentization of the city’s parking sector. Develop a short-term construction plan that articulates overarching development goals and implementation pathways, integrate it into the city’s regulatory detailed planning, ensure the effective implementation of parking infrastructure projects, and effectively alleviate the challenge of parking shortages.

 

3. In conjunction with slum and urban village redevelopment plans and the construction of logistics hubs, we will promote the networked optimization of infrastructure tailored to different geographic contexts and industrial zones. By upgrading parking information systems, strengthening comprehensive parking management, and enhancing the sharing and efficient utilization of parking resources, we will unlock the potential of existing parking capacity, address infrastructure gaps, and improve public service provisions. This will help alleviate parking difficulties in older residential communities, hospitals, schools, and other areas, while optimizing the spatial layout of production, living, and ecological functions.

 

4. Develop a diversified, shared‑use operational platform, encouraging administrative and public institutions, enterprises, and commercial and office parking facilities around residential neighborhoods to open their nighttime parking spaces to local residents, while allowing residential parking facilities to be used during the day by employees of nearby businesses and office buildings. This will promote staggered, shared utilization, enable two-way access to parking resources, and facilitate “point-to-point” and “area-to-area” sharing of parking capacity.

 

5. Implement comprehensive rectification of parking facilities, and, in accordance with laws and regulations, carry out thorough enforcement against four categories of illegal activities that have drawn strong public concern: “unauthorized change of parking facility use,” “illegal occupation of parking spaces,” “unlicensed operation of motor vehicle parking services,” and “violation of parking operation service standards.” Strengthen oversight and supervision, further enhance urban static traffic management, and standardize the business practices of parking operators.

 

6. Accelerate the advancement of parking‑lot informatization, promote the application of cutting-edge technologies in the parking sector, and facilitate the integration of smart parking guidance systems, intelligent tolling systems, and other advanced technologies into parking‑lot planning and management.
