01 Ministry of Transport: By the end of 2020, ETC coverage for parking at airports and other facilities will be essentially universal.

On June 11, the Ministry of Transport held a special press conference. Spokesperson Wu Chungeng stated that by the end of December 2020, ETC services will be fully rolled out across all major transportation hubs, including airports, railway stations, passenger terminals, and port terminals; furthermore, the use of ETC will be expanded to parking facilities in residential communities, tourist attractions, and other similar settings.
Wu Chungeng stated that, in order to enhance highway traffic efficiency, implement non-stop, fast toll collection, reduce congestion, and improve convenience for the public, the Ministry of Transport and the National Development and Reform Commission, together with relevant departments, have jointly formulated the “Implementation Plan for Accelerating the Promotion of Electronic Non-Stop Fast Toll Collection Services on Expressways,” which sets forth measures across five key areas: infrastructure, service systems, system integration, institutional mechanisms, and organizational support. Twenty-seven measures have been introduced to further enhance the convenience and efficiency of electronic non-stop toll collection services. In particular, to facilitate the public’s easy installation and use of ETC, six robust measures have been specified, including expanding ETC issuance channels, streamlining ETC installation procedures, and increasing the scope and magnitude of preferential policies for ETC usage.
Going forward, the Ministry of Transport will work with provincial people’s governments and relevant departments to further refine policies and measures, foster innovative development models, and strengthen… ETC applications and services enhance highway traffic efficiency and enable seamless, fast toll collection without stopping.

03 Notice on the Issuance of the “Several Policies of Henan Province for Accelerating the Promotion and Application of New Energy Vehicles” has been released.

How will new-energy vehicles be promoted in the coming years? The General Office of the Henan Provincial Government has issued the “Measures for the Issuance of…” Notice on the “Several Policies for Accelerating the Promotion and Application of New Energy Vehicles in Henan Province” has been issued, introducing a package of preferential policies to promote new energy vehicles. Going forward, all newly added buses, municipal sanitation vehicles, and taxis across Henan Province will be powered by new energy, and these vehicles will also enjoy a 50% reduction in parking fees.
The Notice requires that parking fees for new-energy vehicles be reduced by 50% based on the local rate, per day. From 8:00 PM to 8:00 AM the following day, parking in on-street spaces along municipal roads is free of charge. In addition, preferential grid‑connection and electricity rates are offered for new‑energy vehicles, and priority access to urban roadways is granted to such vehicles.
The Notice also stipulates that, for newly constructed public parking facilities, the proportion of dedicated parking spaces for shared new-energy vehicles shall not be less than 20%: In the entire province, 100% of parking spaces in newly built residential developments must be equipped with charging facilities or reserved for future installation.

04 Free Parking? Harbin Adds 45,873 Free Parking Spaces

As of On June 10, Harbin added 45,873 free parking spaces, with directional arrows painted in each new space to guide drivers to park accordingly.

05 Hangzhou’s first large-scale parking lot dedicated to ride-hailing vehicles has begun operations.
Recently, Hangzhou unveiled its first large-scale parking lot dedicated to ride-hailing vehicles. — The dedicated ride-hailing parking lot at Xiaoshan International Airport has officially opened for use.
The parking lot is located at the intersection of Airport Avenue and Hang’an Road, with a straight-line distance to the terminal. Located 1 kilometer away, the parking lot is a 5- to 10-minute drive and offers more than 570 designated parking spaces. It operates 24 hours a day, with a daily fee of 10 yuan per vehicle and unlimited entry and exit. The facility also includes a canteen, restrooms, and a lounge.
Transportation management officials stated that, to ensure only compliant ride-hailing vehicles enter the parking lot, the city’s transportation authorities have shared information on registered and licensed ride-hailing vehicles with the airport’s management. By cross-referencing this data, unauthorized ride-hailing vehicles can be prevented from entering the dedicated parking area to pick up passengers.
