Should urban parking be free? If it is to be charged, how should it be implemented?
Due to China’s extremely rapid urbanization, the country has also experienced a swift transition toward an automobile‑dependent society. Such dramatic social changes can only be described as “changing with each passing day.” Twenty years ago, owning a private car might have been nothing more than a distant dream; today, many people can afford one with just a few months’ wages. Once a luxury item, cars have now become commonplace—“like swallows that once nested in the mansions of noble families, now flying into the homes of ordinary people.” In the days when cars were still relatively scarce, parking was hardly an issue, and free parking was taken for granted. Back then, charging for parking would not only have seemed unreasonable but also economically impractical; indeed, the fees collected would likely have been insufficient to cover even the most basic costs.

HK$7.6 million—Hong Kong parking space prices hit a new record!
Located on Queen’s Road Central in Central, the Central Plaza is one of the world’s most expensive office buildings, and it also houses the world’s priciest parking space (iStockphoto). (Hong Kong Comprehensive Report) A seasoned investor in Hong Kong recently paid HK$7.6 million (S$1.32 million) for an odd-numbered parking space at Central Plaza, setting a new record for the highest price ever paid for a parking spot in Hong Kong—and possibly worldwide. This sum is more than 30 times the average annual salary in Hong Kong. The buyer who set the new record is Zhang Shunyi, an investor renowned for his real estate dealings and nicknamed “Logistics Zhang.” The parking space he acquired is located at No. 99 Queen’s Road Central, Central.

Beijing: Draft Regulations on Property Management Seek Public Input; Parking Spaces May Not Be Sold Without Being Rented Out
With regard to the use of parking spaces, the draft regulation stipulates that parking spaces and garages designated within a property management area for vehicle parking shall be allocated to meet the needs of the owners. Any spaces intended for sale may not be sold to persons outside the property management area. As for spaces that have not yet been sold or leased, they must be offered for lease to the owners of the property management area on a priority basis; refusal to lease on the grounds of “sale only, no rental” is prohibited. Concerning property service fees, the draft regulation provides for the establishment of a dynamic adjustment mechanism. For residential communities with market‑sold properties, property service fees shall be subject to market‑determined pricing, with the parties—owners and property service enterprises—negotiating in accordance with the principles of reasonableness, transparency, and value for money. Property services…

Parking Updates | Nanchang Expands Urban Parking Capacity with “Above-and-Below-Ground” Solutions
Expanding Capacity: An additional 120,000 parking spaces are to be added each year. Parking has long been a challenging, high‑profile, and pressing issue in urban management. On the one hand, vehicle numbers are growing rapidly: Nanchang currently has approximately 1.3 million registered motor vehicles, with an average daily increase of 300 cars—roughly 100,000 new vehicles annually. On the other hand, there is a significant imbalance between parking supply and demand; the city’s total parking capacity stands at about 800,000 spaces, leaving a shortfall of roughly 500,000 spaces when calculated on a 1:1 ratio. In the past, urban planning and design failed to account for parking needs from a forward‑looking, development‑oriented perspective, resulting in substantial historical deficits in parking infrastructure, particularly in the old城区. The Nanchang Municipal Party Committee…

Fengtai District has issued Beijing’s first set of guidelines on community parking.
According to the latest data from the Beijing Municipal Commission of Transport, as of the end of May this year, the city’s motor vehicle ownership has reached 6.21 million, including 5.19 million passenger cars, making parking challenges increasingly acute. In particular, older residential communities—where property rights are unclear, management services are inadequate, and infrastructure lags behind—often leave residents grappling with a persistent concern: where and how should they park their vehicles? Recently, Fengtai District issued Beijing’s first-ever community‑level parking guidelines. Titled “Fine‑Grained Management and Safety of Motor Vehicle Parking in Residential Communities of Fengtai District,” the document sets out standardized practices for community parking, covering aspects such as responsible parties, parking space allocation, handling of violations, and parking fee structures. According to…

Parking spaces may not be refused; Beijing is set to introduce new regulations on property management.
The duration of preliminary property management contracts, the establishment of owners’ assemblies, and the prohibition of selling parking spaces without renting them—among many issues closely tied to residents—will now be addressed by law. On October 22, the revised “Beijing Municipal Regulations on Property Management (Draft)” (hereinafter referred to as the “Draft”) was officially released and opened for public consultation. Although the public notice of the Draft represents only the first step and does not yet enter the enforcement phase, it already offers guidance on how to resolve numerous current challenges, setting the overarching tone for standardizing property management. Under the Draft, if a previous property management company refuses to vacate, it will face a daily fine of RMB 10,000. The Draft stipulates that the term of a preliminary property service contract shall not exceed two years, with the specific duration to be determined during the preliminary property service period…
