Shangluo’s first smart, multi‑level parking facility has been put into operation, offering 316 parking spaces.


On August 30, Shangluo’s first multi‑level parking facility, the “Renmin Road Parking Lot,” officially opened to the public. With 316 parking spaces, the lot is expected to significantly alleviate traffic congestion and parking shortages in the surrounding area once it is fully operational.

 

 

On the morning of September 3, a reporter from the Huashang Daily visited the newly opened Renmin Road Parking Lot. Vehicles were steadily entering the facility. The multi‑level parking structure comprises two buildings with a total of 11 floors, offering 280 parking spaces, along with an additional 36 surface parking spots. At the entrance to the first floor of each building, an intelligent recognition system is in place: drivers simply drive their vehicles onto the designated platform and press the “enter” button to complete the parking process. To retrieve their cars, owners enter their license plate number and press the corresponding retrieval button; the entire procedure takes no more than two minutes.

 

“The residential community and its surrounding area, formerly under the jurisdiction of the Shangluo Municipal Party Committee and Municipal Government, are home to a total of 807 households, with more than 400 vehicles currently in use, leading to acute difficulties in both traffic flow and parking.” On September 3, an official from the Shangluo Municipal Transportation Investment Company stated that, as the number of privately owned cars in the surrounding area continues to rise, these challenges not only disrupt residents’ daily lives but also hinder emergency response efforts such as firefighting. To address this issue, the Shangluo Municipal Government has decided to construct a parking facility on Renmin Road.

 

According to reports, the People’s Road Parking Lot in Shangluo City will be invested in, constructed, and operated by the Shangluo Municipal Transportation Investment Company. It is the city’s first multi‑level parking facility, covering an area of 3.32 mu. The lot features a 11‑story, vertically lifting and laterally moving parking system, with a design capacity of 280 stacked parking spaces and 36 surface spaces, for a total floor area of 4,608.61 square meters. The total investment amounts to approximately RMB 22 million. Construction officially commenced at the end of July 2017, and the steel structure was topped out in just one month. By December of the same year, the garage had entered the commissioning phase.

 

This year’s Spring Festival sees the parking facility open free of charge to urban residents, entering a trial‑run phase. Following nearly six months of commissioning and testing, it now fully meets the requirements for formal operation. The parking lot operates 24 hours a day, with an intelligent recognition system streamlining vehicle entry and exit—each transaction takes no more than two minutes. Current pricing follows on‑street rates: small vehicles are charged RMB 3 per hour for the first 15 minutes (free), then RMB 2 per hour thereafter, with a daily cap of RMB 20. Cash, WeChat Pay, Alipay, and other convenient payment methods are accepted.
