Parking Bang

On September 17, the Guiyang Smart Parking Phase I Project—Roadside Surveillance and License Plate Recognition Equipment (Phase I) Procurement—announced its award results: AIPARK was selected as the winning bidder and will serve as the project developer for Guiyang’s smart parking initiative. Moving forward, AIPARK will leverage its “AIPARK Tianyan” high‑position video technology to provide roadside surveillance and license plate recognition systems, accelerating the full implementation of Guiyang’s smart parking program and supporting the development of intelligent transportation and smart city governance.
As cities rapidly develop, challenges such as scarce parking resources and chaotic traffic management are driving innovation and reform in smart parking management models. According to data, by 2019, Guiyang had approximately 1.7 to 1.8 million registered vehicles, while the city offered fewer than 600,000 parking spaces, resulting in a severe supply‑demand imbalance. To address this parking crisis and enhance the public’s travel experience, Guiyang has successively formulated the “Work Plan for Coordinated Promotion of High‑Quality Development of the City’s Parking Industry” and the “Short‑Term Construction Plan for Public Parking Facilities in Guiyang’s Central Urban Area (2019–2022),” making the high‑quality development of the city’s parking sector its top priority. The successful deployment of AIPARK in Guiyang will undoubtedly leverage AI and big‑data capabilities to bring technological advancements to the city, alleviating parking difficulties while integrating digital parking resources. By enabling multi‑faceted services—including enforcement against illegal parking—and fostering digital resource sharing, Guiyang aims to become a benchmark smart‑parking city in Southwest China.
Winning the bid for Guiyang’s smart parking project marks AIPARK’s first foothold in the Southwest region. Facing the formidable challenge of deploying smart parking solutions in a provincial‑capital‑scale city, AIPARK has already proven its expertise: leveraging its mature experience in on‑street parking management, it has successively established model projects in Beijing, Shanghai, Guangzhou, Shenzhen, Tianjin, Fuzhou, Chengdu, Lanzhou, Xining, Shijiazhuang, Handan, Zhangjiakou, Bozhou, Tangshan, and other cities—demonstrating how AI technology can effectively address urban parking challenges. By integrating its globally pioneering high‑position video‑based “AIPARK Sky Eye” system with big data and cloud computing, AIPARK enables 24/7 real‑time monitoring, electronic timed billing, and unmanned operations, thereby eliminating issues such as under‑reporting and arbitrary fee collection in on‑street parking. Unlike traditional technologies like parking meters and geomagnetic sensors, the AIPARK Sky Eye system achieves vehicle‑recognition accuracy exceeding 99%, effectively preventing billing errors caused by imprecise identification and addressing violations such as reverse parking, cross‑space parking, and parking over lane markings. This results in more refined, data‑driven management, empowering city administrators to gain a comprehensive understanding of Guiyang’s parking landscape, optimize parking resource utilization, and alleviate traffic congestion.
Meanwhile, by enhancing and empowering high‑position video equipment, “AIPARK Tianyan” can detect and capture parking space occupancy and vehicle‑parking maneuvers. Leveraging big data and AI technologies, it performs secondary analysis on captured images and videos, generating records of illegal parking and promptly and accurately transmitting this information to the relevant administrative systems. This supports traffic authorities in enforcing penalties for illegally parked vehicles in accordance with road traffic safety regulations, thereby achieving integrated management of both parking and illegal‑parking violations.
German human geographer F. Ratzel once observed that “transport is the driving force behind urban formation.” The development of a smart city blueprint hinges on the deployment of intelligent transportation infrastructure and the establishment of well‑managed static traffic conditions. To support Guiyang’s transformation and upgrading in the realm of smart parking, AIPARK will leverage its cutting‑edge technology and robust service capabilities to build next‑generation infrastructure and citizen‑centric solutions, delivering a unified, diversified, and visually transparent management experience. This will enhance the city’s ability to regulate static traffic, enable dynamic management through static measures, and further improve the efficiency and sophistication of smart parking governance—making urban life even better!
