Parking Regulations | Luohu Issues Detailed Rules for Multi‑Storey Parking to Alleviate Parking Shortages, Offering Subsidies of Up to RMB 50,000 per Parking Space

In recent years, Luohu District has placed a strong emphasis on addressing public concerns related to parking. To accelerate the development of parking infrastructure within its jurisdiction and alleviate parking shortages, and under the guidance of relevant municipal policies, the district established a district-level joint conference system for the management of mechanical automated parking facilities in January 2020, and set up the Luohu District Parking Office, which is responsible for leading the formulation of policies and standards for parking facilities, among other tasks.
Luohu has issued two detailed regulations related to parking facilities.
According to statistics, Luohu District has a total of 146,600 parking spaces and 333,400 registered passenger cars, making it the administrative district in Shenzhen with the largest parking shortage and one of the most representative examples of the “parking difficulty” problem in the city’s older urban areas.
To address policy bottlenecks in the development of mechanical automated parking facilities and to encourage private-sector investment in their construction, the Luohu Administration of the Shenzhen Municipal Transportation Bureau—where the District Parking Office is located—has drafted the “Implementation Rules for the Management of Mechanical Automated Parking Facilities in Luohu District (Trial)” and the “Implementation Rules for Investment Subsidies for Mechanically Automated Parking Facilities Constructed by Private Capital in Luohu District (Trial).” These documents were subsequently circulated for feedback from relevant departments and the general public. Following a legality review conducted by the Luohu District Justice Bureau and approval at a standing meeting of the district government, they have now been officially promulgated. Together, these two sets of rules provide the legal and policy framework governing the planning, construction, operation, and management of mechanical automated parking facilities in Luohu District, as well as the participation of private capital in such projects.
The “Detailed Rules for the Administration of Facility Management” clearly defines the responsibilities of the competent authorities and relevant departments, the required application documents and processing procedures, operational management, and supervisory oversight pertaining to the administration of mechanical automated parking facilities.
Meanwhile, to facilitate procedures for government departments and the public, relevant application workflows and templates have been developed. The detailed rules further refine and streamline the approval and operational processes for mechanical automated parking facilities, thereby providing robust policy support for the development of such facilities in Luohu District.
A maximum subsidy of RMB 50,000 per parking space to boost the enthusiasm of social capital.
Under the Detailed Rules for Implementing Investment Subsidies, parking facilities that meet the eligibility criteria following review may apply for incentives based on the number of parking spaces. Specifically, mechanical multi‑storey parking systems are eligible for subsidies up to RMB 30,000 per space, while conventional multi‑storey parking structures are eligible for subsidies up to RMB 50,000 per space. The total subsidy for a single project shall not exceed RMB 10 million (inclusive) and shall not exceed 40% (inclusive) of the equipment procurement cost.
What types of public parking facilities are eligible for subsidies? According to the “Detailed Rules for the Implementation of Investment Subsidies,” in Luohu District, newly constructed or renovated multi‑storey parking facilities that are fully funded, independently built and operated by private capital, open to the public, and have a service life of at least three years may qualify for subsidies. Eligible parking facilities receive subsidies based on their type and the number of parking spaces. The issuance of these rules clarifies the subsidy standards and application procedures for various mechanical parking systems in Luohu District, playing a crucial role in attracting private investment in the development of multi‑storey parking infrastructure, promoting the industrialization of the parking sector, and accelerating efforts to alleviate the longstanding parking shortage in older urban areas.
