Parking Updates | The Lu’an City Parking Management Measures Take Effect on June 5

On June 5, 2020, the General Office of the People’s Government of Lu’an City issued the Interim Measures for the Management of Parking Lots in the Urban Area of Lu’an City, which shall take effect from the date of promulgation.
The Measures stipulate that the Municipal People’s Government shall provide unified leadership over the construction and management of parking facilities within the urban area, establish an Urban Parking Management Office under the Municipal Urban Management Bureau, and assign to it specific responsibilities for the overall coordination of parking facility planning, construction, and management. The municipal urban management department serves as the competent authority for urban parking management, tasked with organizing the formulation of parking‑facility plans and annual construction schedules, overseeing the development and supervision of public parking facilities in the urban area, and managing the designation and oversight of temporary parking spaces on sidewalks, in parks, and on plazas.

The Measures stipulate that the municipal urban management department, in coordination with the municipal public security organ’s traffic management, housing and urban–rural development, and data resource management departments, shall establish an intelligent parking management system for urban areas. Through the WanShiTong app, websites, and parking guidance signage, the system will provide the public with information on parking lot locations and the number of available parking spaces. Parking facilities open to the public shall accurately transmit relevant parking data to the regional parking guidance subsystem.
Where a parking facility provides parking services to the public and charges fees, the operator shall, in accordance with the law, obtain a business license, complete tax registration, and comply with fee‑collection procedures. Furthermore, within fifteen days from the date of obtaining the business license, the operator shall submit to the municipal urban management authority documentation including the types and number of parking spaces, as well as a site plan and location map of the parking facility. The parking facility operator shall be responsible for the authenticity and completeness of the materials submitted.
For those who fail to pay parking fees as required, the parking facility operator shall pursue collection in accordance with the law; for those who refuse to pay parking fees and thereby disrupt public order or public administration, the public security organs shall handle the matter in accordance with the law.
