Shanghai: 890,000 parking spaces to be connected by the end of August. “Municipal Public Parking Information Platform”
The Shanghai Municipal Transportation Commission will officially complete and put into operation the “Municipal Public Parking Information Platform” within the year, and integrate it into the municipal urban operations system. This… The platform boasts three key features: broader coverage of parking spaces, more user-friendly services, and more precise, intelligent service delivery.
Currently, the plan is to complete, by the end of August, the data integration for approximately 3,000 public parking lots (garages) and 1,200 on-street paid parking areas in the city, totaling roughly 890,000 parking spaces.
The new platform will offer a range of services, including parking navigation, park-and-ride, hub‑parking, off‑peak sharing, on‑street parking payment, parking reservation, and service reviews. Functional testing is currently underway, with a public launch planned for July. In the future, the platform will also be integrated into the “Suishenban” app and the “Shanghai Transportation” app.
By the end of September, we plan to launch public parking information and management services—featuring berth reservation, in‑lot navigation, reverse car‑finding, and seamless payment—through the Alipay and WeChat platforms. In addition, we will advance the construction of a number of smart parking facilities at select major transportation hubs, hospitals, and key commercial districts, aiming to transform the entire travel‑and‑parking experience from the current “car-to‑parking‑facility” model to a future “car‑to‑parking‑space” paradigm.
This year, the transportation authorities will also introduce new mechanisms and approaches. In addition to leveraging big data analytics, they will conduct systematic studies into the root causes of congestion in areas where traffic bottlenecks are particularly concentrated. By starting with specific problem points while maintaining a broader strategic vision, they will extend their analysis from individual hotspots to wider geographic regions and deeper systemic levels, thereby formulating targeted measures to alleviate congestion across entire districts and achieving more refined, holistic traffic‑management solutions.

Lanzhou: The city’s first contactless payment parking lot has gone live.
On June 10, the first pilot project for an ETC‑enabled contactless payment parking lot, constructed by Lanzhou Jiaofa Jian Group Co., Ltd., passed inspection and acceptance by the Gansu Highway Administration’s ETC Center and the Lanzhou Motor Vehicle Parking Lot Construction Service Center.
According to reports, the pilot project is located at the Datang Palace parking lot in Qilihe District. Once operational, drivers equipped with ETC will no longer need to pay in cash or scan a QR code upon exiting; the system will automatically read the vehicle’s ETC tag and deduct the parking fee. This seamless “passive payment” process significantly reduces vehicle throughput time, enabling truly “instant entry and exit.”
According to a responsible official from Jiaofa Jian Group, ETC contactless payment technology primarily relies on image recognition and advanced identification algorithms in smart devices, enabling seamless data interconnection with intelligent parking systems and the ETC platform to process toll deductions.
Jinan: Multi‑storey Parking Garages Help Solve the “Parking Shortage” in Older Residential Areas
As the number of passenger cars in China continues to grow, issues such as parking shortages have become increasingly pronounced, emerging as pressing social concerns, public priorities, and key livelihood issues. In Lixia District, Jinan, Shandong Province, authorities are exploring the construction of multi‑storey parking garages to address this challenge.
The multi‑storey parking garage at Guohua Jingdian Community in Lixia District, scheduled to break ground on June 17, is a two‑level PSH lift-and‑slide automated parking system. Covering an area of 1,184.9 square meters, it comprises six independent systems and provides 120 mechanical parking spaces, with commissioning expected within two to three months after construction begins.
According to the “Three-Year Construction Plan for Public Parking Lots in Jinan City” released in 2018, newly planned public parking facilities will prioritize smart parking and multi‑level parking, leveraging innovative land‑use technologies to maximize both above‑ground and underground space. The plan also promotes the multifunctional and mixed‑use development of urban land, with fully automated, mechanical, multi‑level parking systems serving as the primary direction for advancing parking infrastructure.
As a cornerstone of static traffic management, parking facilities are vital urban infrastructure and a key measure for deepening supply-side structural reform and enhancing urban quality. The introduction of multi‑level parking garages will significantly accelerate efforts to address the persistent challenge of parking shortages.

Xiamen: Residents in Siming District can use “Credit-Based Parking” for on-street parking.
Recently, reporters learned from Xiamen Information Group Big Data Operations Co., Ltd. that, following the launch of the “Credit Parking” service in Haicang District, residents with a Bailu Score of 530 or above can now use this service at all on‑street parking spaces in Siming District, eliminating the need to wait for parking attendants when temporarily parking along the roadside.
Without needing to take out your phone or wallet, you can park first and pay later—saving time that would otherwise be spent waiting for a toll collector while also minimizing close contact between people during the pandemic. According to reports, more than 30,000 vehicles in Xiamen have already linked their accounts to the Egret Score system, and credit‑based parking has been used over 300,000 times across the city.
Currently, roadside parking in Siming District is subject to three tiers of fee rates, with different rates applied depending on the specific road segment. However, regardless of the location, residents who use the “Credit Parking” service—identified by their Egret Points—can pay their fees collectively upon departure.
Shaanxi: Prioritizing the Resolution of Obstructions Blocking Fire Truck Access Routes
Recently, according to the Shaanxi Provincial Safety Committee Office, the province has launched a three-year special campaign to thoroughly prevent and mitigate major fire safety risks. In terms of optimizing parking resource management, a series of related measures will be implemented annually.
In 2020, local governments will coordinate relevant industry departments to focus on areas such as residential communities, hospitals, schools, major commercial districts, and the vicinity of popular tourist attractions, establishing and refining policy mechanisms for flexible parking, staggered opening hours, tidal parking, and shared parking. By implementing pilot projects and gradually scaling up these measures, they aim to address the issue of fire‑truck access routes being blocked due to localized parking congestion.
In 2021, public parking facilities such as on-street parking lots around older residential communities will be subject to reasonable threshold and restriction requirements set by the public security traffic management and urban management authorities, with the aim of meeting residents’ parking needs and effectively addressing the issue of blocked or occupied fire‑truck access routes within these communities. For older residential areas without property management, local governments shall designate responsible departments, actively engage professional parking management companies, and make rational use of available space to plan and construct parking spaces.
In 2022, all residential parking will be brought under standardized management.
Haimen: Over 5,000 parking spaces have been marked in the urban area.
Since the launch of the national civilized city initiative, the traffic police department of Haimen Public Security in Jiangsu Province has consistently adhered to the principles of “public awareness and mobilization, scientific standardization, strict law enforcement, and sustained effectiveness,” continuously strengthening the management of parking order.
As of June 10, more than 30,000 pieces of promotional materials have been distributed, over 200 on-site visits have been conducted to engage with schools, construction sites, enterprises, and retail outlets, more than 5,000 parking spaces have been marked, 9,911 vehicles have been issued citations for illegal parking, surveillance cameras have captured 12,138 instances of illegal parking along “strictly managed roads,” and over 300 illegally parked vehicles and “zombie cars” have been towed away.
Thanks to a series of coordinated enforcement measures against illegal parking implemented by the traffic police, parking秩序 in the main urban area has improved markedly, drivers’ awareness of civilized parking has increased significantly, and parking facilities are steadily being upgraded.
