“If you arrive late, there are no parking spaces; parking on the street, meanwhile, violates relevant regulations.” Residents and workers in the Cuiyuan Second District and around Jindu City’s Xinyu area have long struggled with severe parking shortages. However, this challenge is set to ease this year. The resettlement housing project for rural-to-urban residents on Plot FG04‑R21/C2‑02 in the Xixi Business City area of the Cuiyuan Unit—commonly known as the Baoting Rural‑Urban Public Parking Lot—has resumed construction. This underground public parking facility is located within the Cuiyuan Unit of Xihu District, bounded by Jiaogong Road to the east, Planned No. 1 Road to the south, Planned No. 2 Road to the west, and the Yuhangtang River greenbelt to the north. Upon completion, it will provide 206 public parking spaces.
Recently, a reporter learned from the Parking Office of the Xihu District Housing and Urban–Rural Development Bureau that this year, Xihu District plans to complete five public parking facilities—namely, the Longhu Xixi Tianjie parking lot, the Experimental School on Dayu Road in Sandun Town, the Baoting rural residential housing complex, the commercial (group headquarters) building on Plot No. 11 of Hangzheng Storage Release (2016), and an 18-class primary school on Plot XH0607-05 in Jiangcun Unit, Xihu District—adding a total of 1,093 public parking spaces. In addition, 12 underground public parking garages are currently under construction and are scheduled for phased completion between 2021 and 2023.
During the construction of parking facilities, a key priority is the vigorous development of underground space. The District Parking Administration has carefully considered both ongoing project implementation and future needs; for instance, at the early stage of the Dàyǔ Road Experimental School project in Sandun Town, in accordance with relevant regulations, the school was required to provide at least one underground level beneath its playground as a public parking garage, thereby addressing parking demands for the completed school and surrounding residents. According to available information, the Dàyǔ Road Experimental School is located northeast of Houren Road and Guangye Street, in an area surrounded by numerous residential communities as well as commercial complexes such as the 303 Life Plaza and the Sandun Xintiandi Shopping Center. At the same time, public parking spaces are relatively scarce, leading to acute parking shortages. Upon completion, the project will offer 198 public parking spaces, significantly easing the parking pressure in the vicinity.
Another solution to the “parking shortage” is “smart parking.” To this end, Xihu District has built the Fengjiahe Underground Intelligent Public Parking Garage. The facility offers a total of 54 parking spaces: five on‑ground waiting spots and 50 underground mechanical spaces, including five slow‑charge and four fast‑charge stations. Drivers simply plug the charger into the designated port on the vehicle‑carrying platform, and the coupling system automatically initiates charging. Meanwhile, the six‑level underground automated garage reduces the required site footprint by 20% compared with conventional multi‑storey parking structures. In addition, it enables intelligent vehicle storage and retrieval: drivers can use the control panel—by inserting a parking card or entering commands—to perform one‑touch parking and retrieval.
