Parking Updates | Guangzhou’s Huadu District Unveils Its Parking Plan, with Long-Term Vision to Add Tens of Thousands of Parking Spaces! Parking Technology Network · 3 days ago


According to the Huadu District Government of Guangzhou, at the beginning of this year, in accordance with the relevant provisions of the Guangzhou Parking Regulations, Huadu prepared the “Huadu District Special Parking Plan” (draft for public comment).

 

The draft for public comment states that, in the long term, Huadu District will optimize on-site parking provisions and plan to establish 163 public parking facilities with a total of 42,868 parking spaces, along with 13,271 on-street parking spaces and 12,744 parking spaces in residential streets and alleys, thereby alleviating the district’s parking shortage.

 

Establish parking zoning management zones.

The scope of this special parking plan covers the administrative boundaries of Huadu District, with 2019 as the base year, 2025 as the near-term planning horizon, and 2035 as the long-term planning horizon.

 

As of 2018, the number of motor vehicles in Huadu District had reached 194,000. Moreover, since Huadu District is not subject to the “four‑day‑on, four‑day‑off” parking management policy, the large influx of vehicles with out-of‑district license plates has further exacerbated parking pressures in the district. In particular, the central urban areas of Xinhua, Xinya, Huacheng, and Xiuquan streets face especially acute parking shortages.

 

This special parking plan is primarily divided into four major components: on‑site parking, public parking, on‑street parking, and alleyway parking. The draft for public comment proposes that, based on the actual conditions of Huadu District, the district be further refined to establish three parking zoning management areas—A, B1, and B2.

 

Specifically, Area A in Huadu District encompasses the area east of the Beijing–Guangzhou Railway, south of Yingbin Avenue, west of Tiangui Road, and north of Xinjie River; Area B1 comprises all four subdistricts in Huadu’s central urban area excluding Area A; and Area B2 includes the six peripheral towns and subdistricts outside Huadu District’s central urban area.

 

 

A total of 163 public parking lots have been established, providing over 40,000 parking spaces.

According to the Draft for Public Comment, Huadu District plans to establish 163 public parking facilities in the long term, with a total of 42,868 parking spaces, categorized into three types: general public parking lots, P+R parking lots, and scenic‑area parking lots.

 

According to available information, general public parking facilities are primarily located in commercial and office districts where parking demand is high; Park-and-Ride lots are mainly situated near suburban rail stations and passenger transport hubs, catering to commuters who use parking as a transfer option; and scenic‑area parking lots are typically sited at popular tourist destinations with heavy visitor traffic, meeting the parking needs of residents driving to enjoy leisure activities.

 

Among these, there are 142 general public parking facilities with a total of 36,207 parking spaces. Specifically, 25 existing parking facilities have been retained, offering 2,566 spaces; one existing facility has undergone renovation, providing 200 spaces; and 116 new facilities are planned, with a combined capacity of 33,441 spaces. These facilities are primarily intended to meet the parking needs of central urban areas such as Xinhua, Xinya, Huacheng, Xiuquan, and Shiling, as well as the centers of peripheral towns.

 

There are 15 P+R parking facilities with a total of 5,411 parking spaces, including one existing facility undergoing renovation that offers 74 spaces, and 14 newly planned facilities providing 5,337 spaces. These facilities meet the needs of urban residents for park-and-ride access to metro, urban rail, and other rail-based public transportation options.

 

The scenic area has six parking lots with a total of 1,250 parking spaces, including three existing facilities that have been renovated, offering 550 spaces, and three newly planned facilities providing an additional 700 spaces. This capacity is designed to meet the parking needs of the large numbers of visitors who drive to attractions such as Furongzhang, Wangzi Mountain, and Pangguwang during holidays.

 

Meanwhile, in accordance with the long-term on-street parking plan for this project, Huadu District has planned a total of 13,271 on-street parking spaces, with a combined length of 82,199 meters of parking‑related roadways.
