Since the new “Rules on Licensing of Special Equipment Manufacturing and Filling Units” came into effect in June 2019, Haixuan has actively collaborated with various enterprises, undertaking extensive efforts to assist them in obtaining new licenses.
We studied the new regulations, organized the requirements and conditions, and rewrote the materials needed for the review. Our engineers worked overtime to help the company pass the assessment more quickly and efficiently, securing the necessary license.
Under the new regulations, we’ve noticed that the format of special‑equipment permits has also been updated. So what does the new permit look like? Let’s take a look and find out!
Today, let’s take a look. New Version of Mechanical Parking Equipment Installation License
The following are mechanical parking equipment installation permits issued by the Jiangsu Provincial Bureau.

Difference: 1 The new version of the license is uniformly referred to as the “Special Equipment Manufacturing License of the People’s Republic of China.”
2. The licensed scope is uniformly designated as “Installation of Lifting Machinery (including Repair).”
3. Mechanical parking equipment falls under the category of lifting machinery; therefore, this is specified in the licensing sub‑item.
H1 Basic Requirements
H1.1 Personnel
(1) The manufacturing unit shall appoint a technical director who shall assume overall responsibility for the technical aspects of the unit’s activities related to the design, manufacture, modification, installation, and repair of lifting machinery.
(2) The manufacturing unit shall appoint one quality assurance engineer from among its management personnel and, in accordance with its licensed scope of activities, designate and assign responsible personnel for the quality control systems of the following processes: design (including installation‑scheme design, the same below), process engineering, materials and components, welding, machining, fabrication of metal structures, fabrication of electrical control systems, nondestructive testing, product inspection, and installation and commissioning.
(3) The installation unit shall appoint one quality assurance engineer from among its management personnel and, in accordance with the scope of its licensed activities, designate and assign responsible personnel for the quality control system covering processes such as installation design, lifting, welding, commissioning, and inspection.
H1.2 Testing Instruments
H1.2.1 Manufacturing Unit
The manufacturing unit shall be equipped with the following testing instruments:
(1) Theodolite;
(2) Level;
(3) Noise detection instrument;
(4) Ultrasonic testing equipment or X-ray inspection equipment (not required for outsourced services);
(5) Insulation resistance testing instrument;
(6) Ground resistance tester;
(7) Multimeter;
(8) Hardness tester;
(9) Laser rangefinder;
(10) Steel tape measure (calibrated with correction values), 50 m (excluding mechanical parking equipment);
(11) Ultrasonic thickness gauges (excluding mechanical parking equipment).
H1.2.2 Installation Unit
The installation unit shall be equipped with the following testing instruments:
(1) Theodolite;
(2) Level;
(3) Noise detection instrument;
(4) Insulation resistance testing instrument;
(5) Ground resistance testing instrument;
(6) Multimeter;
(7) Laser rangefinder;
(8) Steel tape measure (including correction values), 50 m (excluding mechanical parking equipment);
(9) Ultrasonic thickness gauges (excluding mechanical parking equipment).
H1.3 Conditional Sharing
Engaged in the manufacturing of primary load-bearing structural components of lifting machinery. (Note H-1) For each manufacturing site, the premises as well as the production equipment, process tooling, testing instruments, and experimental apparatus used in routine production shall each individually meet the requirements of the corresponding resource criteria.
Note H-1: The primary load-bearing structural components of lifting machinery specifically refer to the main beam, main support legs, main and auxiliary booms, and standard sections; the same applies hereinafter.
H1.4 Outsourcing of Work
The manufacturing unit shall possess the capability to independently complete the fabrication of major load-bearing structural components. Outsourcing is permitted for activities such as steel pretreatment, coating, machining, physicochemical testing, and nondestructive testing.
H1.5 Trial Manufacturing
Application for the Manufacture of Lifting Machinery Units holding a license for installation, repair, and modification shall, for each sub‑item of the license applied for, manufacture one prototype for each item to verify the operation of the quality assurance system.
Apply for a permit subproject For Class A equipment, the parameters of the prototype under test shall exceed the upper limits specified for the corresponding Class B equipment category. The prototype may be a finished product or a semi-finished product; if it is a semi-finished product, that sample… machine The principal load-bearing structural components shall be fully fabricated and pass self-inspection. Prior to obtaining the manufacturing license, prototype units shall not be released from the factory.
H1.6 Trial Installation
Application for the Installation of Lifting Machinery Units holding a license (including for repair) shall, for each licensed sub‑item applied for, install one prototype in trial operation to verify the functioning of their quality assurance system.
Apply for a permit subproject For Class A equipment, the parameters of the trial‑installed prototype shall exceed the upper limits specified for the corresponding Class B equipment category. The prototype must pass a self‑inspection conducted by the installation unit.
H1.7 Technical Documentation
The manufacturing unit shall possess design documents, process documentation, and inspection procedures that correspond to the prototype under trial manufacture, all of which must be complete and sufficient to meet the requirements of the relevant safety technical specifications and associated product standards.
The installation unit shall possess an installation plan. (Or the work instruction) and the inspection documents upon completion of installation.
H1.7.1 Design Documents
The design documents shall include a drawing index and design drawings. (Including general arrangement drawings, assembly drawings, part drawings, electrical schematic diagrams, hydraulic schematic diagrams, etc.), design calculation reports, installation, operation, maintenance, and servicing instructions, detailed lists (for purchased parts, standard components, and outsourced components), and the list of accompanying documents upon product shipment, among others.
H1.7.2 Process Documentation
Process documentation shall include a process document index, welding procedure specifications, welding procedure instructions, welding procedure qualification reports, and assembly processes. (including electrical assembly processes), coating processes, installation plans (or work instructions), and so on.
H1.7.3 Inspection Procedure
Inspection procedures shall include incoming inspection procedures, in-process inspection procedures, and outgoing inspection procedures, among others. The specific content of these procedures shall encompass the inspection basis, inspection and test items, inspection and test methods, technical parameter requirements, requirements for inspection and test instruments and equipment, and sampling requirements. (When necessary), judgment rules, etc.
H1.8 Installation Plan
The manufacturing and installation entities shall possess the capability to independently prepare installation plans. Such plans shall, at a minimum, include the following:
(1) Project Overview;
(2) Organizational structure and responsibilities and authorities;
(3) The content and requirements for control of on-site installation at control stages and control points (including review points, witness points, and hold points), the practical operational requirements during the process, and the provisions governing the signatures and confirmations of personnel responsible for the quality control system and other relevant parties;
(4) Installation procedures and requirements;
(5) Lifting plan;
(6) Test (including commissioning) plan;
(7) Hazard identification, risk assessment, and control measures.
The installation plan shall be approved by the technical manager or an authorized person in accordance with the provisions of the quality assurance system documentation.
H1.9 Performance for License Renewal
(1) An entity that has obtained a license for the manufacture of lifting machinery (including installation, repair, and modification) shall, during its license validity period, manufacture and deliver at least one unit of each product category covered by the corresponding sub‑item of the license. If no such performance record exists, the entity shall, prior to the certification review, conduct trial manufacturing in accordance with the requirements set forth in Clause H1.5 of this Annex when applying for license renewal. For applications under Clause 3.6.3.2 of these Rules—“self‑declaration for license renewal”—the entity shall, during its license validity period, manufacture and deliver at least four units of each product category covered by the corresponding sub‑item of the license.
(2) An entity that has obtained a license for the installation (including repair) of lifting machinery shall, during its license validity period, install and put into service at least one unit of each corresponding licensed sub‑item. If such performance records are lacking, the entity shall, prior to the appraisal and review required under Clause H1.6 of this Annex, conduct a trial installation in accordance with the relevant requirements. For applications seeking license renewal under Clause 3.6.3.2 of these Rules—“self‑declaration and commitment to license renewal”—the entity shall, during its license validity period, install and put into service at least three units of each corresponding licensed sub‑item.
H1.10 Special Provisions for Mobile Cranes
The installation of mobile cranes does not require a permit. The manufacture of mobile cranes (Licensing for installation, modification, and repair) applies solely to manufacturing, modification, and repair activities; licensing for the installation (including repair) of mobile cranes applies solely to repair activities.
Special Conditions for H3 Installation (including Repair)
H3.3 Mechanical parking equipment, tower cranes, elevators, cableway cranes, and mast-type cranes
H3.3.1 Personnel
H3.3.1.1 Technical Manager
Holds an engineer title, graduated with a degree in mechanical or electrical engineering, and has relevant technical work experience related to the licensed scope of activities.
H3.3.1.2 Personnel of the Quality Assurance System
(1) Quality Assurance Engineer, holding an engineering professional title and possessing technical work experience relevant to the licensed project;
(2) The personnel responsible for the installation plan design and the hoisting quality control system shall hold an engineer title, have a degree in a relevant mechanical or electrical engineering field, and possess technical work experience related to the licensed project.
(3) Personnel responsible for the welding, commissioning, and inspection quality control system shall hold the title of Assistant Engineer, have a degree in a relevant mechanical or electrical engineering field, and possess technical work experience related to the licensed scope of activities.
H3.3.1.3 Technical Personnel
The total number of mechanical and electrical professionals holding a title of Assistant Engineer or higher shall be no less than Eight persons, including no fewer than six with the title of engineer, shall possess technical work experience relevant to the licensed project.
H3.3.1.4 Inspection Personnel
The number of quality inspection personnel shall not be less than 4 people.
H3.3.1.5 Operators
No fewer than Six personnel, including no fewer than two supervisors, no fewer than two drivers, no fewer than two welders, and no fewer than two electricians.
H3.3.1.6 Installation Project Manager
Holds an engineering professional title, graduated with a degree in mechanical or electrical engineering, and has experience in the installation of lifting machinery.
H3.3.2 Workplace
(1) The office space shall have a minimum area of 200 m².
(2) The warehouse area shall be no less than 100 m².
H3.3.3 Installation of Equipment
The following installation equipment shall be provided:
(1) At least two gas-shielded welding machines;
(2) At least two electric welding machines;
(3) At least two cutting machines shall be provided;
(4) Hand chain hoist;
(5) Jack;
(6) Torque wrench.
