Jiang Youqing, Executive Vice President and Secretary-General of the Guangdong Provincial Static Traffic Association, stated that, according to statistics from the Ministry of Public Security, China’s total vehicle stock reached 260 million in 2019, an increase of 21.22 million vehicles compared with 2018, representing a growth rate of 8.83%.
However, the development of new parking spaces has been slow, leading to a widening parking shortage; the mismatch between the number of vehicles and available parking spaces is the root cause of the parking crisis.
However, existing parking spaces are underutilized, with an average daily utilization rate of only about 30%, whereas the international benchmark stands at 80%.
To address the challenge of urban parking, the first step is to make better use of existing parking resources; leveraging smart technologies to boost the utilization rate of current parking spaces is an effective approach.

In recent years, standardization efforts have received high priority from the CPC Central Committee and the State Council. The state encourages associations, chambers of commerce, federations, and other social organizations to coordinate with relevant market entities in jointly developing group standards that meet both market demands and the needs of innovation.
Against this backdrop, the Guangdong Provincial Static Traffic Association has spearheaded the development of the first industry‑specific group standard, “Technical Specification for Intelligent Management Systems of Parking Lots (Garages).”
It effectively fills the gap in technical specifications for intelligent parking management systems at the national, industry, and local standards levels.

Today, with the number of vehicles on the road steadily rising nationwide, parking shortages on major thoroughfares and in residential neighborhoods have become a widespread issue, making it imperative to urgently alleviate and resolve urban parking challenges.
Led by the Guangdong Provincial Static Traffic Association, research on intelligent parking management systems has resulted in the release of the “Technical Specification for Intelligent Parking Lot (Garage) Management Systems,” which has made significant contributions to alleviating parking difficulties and ultimately addressing this issue.
Developing standards is a highly significant and forward-looking endeavor. We hope that the release of this standard will help advance and accelerate the development of static transportation in Guangdong Province and across the country, thereby contributing to alleviating urban parking challenges.

At the scene, reporters learned that, regarding whether currently high‑profile concepts such as ETC and blockchain will be incorporated into the construction requirements of this group standard for parking‑lot management systems, Liang Saitan, an expert on the standards‑development team and president of Guangdong CRRC Think Tank Group, stated that, with the acceleration of ETC deployment under national policies, ETC is bound to become a mainstream solution in parking‑lot applications. Moreover, ETC technology has reached a relatively mature stage, and most parking‑lot equipment manufacturers have already integrated or are in the process of integrating ETC‑compatible devices and settlement systems. Consequently, the standard includes clear requirements for ETC‑based passage and payment.
Although the blockchain concept has been gradually adopted across multiple sectors, the industry currently lacks fully successful implementation cases, making it unsuitable for widespread deployment and thus not yet reflected in relevant standards.
We will closely monitor the development of blockchain technology and, once its application in parking‑lot scenarios has matured and been fully refined, we will promptly issue a revised version of the standard.

This standard applies to the design and development of intelligent management systems for newly constructed, renovated, and expanded parking lots (garages) as well as on-street parking spaces, and to the construction and management of smart parking mobile applications, smart parking guidance systems, and city‑level smart parking cloud platforms.
For the first time, a standardized framework has been established for the architectural design and functional segmentation of city‑level smart parking platforms, thereby standardizing smart parking infrastructure development and supporting smart city initiatives.
This standard provides a comprehensive parametric description of software performance, clearly defines software quality, and implements quality screening for hardware devices, thereby ensuring the effective application of this standard.
