As an old urban district, Chongqing’s Yuzhong District suffers from underdeveloped parking infrastructure. In recent years, the district has tailored its approach to local conditions, carefully selecting sites and constructing new parking facilities, thereby significantly enhancing the city’s vehicle‑handling capacity and overall livability.
Expanding capacity and advancing the development of parking spaces in public areas.
Recently, residents visiting the Municipal Children’s Palace noticed a new blue leisure and recreation plaza. Upon inquiring, they learned that it is a rooftop plaza built atop the newly constructed parking garage.
At present, the rooftop plaza of the Municipal Children’s Palace parking garage has been completed, while interior fit-out, fire protection, and electrical distribution systems are each 70% finished. The plaza features bright colors and is surrounded by lush greenery, seamlessly integrating with the existing plaza of the Municipal Children’s Palace and significantly expanding its available activity space. The main structures of the garage’s basement levels B1 and B2 have been completed and are now undergoing final commissioning. Meanwhile, work on basement level B3 is underway, with equipment installation and flooring construction currently in progress.

“The municipal Children’s Palace parking lot is planned to accommodate 192 parking spaces, of which 144 have already been completed,” said a responsible official from the Yuzhong District State-owned Assets Company. “The entire project is expected to be fully completed and put into operation by the end of the year, with access open to the public.”
Constructing a parking lot at the Municipal Children’s Palace is one of the measures undertaken by Yuzhong District to expand parking capacity in public spaces, guided by the goal of alleviating traffic congestion. Since 2017, Yuzhong District has steadily advanced 25 public parking‑lot projects, adding more than 1,800 new parking spaces and playing a positive role in easing parking shortages and road congestion.
Unlocking potential by constructing compact, multi-level parking facilities.
With the completion and commissioning of Phases I and II of the Jiefangbei Underground Ring Road, tapping underground space, optimizing land use, and creating a more three-dimensional parking system have become a key strategy for Yuzhong District in unlocking additional resources for parking‑lot development.
The cotton‑street multi‑level parking facility was developed precisely within this context. “The project’s most notable feature is its integration with the natural topography: by fully leveraging the site’s elevation differences and the surrounding terrain, and coordinating architectural, slope‑stabilization, and environmental design, it employs modern intelligent mechanical systems to efficiently address the needs of vehicular access, pedestrian circulation, and barrier‑free mobility,” said a responsible official from the Yuzhong District Development and Reform Commission. The garage uses mechanical equipment to create five levels of parking space, accommodating 333 designated spots, and represents the largest planned mechanized parking project in Yuzhong District.
At present, the waterproofing work on the steel‑structure roof of the multi‑storey parking facility has been fully completed. The rooftop above the parking garage will be developed into a community sports and cultural park along Cotton Street, and construction was recently launched.
New major parking lot projects are steadily advancing.
In 2019, Yuzhong District launched a total of 12 new or ongoing public parking projects, some of which were integrated with parks and green spaces, school playgrounds, community office facilities, and commercial amenities, while others were developed on the district’s own land or on government‑reserved plots leased for this purpose. To date, progress on all major parking projects in Yuzhong District has been smooth.
The parking garage at the Chongqing Three Gorges Museum has been completed and passed inspection; the main structure of the Eling Park parking garage is finished, with exterior wall construction currently underway; the Dahuang Road parking garage is under construction for civil works, water supply and drainage, and traffic‑related facilities; the Cangbai Road parking garage has completed its leveling foundation and is preparing for steel‑structure fabrication; the Ba Jiangjun Park parking garage has completed the basement levels B4 and B3; the electrical design for the Jiefangbei Underground Shopping Mall parking garage has been finalized; the foundation beams along axes 18 to 24 of the Leijiapo Interchange parking garage have been completed; and excavation of earth and rock for the foundation pit of the Eling Zhengjie parking garage is in progress.
“We will continue to tailor our efforts to local conditions,” said a responsible official from the Yuzhong District Development and Reform Commission. By developing parking facilities, we are contributing to the creation of a Yuzhong Peninsula that is even more livable, business-friendly, and attractive to tourists.
