The hospital has four entrances—east, south, west, and north—with the east gate serving as the entrance to the staff housing area. Patients can enter through the west, south, or north gates. To create a new “barrier-free” traffic and medical‑visit experience, no security checkpoint has been set up at the south gate.

  At the scene, the reporter observed that the hospital has multiple parking spaces. A representative from the hospital’s Public Relations Department told the reporter that, to facilitate patients, the hospital has designated both motorized and non-motorized vehicle parking areas in front of each building for the use of patients’ family members.

“Under normal circumstances, our hospital rarely experiences a shortage of parking spaces,” a spokesperson from the hospital’s public relations department told reporters. “In addition to flexibly allocating on‑street parking, the hospital has also built underground parking garages beneath Buildings 1, 2, 3, and 15 for use by patients’ family members.”

Some have been occupied by hospital vehicles, while others are being used by construction workers. Right now, parking is extremely tight,” said a security guard at the scene.

  A relevant official from the hospital’s logistics department told reporters that the hospital parking lot is currently managed by an outsourced company, with the hospital exercising oversight.

According to the official in charge, the hospital sees a large number of patients every day, resulting in severe parking shortages; spaces typically fill up shortly after 8:00 a.m. each day.

  A responsible official from the hospital’s logistics department told reporters that they have explored numerous solutions to address the parking shortage. To expand the parking capacity, they have designated vacant spaces along the hospital perimeter and areas such as the basketball court as parking zones. In addition, the hospital has coordinated with the traffic police to propose designating idle areas outside the hospital as parking lots; however, for various reasons, this request was not approved.

At the scene, the reporter observed security personnel continuously directing vehicles entering and exiting the parking lot. One security guard told the reporter that parking spaces at the hospital are extremely scarce, and with the hospital located in the city center and its grounds limited in size, the problem of finding parking has become increasingly acute.

  “The hospital parking lot has about 60 spaces, but it’s often full—so much so that residents from the neighboring community even come to park here. Mornings are the busiest time for consultations, and many patients drive in with companions. When there really are no spots left, we’ll allow drivers to park in the parking lot’s aisles, provided they leave their contact information so we can reach them to move their vehicles,” a security guard told the reporter.

By 2030, the plan calls for the development of 405 parking facilities, offering 82,000 parking spaces, with a combined land area of 114 hectares.

  According to reports, Haikou has seen a rapid increase in the number of registered motor vehicles, and the shortage of parking facilities is becoming increasingly pronounced. “Difficulty in finding parking” and “disorderly parking” have become pressing issues for Haikou’s transportation system. This Plan will guide the development of urban parking infrastructure, promote the rational allocation of parking facilities, and help create an orderly parking environment.

  The Plan proposes that by In 2020, 55 public parking facilities were planned in Haikou’s central urban area, including three existing sites retained, one temporarily designated, and 41 newly planned, providing a total of 13,000 parking spaces. Priority was given to special areas such as residential neighborhoods, major integrated transportation hubs, hospitals, schools, and tourist attractions, with plans to develop parking capacity through internal optimization and renovation, while also expanding public parking in adjacent areas where conditions permit. The construction of compact, high‑density parking facilities—such as multi‑storey parking garages, underground parking lots, and automated multi‑level parking structures—was encouraged, along with the provision of electric vehicle charging stations at an appropriate ratio.
