On November 25, the Zhuhai Municipal Housing and Urban–Rural Development Bureau released the public notice for the “Zhuhai Eastern Urban Area Three-Dimensional Parking Facility Construction Plan” (hereinafter referred to as the “Plan”), which indicates that over the next six years, Zhuhai plans to build 47 public three-dimensional parking facilities, providing a total of 8,385 public parking spaces.
According to the Plan, the scope of this planning covers the eastern urban area of Zhuhai, including the Xiangzhou central district, the Nanwan urban area, and the High-tech Zone, with a total area of approximately 318 square kilometers. The planning period spans six years, from 2019 to 2025, with a long-term outlook extending to 2035.
According to the Plan, Zhuhai will, in the future, convert existing surface-level public parking lots into multi‑storey facilities and develop underground parking infrastructure within public amenities such as green spaces, plazas, and bus terminals. The city will also encourage government agencies, enterprises, public institutions, and residential (small) communities to expand and add on‑site parking capacity. Furthermore, urban renewal projects will be required, during implementation, to construct public parking facilities in accordance with the controlling detailed plan or, based on the specific conditions of the surrounding area, to increase the supply of public parking. These measures aim to address the longstanding parking shortage in the built‑up areas of Xiangzhou’s central district, Nanping, Wanzi, Tangjia, Jinding, and other urban zones.
Specifically, this plan includes a total of There are 47 sites in total, providing 8,385 public parking spaces, including 7 mechanical multi‑storey public parking facilities and 40 self‑driving multi‑storey public parking facilities.
With regard to older residential (small) communities, the Plan, based on demand forecasts for parking facilities in each sub‑area, will conduct on-site assessments of those communities with identified needs and select suitable spaces—such as existing parking lots, temporary parking areas, centrally located public green spaces, and underutilized corner plots—to construct or convert into mechanical, multi‑storey parking facilities.
Within the eastern urban area, a total of 80 older residential (small) communities have been identified as having both the need and the conditions to develop multi‑level parking facilities. These include 4 in the High‑Tech Zone, 16 in the Xiangzhou Zone, 13 in the New Xiangzhou Zone, 6 in the Shangchong Zone, 9 in the Qianshan Zone, 16 in the Gongbei Zone, 15 in the Jida Zone, and 1 in the Nanwan Zone.
In addition, the Plan recommends that 22 government agencies and public institutions within the eastern urban area construct multi‑storey parking facilities, including five in the High‑Tech Zone, five in the Xiangzhou District, four in the New Xiangzhou District, two in the Shangchong District, one in the Qianshan District, one in the Gongbei District, two in the Jida District, and two in the Nanwan District.
