Parking Updates | Starting in December, Changping District in Beijing will implement electronic payment for on-street parking.


According to the Urban Management Commission of Beijing’s Changping District, starting December 1, 33 roads in Changping’s urban area and the “Huitian” region will implement on-street electronic parking fee collection. A total of 5,468 on-street high‑pole electronic parking spaces will be divided into two categories: white solid‑line on‑street parking spaces for daytime use and white dashed‑line spaces reserved for nighttime use. Following the reform, residents can download the “Beijing Traffic” app or make payments at designated banks.

As part of Beijing’s third batch of reforms to implement electronic on‑street parking fee collection, Changping District will adopt the principles of parking in designated spaces, paying for parking, and being penalized for illegal parking, thereby standardizing parking fee management and providing favorable conditions for residents’ travel. Specifically, white solid‑line parking spaces are primarily intended for short‑term, on‑demand parking and are available 24 hours a day. During the first hour, the charge is RMB 0.50 per 15 minutes; from the second hour onward, the rate is RMB 0.75 per 15 minutes. At night, the fee is RMB 1.00 per two hours, with rates doubled for large vehicles. White dashed‑line parking spaces, on the other hand, are mainly reserved for overnight parking; vehicles are prohibited during no‑parking periods, and the charge is RMB 1.00 per two hours.

 

 

While maintaining orderly parking, Changping District will also implement comprehensive enforcement of traffic violations in on‑street parking zones and impose penalties on illegally parked vehicles in accordance with road traffic safety laws and regulations. Any vehicle parked in violation of regulations outside designated on‑street parking spaces, or parked without properly occupying a space, will be subject to a fine of 200 yuan for failing to park as required. For violations occurring in areas marked with no‑parking signs or markings, the penalty is a 200‑yuan fine and a deduction of 3 points from the driver’s license, in addition to the violation of the no‑parking sign or marking.

 

 

Implementing electronic on-street parking fees is a requirement for building a model transportation city and an important measure to alleviate urban traffic congestion. The Changping District Urban Management Commission invites citizens to join forces in creating a harmonious new parking environment and establishing a better parking order.
