I. Significance of the Event’s Implementation

In September 2019, the CPC Central Committee and the State Council issued the Outline for Building a Transportation Powerhouse (hereinafter referred to as the “Outline”), charting a new course for the future development of urban parking. The Outline calls for vigorously developing smart transportation and promoting the deep integration of new technologies—such as big data, the Internet, artificial intelligence, blockchain, and supercomputing—with the transportation sector. Establish a comprehensive transportation big data center system and deepen the development of public transportation services and e-government. Scientifically plan and develop urban parking facilities, strengthen static transportation infrastructure such as charging stations, hydrogen refueling stations, and self-drive vehicle and RV campsites, and comprehensively elevate the level of smart technology in urban transportation infrastructure. The Outline also calls for deepening reforms in transport investment and financing, encouraging the adoption of diversified market-based financing mechanisms to broaden funding channels, and actively guiding social capital to participate in the development of a strong transportation nation.

Chongqing serves as a key strategic pivot in the Western Development Initiative, an important nexus linking the Belt and Road Initiative and the Yangtze River Economic Belt, and a premier inland hub for opening-up. It boasts a solid foundation in smart manufacturing, urban parking planning and management, academic research on static traffic, and technology innovation driven by deep integration among industry, academia, research, and application. In recent years, Chongqing has achieved breakthroughs and innovations in the investment, construction, and management of urban public parking facilities and smart parking systems, as well as in the research, development, and manufacturing of smart parking equipment. A variety of technological and managerial models have been implemented across all districts of the city.

In the context of continuously advancing parking‑intelligence technologies, and with the aim of further enhancing the professional expertise of practitioners in the static traffic sector—broadening their horizons, acquiring new knowledge, and developing fresh capabilities—we seek to cultivate a cadre of highly qualified, well‑rounded, technically proficient, and capable professionals in smart‑parking planning, management, and operations. The First Chongqing International Parking Summit Forum and the accompanying Smart Parking Technology Week series of events are hosted by the Static Traffic Professional Committee of the Chongqing Highway Society and Chongqing Jiaotong University, and co-organized by the School of Transportation at Chongqing Jiaotong University and the Chongqing Municipal Parking Management Service Center. The event will center on the development vision outlined in the Outline, examining emerging trends in urban static traffic planning and construction, operations management, intelligent technologies, and informationization, thereby contributing to the building of a smart transportation system and supporting the goal of becoming a global leader in transport.
