On April 10, reporters learned from the National Development and Reform Commission’s website that the “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition)” is currently being circulated for public comment.

The “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition, Draft for Public Comment)” comprises three categories: encouraged, restricted, and eliminated. The encouraged category primarily includes technologies, equipment, products, and industries that significantly promote economic and social development, meet the people’s aspirations for a better life, and drive high-quality growth. In this draft, measures such as upgrading parking facilities; constructing intensive parking infrastructure—including parking garages, underground parking lots, and mechanical multi‑storey parking systems; equipping parking facilities with electric‑vehicle charging stations; developing and applying technologies related to non‑stop toll collection on expressways; and improving the ancillary construction of loading and unloading facilities, parking spaces, and charging piles in urban commercial districts, residential areas, higher education institutions, and large public event venues have all been classified under the encouraged category.

The public consultation period runs from April 8, 2019, to May 7, 2019. Relevant organizations and members of the public may visit the “Public Consultation” section on the homepage of the National Development and Reform Commission’s official website (http://www.ndrc.gov.cn), access the “Public Solicitation of Comments on the ‘Guidance Catalogue for Industrial Structure Adjustment (2019 Edition, Draft for Public Comment)’” page, and submit their comments by completing the feedback form.
