Parking Updates | Zhengzhou’s Jinshui District Issues Its First Parking Fine!


 

The Regulations on the Construction and Management of Parking Facilities in Zhengzhou City (hereinafter referred to as the “Regulations”) came into effect on October 1. The Regulations stipulate that commercial parking facilities must undergo filing and registration. Nevertheless, some parking facilities still fail to comply with this requirement. On October 15, a parking lot in Jinshui District, Zhengzhou, was fined 2,000 yuan for non-compliance—marking the first penalty issued by the Jinshui District Urban Comprehensive Law Enforcement Bureau since the Regulations took effect.

 

After a notice of rectification was issued, no corrective action was taken, and the parking lot was penalized.

 

  An enforcement officer from the directly affiliated squad of the Jinshui District Urban Comprehensive Law Enforcement Bureau stated that on September 30, the authorities issued a “Pre-Enforcement Advisory Notice” to the Guomao 360 underground parking lot, which is owned and operated by Henan Xintian Property Service Co., Ltd. The notice informed the company that it must first file and register its parking facility and provided details on the relevant documentation required, urging the company to promptly proceed to the Jinshui District Parking Management Center to complete the necessary procedures.

 

  On October 1, law enforcement officers issued the company a “Notice of Order to Rectify Illegal Conduct,” once again urging it to promptly complete the required filing and registration. However, as of October 10, the company still had not complied with these procedures. Consequently, on October 12, the authorities served the company with a “Pre‑Notification of Administrative Penalty.” Following this, the parking lot’s management submitted its statement and defense regarding the penalty. Upon verification, the Jinshui District Urban Comprehensive Law Enforcement Bureau granted a partial reduction in the fine in accordance with relevant regulations. In line with Article 20 of the “Zhengzhou Municipal Regulations on the Construction and Management of Parking Lots” and the penalty provisions set forth in Article 43, the bureau ultimately imposed an administrative penalty of RMB 2,000 and ordered the company to comply with the decision and implement immediate rectification in accordance with the law.

 

 

 

  According to reports, on October 12, after multiple enforcement notices proved ineffective, the Guancheng District Urban Management Bureau imposed a fine of 3,000 yuan on an unregistered parking lot near the intersection of Dongda Street and Zijingshan Road. This marks the first penalty issued in Zhengzhou since the implementation of the relevant regulations against operating parking facilities without proper registration.

 

Where do commercial parking facilities need to register, and what documents are required?

 

  So, for the many commercial parking lots in Zhengzhou, where do they need to register? What documents must they submit?

 

  According to the Regulations, operators providing parking services to the public and charging fees shall, within fifteen days from the date of obtaining their business license, file a record with the district-level urban management administrative department where the facility is located. To complete the filing, applicants must submit documents including their business license, the operating address, details on the types and number of parking spaces, as well as a site plan and an orientation map of the parking facility.

 

  If a parking lot operator fails to file the required registration as prescribed, or submits false registration materials, the competent administrative department for urban management shall order it to make corrections within a specified time limit; if the correction is not made by the deadline, a fine of no less than RMB 1,000 and no more than RMB 3,000 shall be imposed.
