Parking Updates | Phase I on-street parking spaces in Jinjiang’s central urban area have launched smart parking fee collection.

Recently, the Jinjiang Parking Lot Construction Leading Group, the Traffic Police Brigade, and other relevant authorities held a briefing to announce and address policies and measures related to parking fees. They also reminded the public that, regardless of whether it is a paid‑parking period, drivers must scan a QR code upon entering a parking space; for stays of five minutes or less, payment must be initiated by scanning the code, and violators will be subject to penalties for illegal parking.
According to reports, Jinjiang City has a vehicle fleet of over 440,000, yet fewer than half of these vehicles have access to parking spaces. To effectively alleviate the parking shortage in the central urban area, boost parking‑space turnover, and meet the demand for short‑term, temporary parking, Jinjiang has launched a fee‑based management system for public parking spaces in the city center (with an open‑access trial period from October 8 to 19). The first phase has designated 1,517 parking spots within a closed zone bounded by six major roads—Quanan Middle Road, Chongde Road, Yingbin Road, Xinhua Street, Tang’an Street, the eastern section of Jiangbin Road, and the entire length of Donghua Street—as well as on the surrounding streets around Wudian Market, including Meiyuan Road, Ximachi Road, Nanshan Road, Gusheng Road, and Huguang Road.
The operation and management are entrusted to Jinjiang Zhixin Public Facilities Service Co., Ltd., a wholly state-owned subsidiary established by the government. With the exception of management costs, all revenue generated from parking fees is remitted in full to the treasury and will be allocated to the construction of parking facilities, as well as to the renovation and maintenance of municipal parking infrastructure.

Paid parking spaces
All parking spaces in Jinjiang City marked with white border lines and bearing a four-digit number on the front, rear, or side, as well as those equipped with ground‑mounted magnetic sensors and QR‑code devices, are paid parking spaces. ● Charging periods and free periods
Open all day; the paid parking period is from 7:30 a.m. to 9:30 p.m., with free access during all other hours. If you park in a paid spot, you must scan your QR code within 5 minutes. During the free period, the system will still track the duration but will not charge. Even during the free period, you must scan your QR code; the backend will register it as free, but the driver is still required to complete the scan.
Fee Standards
According to Document No. 78 (2019) issued by the Jinjiang Development and Reform Commission, on-street parking spaces in the central urban area of Jinjiang are designated as Class I parking zones subject to time-based pricing under a “0+5+2+2” tariff structure: the first half-hour is free; the second half-hour costs RMB 5; thereafter, an additional RMB 2 is charged for each subsequent half-hour (with any period less than half an hour billed as a full half-hour). For a single continuous parking session, the maximum charge is RMB 50 per vehicle within a 24-hour period.
How to make a payment
Once the vehicle enters a parking space, the system starts timing. The driver must, within 5 minutes, scan the service QR code located in front of or to the side of the space (mounted on the ground), or enter the four-digit number displayed on the ground via the “Jinjiang Parking” official WeChat account. 2. Follow the prompts to confirm your parking. 3. When you leave the space, the system will automatically stop billing; simply complete payment by tapping “Pay” in the official WeChat account (currently, only WeChat QR‑code payment is supported).
A fine will be imposed for failing to scan the code within five minutes.
If a vehicle fails to scan the QR code and initiate payment within five minutes of parking, the geomagnetic sensing system will automatically trigger an alarm. Inspection personnel will document the incident on-site, and the parking will be classified as illegal. The violation will be recorded in the backend system, resulting in a fine of 100 yuan, and any associated adverse record will be reported to the credit reporting system.
What should I do if I don’t know how to make the payment?
Those who are unable to pay can forward their parking-space QR code or parking-space number to someone else for代缴费. If, when paying the bill, there happens to be no balance in your WeChat Wallet: 1. Transfer the bill to another person for代缴费; 2. The bill does not need to be paid immediately, but it must be settled before your next parking session; otherwise, you will be unable to access the “Jinjiang Parking” system.
