New Regulation No. 1: Outline for Building a Transportation Powerhouse (2019)

  The outline calls for vigorously developing smart transportation. By 2020, the tasks of building a moderately prosperous society in all respects and the objectives set forth in the 13th Five-Year Plan for the Development of a Modern Integrated Transport System will be completed, laying a solid foundation for building a strong transportation nation. From 2021 to the middle of this century, the development of a strong transportation nation will be advanced in two phases.

 

  Promote the deep integration of new technologies—such as big data, the Internet, artificial intelligence, blockchain, and supercomputing—with the transportation sector. Leverage data resources to drive transport development, accelerate the integrated development of transportation infrastructure networks, transport service networks, energy networks, and information networks, and build a pervasive, state-of-the-art transportation information infrastructure. Establish a comprehensive transportation big-data center system and deepen the development of public transportation services and e‑government applications.

 

New Regulation No. 2: Measures for the Administration of the Installation of Mechanical Multi‑Storey Parking Facilities in Guangzhou (Guangzhou Municipal Transportation Administration Regulation No. 4 [2019])

  The Measures stipulate that mechanical automated parking facilities that, pursuant to Article 24 of the Guangzhou Parking Lot Regulations, are exempt from obtaining a construction project planning permit shall not be required to undergo procedures such as project approval or construction permitting. However, they must, in accordance with applicable regulations, apply to the market supervision and administration authorities for pre‑construction notification and registration of use. Mechanical automated parking facilities that do require a construction project planning permit shall be subject to construction project management and must comply with the relevant approval procedures for engineering construction projects in this municipality. The competent administrative approval authorities shall, taking into account the specific characteristics and needs of such projects, clearly define the list of supporting documents and the detailed content required for the administrative approval matters under their jurisdiction.

 

New Regulation No. 3: “Notice of the Xiamen Municipal Construction Bureau on Further Enhancing the Filing and Service Work for Parking Lot Operations” (XJCCJ [2019] No. 15)

  The notice requires streamlining registration procedures and reducing the number of supporting documents. It calls for a review of filing requirements, optimization of registration content, and the implementation of an “Internet Plus” management approach, under which parking facility operators independently submit their registrations through an online system, aiming to provide clear and effective guidance to ensure accurate completion of relevant filing information. For any documents that can be verified internally, validated online, obtained through inter‑agency information sharing, or otherwise covered or replaced by other materials, applicants shall no longer be required to submit them. Where a notification‑and‑commitment system is adopted, oversight during and after the event must be strengthened.

 

  The notice also calls for strengthening information disclosure and promoting credit-based declarations. It mandates the development of a filing service guide that, prior to or during the filing process, provides applicants with a one-time, comprehensive briefing on the relevant requirements and key considerations. Furthermore, in reviewing the submitted materials, a social credit management approach will be implemented, with applicants assuming responsibility for and committing to the authenticity of the documents they submit and the information they provide.

 

New Regulation No. 4: Regulations of Zhengzhou Municipality on the Construction and Management of Parking Facilities (2019)

  The Regulations strengthen parking‑lot development in multiple ways. Once approved, the special plan for parking facilities may not be altered without authorization; if changes are indeed necessary, they must be submitted to the original approving authority for approval, and such changes shall not reduce the number of parking spaces. When preparing territorial spatial plans, land for public parking facilities shall be reserved; a specified portion of government‑reserved land must be designated for public parking construction; and, subject to compliance with the territorial spatial plan, collectively owned construction land may, in accordance with the law, be used to build public parking facilities. Furthermore, temporary parking lots may be established on idle sites—such as undeveloped land, vacant industrial areas, and marginal open spaces—as well as within the setback zones of buildings.

 

New Regulation No. 5: Technical Standard for the Construction of Electric Vehicle Charging Facilities in Hainan Province (DBJ 46-041-2019)

  The standard requires that the planning, design, construction, and acceptance of electric vehicle charging facilities be coordinated with the parking lot (garage) development plan and the distribution network construction plan; furthermore, the number of EV charging stations provided as part of a building’s infrastructure shall, in line with the growth of the EV fleet, be progressively installed on a per‑parking‑space basis.

 

  The revised Technical Standard comprises 10 chapters, covering site planning and selection, the layout and signage of charging equipment, power supply and distribution systems, fire protection, and more. The Standard introduces the concept of a parking unit; compared with a fire compartment, it incorporates non‑parking spaces. For most existing buildings undergoing renovation, this approach requires only the addition of select fire‑resistant partitions, eliminating the need to install fire shutters or fire‑water curtain barriers along vehicle accessways. This enhances practicality while effectively containing fires within the parking unit.

 

New Regulation No. 6: “Administrative Measures for the Management of Construction Subsidy Funds for Public Parking Lots in Hefei Urban Areas” (HJ [2019] No. 218), issued on September 17, 2019.

  The measures stipulate that public parking facilities completed and put into operation after December 29 of last year, which comply with planning requirements, have all necessary construction permits, and achieve a rating of “qualified” or higher in Hefei’s public parking facility construction assessment, may apply for incentive subsidies in accordance with the relevant regulations. For parking facilities developed with private capital, ground-level parking receives a subsidy of RMB 1,000 per surface parking space, while above-ground automated parking garages receive RMB 20,000 per facility; underground parking receives a subsidy of RMB 30,000 per parking space. Entities responsible for the construction (or ownership) of public parking facilities seeking these subsidies must specify the number of publicly accessible parking spaces and the duration of public access (which shall be no less than five years).

 

New Regulation No. 7: “Notice of Hebei Province on Launching a Special Rectification Campaign for the Illegal Parking of Motor Vehicles on Public Roads” (Ji Jian Cheng Guan [2019] No. 9)

  The plan proposes strengthening convenient parking services. All cities and counties are required to establish a database of on‑street parking space information and, as appropriate, integrate it with traffic‑related big data platforms such as Amap and Baidu Maps. Parking management in key areas will be enhanced, with efforts made to unlock the potential of existing parking resources and address parking challenges to the greatest extent possible. Furthermore, the sharing and open access of parking facilities among organizations, residential communities, and individuals during off‑peak hours will be encouraged, thereby effectively increasing the supply of urban parking capacity.

 

New Regulation No. 8: “Implementation Plan of Luoyang City for Further Accelerating the Promotion and Application of New Energy Vehicles” (Luoyang Municipal Government Office Document No. 46 [2019])

  Improving the policy framework for promoting and applying new energy vehicles. This comprises eight measures that support the expansion of the NEV market by optimizing supply, backing the development of charging and battery‑swapping infrastructure through financial incentives and land‑use guarantees, and enhancing the operating environment—such as granting priority access, offering operational subsidies, and providing preferential rates for parking, charging, and battery‑swapping—thereby accelerating the adoption and deployment of NEVs.
