Parking Updates | This year, 16 new public parking lots have been added in downtown Luoyang.


 “Wherever congestion is most severe and demand is greatest, that is where public parking facilities will be built.” Since the beginning of this year, the Luoyang Municipal Party Committee and Municipal Government have paid close attention to the challenge of parking shortages, incorporating the development of public parking lots into the city’s key work plan for improving people’s livelihoods. They have explicitly committed to constructing 52 parking facilities in areas of the greatest congestion and highest need, adding 15,500 new parking spaces, thereby effectively maintaining orderly parking in urban areas, standardizing parking services, and enhancing the city’s overall image.

  

 

  According to the Municipal Urban Management Bureau, as of now, 16 new public parking lots have been completed and put into operation in Luoyang’s central urban area, adding 2,909 parking spaces. By the end of September, the city is expected to open an additional 11 public parking lots, providing 2,530 new parking spaces.

 

More abundant in quantity

  “This year’s newly built public parking facilities are concentrated primarily in the city’s core areas, with site selection proving to be the most challenging task,” said a responsible official from the Luoyang Municipal Urban Management Bureau. In advancing this initiative, the city has adopted an integrated approach, incorporating smart multi‑level parking structures, surface parking lots, and underground garages. By making full use of both above‑ground and underground spaces—such as park squares, aging industrial buildings, and under overpasses—the city is maximizing existing resources, tapping into untapped potential, and steadily expanding its public parking capacity.

 

  As of now, 16 parking facilities have been completed in the central urban area this year, providing a total of 2,909 parking spaces. These include: the ground-level parking lot on Hankou Road; the under-bridge parking lot on the north side of Mudan Bridge; the ground-level parking lot on the east side of the north end of Wangcheng Bridge; the ground-level parking lot on the east side of Wangcheng Park, formerly the Antique Market; the smart multi‑storey parking facility on the east side of Youth Palace Square in the old city district; the ground-level parking lot on the west side of Luoyang East Railway Station Square; the ground-level parking lot at the First Affiliated Hospital of Henan University of Science and Technology in the new district; the smart multi‑storey parking facility at the northwest corner of the intersection of Taikang Road and Shifu West Street; the ground-level parking lot at the southwest corner of Kaiyuan Avenue and Huanhu Road; the ground-level parking lot at the Central City Hospital; the under-bridge parking lot north of Xinjie Bridge; the eco‑friendly parking lot on the east side of the South Pearl Tower, south of the stadium along Binhe North Road; the underground parking lot on Liaoning Road; the ground-level parking lot at the southeast corner of the intersection of Yingzhou East Road and Zhanqian West Road; the ground-level parking lot under the Wangcheng Expressway Bridge at the intersection of Yiluo Road and Jinchengzhai Street; and the ground-level parking lot at the northeast corner of Luoyi Road, adjacent to the Polytechnic Institute.

 

  According to the project’s progress, by the end of September, the city is expected to add 11 new public parking lots, providing an additional 2,530 parking spaces. The remaining 25 parking lots have also all broken ground and are being expedited in accordance with the planned schedule.

 

 

Parking is very smart.

  The garage door features an automatic sensor‑activated switch; drivers simply drive their vehicles into the parking area, where robots assist with alignment and vehicle handling, and they can also reserve a parking space via the app.

 

  This intelligent multi‑level parking facility spans five floors and offers 315 parking spaces, making it the largest smart AGV‑robot‑powered urban public parking lot in China today. “Compared with conventional parking lots, this automated system saves more than 40% of land use, and by leveraging big data, the Internet of Things, and other cutting‑edge technologies, it delivers unmanned, smart parking that is both convenient and efficient,” said a representative from Luoyang Hongyi Group.

 

  To make parking more convenient for residents, Luoyang has launched the smart parking platform “Luoyang City Parking.” Drivers can simply register on the “Luoyang City Parking” app to locate nearby parking lots online and enjoy services such as online top-ups and seamless, contactless payment.

 

 

There’s a discount on the price.

  At present, public parking lots across the city are subject to uniformly set government‑approved rates: small vehicles are charged RMB 3 per entry during the day and RMB 10 per entry at night, with free parking for up to 30 minutes.

 

  To help residents enjoy the convenience of smart parking, “Luoyang City Parking” has launched a special promotion: From now until September 15, simply download the “Luoyang City Parking” app, link your vehicle’s license plate number, and receive 10 free 3-yuan parking vouchers—redeemable at all parking lots integrated into the platform.

 

  In addition, from today until September 15, the Conference Center’s smart AGV parking lot at the intersection of Shifu West Street and Taikang Road is offering a special promotion for monthly passes. The monthly pass costs just 100 yuan, with the option to purchase up to one year at a time. During the validity period, there is no limit on the number of parking entries. Drivers interested in this option are encouraged to visit the site to apply.
