Parking Infrastructure Development | Anshun City Intensifies Efforts to Build Public Parking Facilities

With the rapid increase in private car ownership, urban parking has become a pressing issue. In recent years, our city has included public parking‑lot construction among the municipal government’s “Ten Practical Measures” for several consecutive years, steadily stepping up efforts. This year’s target is to add 1,000 non‑on‑street public parking spaces in the main urban area. On August 2, a reporter visited the Municipal Convenience Service Center and Convention & Exhibition Center to assess the progress of public parking‑lot development.
Entering the underground area, one can see that the two‑level parking garage is already taking shape; the main structural work has been completed, and workers are now installing the ancillary facilities. According to officials from the Xixiu District Urban Management Bureau, the project broke ground in February this year, covering a total area of 40,000 square meters with a total investment of 170 million yuan. As of the end of June, 110 million yuan had been spent, bringing the overall construction progress to approximately 70 percent. The remaining tasks include finalizing fire safety systems, ventilation, waterproofing, painting, and lane markings. The facility is expected to be operational by year’s end, at which point it will offer more than 1,000 parking spaces.
According to the Municipal Bureau of Natural Resources, in order to further enhance the city’s image as a civilized tourist destination, improve urban parking infrastructure, and raise residents’ quality of life, this year, in addition to the 1,000 new non‑on‑street public parking spaces in the main urban area planned under the municipal government’s “Ten Practical Measures,” the Economic Development Zone has also completed a multi‑level parking facility at the Third Hospital with 260 spaces and 40 surface parking spaces in Songqi Pingzhai New Village, both of which were officially put into service at the beginning of the year.
On the left side just inside the entrance of Hospital 302, two striking five‑story steel‑frame automated parking structures immediately catch the eye. Vehicles arriving at the hospital follow the directional signage to the parking garages, where staff guide drivers to park their cars in designated spaces. By operating the control buttons on the central column, vehicles can move vertically and horizontally between levels according to the driver’s needs.
“I’ve never used a garage like this before, so I’m still getting used to operating it. But it’s really convenient. In the past, even after making several trips to the hospital, it was hard to find a parking spot. Now, with this multi‑level parking structure, we’re able to fit five times as many cars on the same footprint, which has made things much easier for us,” said Xie Yun, a local resident visiting a family member at Hospital 302.
According to reports, under the province’s unified planning and deployment, Anshun City has been allocated a target of 2,500 new parking spaces this year. In addition to Xixiu District and the Economic Development Zone, all other counties and districts in the city are actively advancing this initiative. Specific projects include: 200 parking spaces in the urban area of Pingba District; 100 public parking spaces at Daxing East in Puding County; a project to construct 120 underground parking spaces beneath Xiaoshanqing Urban Square in Puding County; Phase I of 300 underground parking spaces beneath the new government building in Zhenning Autonomous County; 158 ancillary parking spaces at the 2018 relocation site for poverty alleviation in Wufeng Subdistrict, Ziyun Autonomous County; a project to build 200 public parking spaces at the Yongning Ice and Snow Town tourist complex in Guanling Autonomous County; and a project to develop 247 public parking spaces at the entrance to the Huangguoshu Scenic Area, among others.
According to reports, the city plans to invest over 240 million yuan this year to design and construct 2,672 parking spaces. Of these, 927 have already been completed and put into service, with the remaining spaces expected to be fully finished by the end of December this year.
