New Regulation No. 1: “Opinions of the Beijing Municipal Commission of Transport on Roadside Residential Parking Management” (Trial) (Jing Jiao Han [ No. 1024 of 2019), effective July 14, 2019

Residential parking needs are first addressed through on-site parking facilities built as part of residential developments or by utilizing parking spaces jointly owned by residents within the community. Second, they are met by leveraging parking facilities attached to nearby public buildings or by offering paid, time‑shared access to public parking lots. Finally, depending on the availability of usable space in the jurisdiction, additional parking capacity is created by repurposing idle sites and off‑street public spaces, as well as by constructing new parking facilities.

 

New Regulation No. 2: “Zhongshan City Parking Lot Regulations” ( 2019), released on July 25, 2019

The regulations stipulate that the traffic management department of the municipal public security organ is responsible for the filing and administration of parking facilities within the municipality’s administrative area, the designation and adjustment of temporary on‑street parking spaces, and the construction and management of an integrated parking information service platform, among other duties. The traffic management department shall, in coordination with the municipal departments of industry and information technology, natural resources, housing and urban–rural development, and other relevant authorities, establish a citywide unified integrated parking information service platform, and each relevant department shall upload parking‑related information to that platform.

 

New Regulation No. 3: “Baise City Parking Lot Management Regulations” Released on July 25, 2019

The regulations stipulate that the use of underground spaces beneath public resources—such as roads, plazas, green spaces, and civil defense facilities—is encouraged for the construction of public parking lots. They also encourage organizations and individuals to establish temporary public parking facilities on undeveloped land or existing built-up areas. Furthermore, the construction of mechanical, multi‑level parking structures is promoted. The regulations require parking management authorities to establish and improve an urban public parking information system, promote the application of intelligent and digital parking technologies and equipment, and implement parking guidance and signage systems to manage parking facilities. Through online platforms, parking guidance signs, and other means, they are to provide the public with parking information services. Any vehicle parked continuously in a free on‑street parking space for a period exceeding… For a period of 48 hours, the vehicle owner or driver shall be subject to a fine of no less than RMB 200 and no more than RMB 1,000.

New Regulation No. 4: “Provisional Measures for Parking Management of Hebi City” (Hezhengban [ No. 9 [2019], effective July 1, 2019

The Measures stipulate that the Municipal Urban Management Bureau is responsible for organizing, coordinating, guiding, and supervising the planning, construction, and utilization of parking facilities within the city, as well as matters related to parking regulations, services, and fee collection. It shall establish a coordination mechanism for parking management and undertake research to address major issues concerning the planning, construction, and oversight of parking facilities.

New Regulation No. 5: “Implementation Opinions on Strengthening the Construction and Management of Charging Infrastructure in Parking Lots (Sanya)” (San Fa Gai Jiao Neng [ No. 7 [2019], issued on July 15, 2019

For newly built dedicated parking lots and public parking lots, the proportion of parking spaces equipped with charging infrastructure shall, in principle, not be less than 20%. By the end of 2020, more than 10% of parking spaces in existing parking facilities shall be equipped with charging infrastructure. Each public parking lot must provide at least one dedicated emergency charging space exclusively for electric vehicles. Failure to comply will result in the denial of parking facility business registration (annual review) and the issuance of charging service permits.

New Regulation No. 6: “Guiding Opinions of the Xiamen Municipal Construction Bureau on Strengthening the Rational Planning and Construction of Relevant Facilities and Equipment for Motor Vehicle Parking Lots (Garages)” (XJJC [ Document No. 9 of 2019, issued on July 15, 2019.

Motor vehicle parking facilities (including parking garages) shall be designed and constructed (and equipped with installation services) in accordance with applicable codes and standards. At the time of project acceptance, the parking facility developer, the owner, the operating and management entity, and the property management unit of the residential development shall ensure strict compliance with the relevant regulatory requirements.
