Shenyang has unveiled new parking fee standards; Wenjiang District in Chengdu is stepping up efforts to build parking facilities; Qingdao has already completed the main structures of 10 parking lots this year.
01 Qingdao: Ten parking lot structures have been completed this year On July 24, Qingdao held a mobilization conference for the city’s housing and urban–rural development system to create a National Civilized City. In the 2020 assessment breakdown of responsibilities for creating the city, 35 evaluation indicators involved the housing and urban–rural development sector. As of now, the city has completed construction on ten parking lot structures. Since the beginning of this year, the Municipal Housing and Urban–Rural Development Bureau has focused on addressing urban development needs and tackling key functional shortcomings. In particular, in efforts to alleviate parking difficulties, it has so far built ten parking lot structures, providing a total of 4,233 parking spaces. This year marks the decisive stage in the current round of creating a National Civilized City. The Municipal Housing and Urban–Rural Development Bureau will meticulously prepare task assignments, detailed construction blueprints, and timelines, ensuring swift implementation. It will also squarely confront existing weaknesses, maintain a problem-oriented approach, and systematically address all assigned tasks—including easing parking challenges—to resolve issues that concern residents most. Source: Qingdao Daily 02 Chengdu: Wenjiang Intensifies Parking Lot Construction, Adding Over 1,200 New Spaces This Year To ease parking difficulties, last year Wenjiang District in Chengdu built seven publicly accessible parking lots in areas with high pedestrian and vehicle traffic, such as schools, scenic spots, and vegetable markets, both in new and old urban districts. This year, the district plans to add more than 1,200 additional parking spaces. Currently under construction are several parking projects: the Pengcheng Road underground parking lot, which will provide 172 parking spaces; its main structure is already complete, with completion expected by the end of July this year. Another project, the Yongquan Police Station parking lot, offers 548 parking spaces; its main structure has been finished, with commissioning anticipated by the end of December. Wenjiang is also making use of underground spaces beneath parks and green areas, school playgrounds, and designated planning sites to build public parking facilities. At present, the temporary Wangjiayuanzi parking lot has been completed, while the Yongquan Police Station parking lot, the Wenjiang Experimental School parking lot, and the Pengcheng Road underground parking lot have all reached structural completion. With the exception of Wenjiang No. 2 Middle School and the Guose Tianxiang Animal and Plant Park parking lots—scheduled for completion next June—the remaining five parking projects are all set to be finished and put into operation by the end of this year, collectively providing nearly 4,000 parking spaces. Meanwhile, Wenjiang has initiated preliminary work on the Huaxi Street parking lot and the Chengdu Experimental Foreign Language School parking lot, conducting thorough feasibility studies and planning to begin construction in October this year. Source: Sichuan Online 03 Shenyang: New Parking Fee Standards Announced Recently, the Shenyang Municipal Development and Reform Commission compiled and released the “Catalogue of Government-Set Prices for Business-Related Service Fees Pertaining to Shenyang City (2020 Edition),” adding “Motor Vehicle Parking Service Fees” as a new item to the updated list. The newly added “Motor Vehicle Parking Service Fees” category is divided into two subcategories: parking fees for facilities with monopolistic operating characteristics (parking garages and spaces) and fees for government-invested parking facilities (garages and spaces). For parking facilities with monopolistic operating characteristics, rates vary by location: at bus stations, small vehicles cost 4 yuan per hour, while medium and large vehicles cost 8 yuan per hour; hospitals charge 2 yuan per hour, with a maximum fee of 20 yuan for continuous parking up to 24 hours; scenic spots charge between 3 and 40 yuan per entry. For government-invested parking facilities, daytime rates (charged by time, from 7:00 AM to 7:00 PM) range from 1 to 3 yuan per 30 minutes depending on the area, with daily caps of 10 to 40 yuan; nighttime rates (charged per entry, from 7:00 PM to 7:00 AM the next day) are free within roadways but range from 4 to 5 yuan per entry outside roadways. This catalogue operates under dynamic management, with adjustments made as national and provincial policies evolve. All districts, counties, cities, and administrative departments are prohibited from exceeding the authority or scope specified in the catalogue when setting business-related service fees. In accordance with provincial mandates, price authorities in each county, city, and development zone must compile and publish their own regional lists of government-set service fees. Charging entities are required to prominently display information about fee items, rates, and relevant legal bases at their operating locations, voluntarily accepting public oversight. Concurrently, the He Xian Memorial Hospital smart parking garage and the Central Lake Parking Lot at Guangzhou University Town were officially opened, adding valuable parking capacity to the urban area. The He Xian Memorial Hospital smart parking garage was officially commissioned on July 22. It is Panyu District’s first fully automated, flat‑moving, three-dimensional parking system utilizing world-leading technology, initially offering 99 mechanical parking spaces. Compared to traditional vertical lift parking systems, it completes vehicle storage and retrieval in half the time; compared to conventional surface parking lots, it achieves higher land utilization, making it particularly suitable for densely populated urban settings such as major hospitals and shopping malls. On July 23, the Central Lake Parking Lot at Guangzhou University Town was officially opened. Featuring 381 surface parking spaces, the lot employs a state-of-the-art parking management system capable of automatically recognizing license plates and processing payments via WeChat. Additionally, a comprehensive surveillance system ensures the safety of parked vehicles. Initially, it undertook renovations to fixed parking lots and roadside parking spaces across the district, involving over 4,000 on-street parking spots. Leveraging the “Yuyao Parking” cloud-based management system, the city has begun implementing a smart parking model featuring parking guidance, unmanned operations, intelligent fee collection, and contactless payment. Starting July 25, an additional 245 roadside public parking spaces entered a trial period of paid (or free) operation, with formal charging commencing on August 15. Following the introduction of these charges, the original “Yuyao Parking” platform functionality was discontinued. Moving forward, a total of 2,204 parking spaces—comprising 1,959 existing spots and 245 newly added public spaces—will be gradually integrated into the “Yongcheng Parking” platform, enabling unified parking and payment services throughout the entire city of Ningbo. An official from the Yuyao Comprehensive Administrative Law Enforcement Bureau stated that, based on actual road and traffic conditions, they will adhere to the principles of “easy first, then difficult; phased implementation; targeted measures” to intensify efforts, expand the reach of smart parking solutions, and provide citizens with efficient and convenient parking services. Source: Phoenix News 06 Rizhao: 26 Scenic Area Parking Lots Now Support “ETC Contactless Payment” It is reported that the Rizhao Municipal Transportation Bureau, in collaboration with the Rizhao Public Transport Energy Group and Shandong Expressway Group, has vigorously promoted the “ETC–Youbo Smart Parking Cloud Platform.” Currently, the Rizhao smart parking management system has been linked to over 1,500 roadside parking spaces and 68 enclosed parking facilities, managing a total of 16,000 parking spaces. Among these, 26 parking lots now support “ETC contactless payment.” According to the Rizhao Municipal Transportation Bureau, in June this year, with strong backing from the Municipal Big Data Development Bureau, the ETC smart parking platform received a special subsidy of 500,000 yuan under the “Digital Shandong” initiative for innovative smart city development, accelerating the project’s progress. Beginning in 2019, the city gradually introduced ETC applications in parking facilities across urban areas. By May this year, ETC-enabled parking lots had been rolled out in coastal scenic areas, with 32 ETC lanes established across 26 parking lots. Looking ahead, the plan is to extend this model to more scenic areas, maximizing the utility of ETC technology. Going forward, the municipal transportation department will continue to advocate for Rizhao to become a pilot city for ETC smart parking, aiming to increase ETC usage, expand its application scenarios, further enhance automotive lifestyle services, and explore new frontiers in smart parking development. Source: Rizhao Daily 07 Cangzhou: Multiple Measures to Maximize Parking Resource Utilization Since the beginning of this year, the Traffic Police Detachment of the Cangzhou Municipal Public Security Bureau in Hebei Province has taken standardized and civilized parking management as a breakthrough point, achieving the goal of “increasing demand to promote orderly parking, and promoting order to improve overall traffic flow.” According to statistics, as of July 20, the number of parking spaces in the central urban area has grown from fewer than 8,000 in May to 73,207. To maximize available parking resources, the Traffic Police Detachment has standardized parking spaces and facilities along 100 major roads in the central urban area, identifying 13,235 parking spots eligible for marking and promptly organizing construction crews to complete the marking process. Building on this foundation, with the aim of achieving “citywide, full-area, and complete coverage,” the detachment has extended its management scope to side streets, alleyways, and urban fringe areas, carrying out civilised parking management and designing/marking parking spaces. Meanwhile, the Traffic Police Detachment has launched pilot programs allowing shared use of parking spaces at locations such as the North China Department Store, sharing 284 parking spots; organized 55 commercial parking lots in the central urban area to sign commitments for civilized parking management; guided smart parking companies in exploring residential community parking-sharing initiatives, uncovering 78 communities and 69,000 underground parking spaces; and innovatively marked seven types of time-limited parking spaces, including “nighttime 11-hour parking in residential areas,” “3-minute quick‑stop parking,” “school/kindergarten drop-off/pick-up parking,” “20‑minute shopping parking,” “evening dining parking,” “10‑minute restroom parking,” and “1‑hour clearance parking.” These measures, while ensuring safe and smooth traffic flow, have maximized parking resource utilization and improved space occupancy rates.

Suzhou has added 51,846 parking spaces; Xi’an has introduced “sponge parking spaces”; and Qingdao’s old urban district has increased its parking capacity by 1,500 spaces and built 12 new parking lots.
01 Suzhou: 51,846 New Parking Spaces Added in the First Half of the Year To foster a well-ordered static traffic environment and enhance the convenience of travel and parking for residents, Suzhou’s urban management system has introduced innovative measures to both expand parking resources and optimize existing ones. As of now, the city boasts 14,363 parking facilities with a total of 2,713,616 parking spaces; during the first half of the year alone, an additional 51,846 parking spaces were added. Big data is being leveraged to boost the night-time economy, enabling staggered sharing of commercial district parking resources. In support of the “Gusu 8:30” night-time economic initiative, approximately 3,500 parking spaces within a 500-meter radius around Guanqian Street are available for citizens to park during nighttime hours. The city has also launched a “Gusu 8:30” traffic heat map, publishing relevant data through platforms such as Amap. Currently, 6,163 various parking facilities with 1,038,895 parking spaces have been integrated into Suzhou’s smart parking comprehensive management platform for dynamic oversight. Exploring new technological applications, the city is enhancing both regulatory efficiency and user experience. Several areas have begun implementing cutting-edge parking technologies. Recently, Wujiang’s first ETC-enabled parking lot officially went live, and by the end of this year, contactless payment systems are expected to cover all public parking lots in the district. Meanwhile, in Xiangcheng’s main urban area, over 1,500 parking spaces along 14 roads are gradually being incorporated into the smart parking system. Cleverly designed green‑shade parking lots make the most of limited urban space. Zhangjiagang City has initiated parking renovation projects in older residential neighborhoods, with joint efforts from municipal and town governments resulting in the transformation of 8,000 parking spaces—including several green‑shade parking lots. Gusu District also plans to install additional equipment such as license‑plate recognition cameras and facial‑recognition systems. Source: China Jiangsu Net 02 Xi’an: The First Batch of “Sponge Parking Spaces” Put into Use—Free and No Tickets Issued Recently, the Yanta Brigade of Xi’an Traffic Police piloted the first batch of 300 “sponge parking spaces” in communities facing severe parking shortages. These spaces operate on a principle of “releasing vehicles during the day and absorbing them at night,” earning praise from local residents. To alleviate parking difficulties in Huacheng International Community and address illegal and disorderly parking, after consultations among traffic police, urban management authorities, subdistrict offices, community representatives, and the homeowners’ committee, 300 temporary parking spots were set up along both the fast and slow lanes of Chang’an West Road. During peak daytime hours (7:00–21:00), parking is prohibited along Chang’an West Road; however, during quieter nighttime hours (21:00–7:00 the next day), vehicles can park free of charge in an orderly manner, effectively creating a “daytime release, nighttime absorption” effect reminiscent of a sponge’s properties. Hence the name “sponge parking spaces.” In addition, specific parking regulations were agreed upon, prohibiting double‑parking, angled parking, and encroachment on emergency access routes, thereby ensuring orderly parking practices. Traffic police also printed and distributed reminder cards to guide residents in adhering to these rules. Since their implementation, these “sponge parking spaces” have accommodated roughly 500 vehicle trips per day. With increased enforcement, most drivers now comply with the agreed-upon parking guidelines, fostering positive co‑governance and shared responsibility. Source: Urban Express 03 Qingdao: 1,500 Additional Parking Spaces and 12 New Parking Lots in the Old City of Shibei District It is reported that, in line with the preservation and renewal initiatives for Qingdao’s historic and cultural districts in Shibei District, the district plans to construct 12 parking lots across seven historic neighborhoods, adding approximately 1,500 parking spaces and significantly easing parking challenges in the old city. Shibei District’s historical and cultural memory demonstration zone comprises seven distinct areas, including Sifang Road, housing 565 protected buildings and 28 heritage‑listed structures. This zone concentrates over 95% of the district’s historical and cultural assets, covering about 400,000 square meters. Around Guangxingli, an aging cylindrical apartment building will be demolished to make way for an underground multi‑level parking facility. Additionally, 11 more parking lots are planned within the same demonstration zone, which, once completed, will add roughly 1,500 parking spaces, greatly alleviating parking pressures in the old city. Most of these 12 parking facilities will be underground intelligent mechanical garages or developed utilizing underground spaces. Source: Qingdao News Network 04 Changzhi: Repairing and Adding Parking Spaces Across the Urban Area To ease urban parking difficulties and curb chaotic parking practices, the Changzhi Municipal Urban Management Bureau, in collaboration with relevant departments, recently launched a project to mark out parking spaces for motor vehicles and non‑motorized vehicles along major and secondary thoroughfares and public areas adjacent to streets. While repairing existing parking spots, they also created new ones. To date, over 370 non‑motorized vehicle parking spots and more than 1,600 motor vehicle parking spaces have been added. Starting at the end of June, the bureau mobilized over a hundred construction workers divided into three teams to delineate parking spaces for cars and bicycles along roads such as Taihang East and West Streets, as well as in other street‑side public areas. Motor vehicle parking spaces are primarily located on sidewalks, bike lanes, and car lanes, while non‑motorized vehicle parking spots are mainly situated on sidewalks. Based on thorough preliminary surveys and leveraging existing resources, the urban management bureau, together with traffic police and other stakeholders, has scientifically planned parking arrangements following the principle of “marking every space that should be marked,” effectively expanding public parking capacity and alleviating parking challenges faced by street‑side shops and nearby residential communities. After uniform marking, Yan’an North Road alone gained over 260 new motor vehicle parking spaces. Source: Shanxi News Network 05 Nanyang: Municipal Urban Management Department Adds 1,000 Free Parking Spaces Recently, Nanyang’s urban management department conducted a comprehensive inspection of sidewalks along major and minor urban roads in the central district, carrying out on-site assessments for each road. While ensuring at least 1.5 meters of unobstructed passage, they planned to designate approximately 1,000 free parking spaces along six road segments. According to officials from the urban management department, this marking effort took advantage of low‑traffic nighttime hours to intensify work, increasing the number of temporary free parking spots along roads and installing directional signs to help drivers locate parking. At the same time, free parking signs were placed on roads to inform motorists of available free parking, discouraging unauthorized charging. So far, nearly 600 free parking spaces have been marked along Beijing Road, Bailixi Road, and other sections, noticeably improving parking order. Source: Nanyang Press Group 06 Suzhou: Seven New Parking Lots to Be Built This Year News from Suzhou, Anhui Province, indicates that the city will add seven new parking lots this year and install smart parking systems throughout the urban area. To relieve parking pressure in the city center, multiple parking facilities—including the underground parking lot on Bianhe West Road—are currently under intensive construction. By 2020, Suzhou plans to build seven additional parking lots, covering areas such as the old city, high-tech zone, and government district. Projects like the Dahe South Street Parking Lot and the Bianhe Landscape Belt Parking Lot are slated for completion before year-end. Furthermore, Suzhou will establish a smart parking system across the city, encompassing cloud‑based management software, data centers, monitoring hubs, call centers, roadside parking terminal systems, and guidance displays. Already, 140 existing parking lots have been connected and upgraded, with another 24 undergoing similar renovations. Additionally, 18,000 on‑street parking spaces have been marked and coded. Nanjing: Private capital builds parking lots, with subsidies exceeding RMB 30,000 per parking space.
“Difficulty in finding parking” is a common challenge facing urban governance in major cities. Recently, seven departments, including the Nanjing Municipal Transportation Bureau, jointly issued a document outlining 19 guiding measures to further strengthen the development of urban public parking facilities in Nanjing. The new regulations take effect on July 1, 2020. How can parking spaces be created in the central urban area? The guidelines encourage the construction of parking lots on underutilized or marginal plots of land. In Nanjing’s central districts—Xuanwu, Qinhuai, Jianye, Gulou, Qixia, and Yuhua Tai—parking resources are relatively scarce; the newly released guidance primarily targets these six core urban areas. So, how can parking capacity be maximized within limited spaces? The document proposes several approaches,
