Jiang Guoqi, head of the Municipal Parking Administration, told reporters that, to improve citywide parking management, the administration is taking a three-pronged approach—planning, construction, and enforcement—to standardize parking秩序 and promote the coordinated development of urban transportation.
In terms of planning, to optimize the structure of parking facilities, refine the planning and layout of parking lots, and standardize parking management, the Parking Management Office coordinated with relevant departments, including urban planning and traffic police, to develop the “Yantai City Special Plan for Parking Facilities,” thereby further clarifying the direction for the development of parking facility construction and management in Yantai.

In 2018, the municipal government issued the “Notice on Preferential Policies for Investment in the Construction of Public Parking Facilities in Urban Areas.” In line with the spirit of this notice and adhering to the principle that “investors reap the benefits,” the city has actively encouraged governments at all levels, enterprises, and individuals to participate in the development of public parking facilities. “In 2019, we will coordinate with relevant departments and units to plan the construction of at least five public parking lots, adding 2,000 off-street parking spaces,” said Jiang Guoqi.

“The platform comprises a parking guidance service system, a parking management service system, and a dynamic parking data exchange center,” said Jiang Guoqi, head of the Parking Office.
Among these, the parking guidance service system features navigation capabilities, which are expected to be operational by the end of this year. Once completed, citizens will be able to download it. The app provides real-time updates on parking availability and other dynamic information at various parking lots, quickly guiding drivers to parking facilities with available spaces.
“This subsystem can provide real-time updates on the number of available parking spaces at each lot, which can be easily accessed via a mobile app, enabling citizens to choose the best parking option and park quickly,” an official told reporters.
Going forward, the Municipal Parking Administration will continue to advance the development of the parking management platform, gradually rolling out online registration and filing for parking facilities, unified payment processing, and contactless parking fee collection. It will also progressively collect baseline data from all city‑wide parking lots and integrate this information into existing systems, thereby providing citizens with more comprehensive and convenient parking guidance services.

While planning and constructing parking lots and parking spaces, in response to public concerns about issues such as illegally installed bollards and wheel locks, On July 5, the municipal urban management and traffic police departments conducted a joint enforcement operation, cracking down hard on illegal practices—such as the unauthorized installation of bollards and wheel locks near Wenhua Road—to seize parking spaces.
According to reports, many illegally installed bollards and wheel locks can be found on Cultural Lane 11 and Lane 14, and some businesses have even used large stones to occupy parking spaces.
