Nanjing
Preferential policies for the construction of public parking facilities have been introduced, with subsidies of up to RMB 20,000.
Where newly constructed public parking facilities provide 100 or more parking spaces and comply with the relevant planning requirements, such projects may be exempt from urban infrastructure配套 fees and other administrative charges within the city’s jurisdiction. Upon successful completion and acceptance, the municipal and district-level finances will grant a one-time incentive subsidy for the construction of these parking facilities, at the following rates: RMB 20,000 per space for underground parking garages and RMB 10,000 per space for above-ground parking structures.
Xiamen
Private capital is encouraged to build parking garages, with subsidies of up to RMB 20,000 per parking space.
Under the policy, for the construction of above-ground parking garages within buildings, the government provides a subsidy of RMB 14,000 per parking space to the investing developer. For parking facilities built on rooftops, a subsidy of RMB 2,000 is granted per space. As for mechanical parking structures, subsidies are available under two criteria: parking systems employing lift-and-traverse technology qualify for RMB 6,000 per space, while those using vertical lift technology receive RMB 20,000 per space.
For underground parking garages, a subsidy of RMB 30,000 per space is provided for stand-alone, drive‑in underground garages, while the subsidy for over‑provisioned, drive‑in underground parking facilities is RMB 15,000 per space. For underground mechanical parking systems, the subsidy is RMB 20,000 per space. For simple lift‑type (pit‑style) parking facilities, each space qualifies for a subsidy of RMB 10,000.
Single‑structure underground parking garages that develop and utilize underground space in conjunction with civil defense facilities and are open to the public will, in addition to receiving the applicable subsidies, also qualify for subsidies based on their civil defense‑related floor area. The subsidy rate is RMB 400 per square meter within the island and RMB 360 per square meter outside the island.
Ningbo
Financial subsidies are being used to promote the renovation of parking facilities in older residential communities.
As long as the relevant conditions are met, parking‑space upgrades in older residential communities will receive government funding. Residential complexes built to pre‑2003 standards may benefit from incentive policies—including streamlined approval procedures, favorable land‑supply measures, preferential fiscal and tax treatments, and financial subsidies—when undertaking parking‑lot renovations or constructing public parking facilities. A subsidy of RMB 500 per newly marked parking space and RMB 2,000 per newly constructed parking space will be provided.
Changsha
Multi‑storey parking garages streamline the approval process and provide government subsidies to developers.
To accelerate the development of multi‑level parking facilities, Changsha City has streamlined the approval process for such projects, typically allowing the project owner to submit applications independently. The project owner needs to prepare documents including the building redline map, conceptual design renderings, and relevant supporting papers—such as property and land certificates—and then submit these to the Planning Bureau for planning approval, to the Fire Department for filing, and to the National Development and Reform Commission for record‑keeping.
The government also provides subsidies for privately built multi‑storey parking garages: a subsidy of RMB 5,000 per parking space is offered for semi‑automatic mechanical garages, while fully automatic smart garages receive a subsidy of RMB 15,000 per space.
Wenzhou
Encourage social entities to invest in the construction of public parking facilities.
Scope of Application: Public parking facilities constructed (including renovation and expansion) within the administrative districts and municipal-level functional zones. Subsidy Amount: For mechanical parking garages, a one-time subsidy may be granted at up to 25% of the project’s construction and installation costs.
Lanzhou
Preferential Policies to Encourage Social Investment in the Construction of Public Parking Facilities
2016 Policy: For newly constructed public above-ground multi‑storey parking facilities within the four suburban districts, with a capacity of 30 or more parking spaces, a one-time reward subsidy will be provided upon completion and acceptance. Parking spaces required as part of commercial, office, residential, and other projects will not be eligible for such incentives; only any additional spaces beyond the mandated allocation will be subject to the incentive scheme.
Subsidy amounts: 1. For vertical‑lift automated parking structures, subsidies are granted at RMB 5,000, 4,000, 3,000, or 2,000 per parking space, depending on the designated zone category; 2. For lift‑and‑slide automated parking structures, subsidies are granted at RMB 4,000, 3,000, 2,000, or 1,000 per parking space, also based on the zone category; 3. For underground parking facilities with 50 or more parking spaces, a subsidy of RMB 10,000 is provided for each additional parking space beyond the threshold; 4. Other types of parking facilities shall be subsidized according to the standards applicable to lift‑and‑slide systems.
Jinan
A series of preferential policies for mechanical multi‑storey parking garages have been introduced.
In Jinan, parking garages with fewer than 300 parking spaces are exempt from environmental impact assessment procedures.
Mechanical parking facilities are classified into three types: above-ground mechanical parking facilities, which are constructed and installed on the ground without involving civil engineering; underground mechanical parking facilities, which utilize existing underground space for independent construction and are commonly found in residential community underground garages; and integrated mechanical parking facilities, which incorporate civil engineering works during construction. Furthermore, based on the number of parking spaces, mechanical parking facilities can be divided into four categories: small-scale facilities with 50 spaces or fewer; medium-scale facilities with 51 to 300 spaces; large-scale facilities with 301 to 1,000 spaces; and extra-large-scale facilities with more than 1,000 spaces.
Construction of small-scale mechanical parking facilities is exempt from the requirement to conduct a traffic‑environmental impact assessment; medium‑sized and smaller mechanical parking facilities are exempt from environmental impact assessment procedures; and for above‑ground simple mechanical parking facilities and underground mechanical parking facilities, review of construction drawings is not required.
For newly constructed or expanded mechanical parking facilities, urban construction supporting fees and pipeline network construction fees are waived; furthermore, such facilities are exempt from the obligation to construct civil defense facilities and from the associated off-site civil defense construction fee.
Hefei
Notice on the Provisional Measures for Encouraging the Construction of Public Parking Facilities
Following the completion and acceptance of parking projects financed by private investment that involve new construction, renovation, or expansion, underground public parking facilities designed in accordance with civil defense engineering design standards may, upon approval by the municipal government, be eligible for special civil defense subsidies, as appropriate.
For newly built, renovated, or expanded underground public parking facilities and above-ground public parking garages with more than 100 parking spaces, the construction of ancillary commercial amenities—such as car detailing, quick‑repair services, and car‑rental operations—is permitted, provided that the floor area of these commercial facilities does not exceed 20% of the total building area.
Public parking facilities newly constructed with investment from social capital may be designated as advertising spaces in accordance with Hefei City’s outdoor advertising plan, provided that the requisite approval procedures are duly completed.
Following the normal operation of newly constructed, renovated, or expanded public parking facilities, the municipal public security traffic management authorities shall progressively eliminate temporary on‑street parking spaces within a 200‑meter radius centered on such public parking lots.
Public parking facilities that meet the requirements for property registration may be issued a certificate of ownership.
Fujian
Simplify approval procedures and permit the installation of above-ground mechanical parking facilities on privately owned land.
Fujian Province has introduced measures to streamline the approval process for constructing public parking facilities. Specifically, it permits the installation of above-ground mechanical parking systems on land owned by residential areas or organizations, and allows existing civil defense facilities that remain undeveloped but meet renovation criteria to be repurposed as public parking spaces—both exempt from land-use approval procedures. Furthermore, up to half of the total floor area of each level of a multi‑storey steel‑structure parking system may be counted toward the project’s overall gross floor area. The construction of mechanical parking equipment is subject to special‑equipment regulations; only licensed mechanical parking systems may be procured. Public parking facilities built on legally acquired land with a dedicated site may apply for real estate registration.
Nanchang
Several preferential policies for multi‑storey public parking garages: RMB 3,000–7,000 per parking space.
Within the urban area, investments in the construction of new multi‑storey public parking facilities with three or more operational parking spaces shall be eligible for the following preferential policies, except for newly built residential developments and construction projects that include ancillary parking facilities. From 2010 to 2013, for public parking facilities constructed within the urban area through the HOT model or via public land auctions (including leasing), a one‑time subsidy will be provided upon completion and acceptance.
Subsidy funds: For each parking space in a multi‑level public parking facility, a subsidy of RMB 7,000 is provided; within the area bounded by Jiangbei Avenue, Fuhe North Road, Fuhe Middle Road, Hongcheng Road, Jiefang West Road, Hongdu Middle Avenue, and Hongdu North Avenue in the old urban district, an additional subsidy of RMB 3,000 per parking space is granted for newly constructed multi‑level parking facilities.
