Recently, the General Office of the CPC Guangdong Provincial Committee and the General Office of the Guangdong Provincial People’s Government issued the “Implementation Plan for Improving the Mechanisms and Systems to Promote Consumption in Guangdong Province” (hereinafter referred to as the “Plan”). In response to the most salient issues currently hindering consumption, the Plan sets forth nine key areas. Twenty-nine specific measures aim to stabilize and improve consumer expectations, foster a favorable consumption environment, and promote the development of a robust, unified market.

Relevant data show that, In 2018, Guangdong Province ranked first nationwide in used-car transactions, accounting for 12.8% of the national total with 1.7681 million vehicles sold—up 21.52% year over year. Streamlining the used-car transaction process will further boost the development of Guangdong’s used-car market.
The issue in the used-car market lies in the implementation of emissions‑related policies. At present, the dominant vehicle segment in Guangdong’s used‑car market consists of China‑V‑compliant models; under the previous policy, Following the official implementation of China VI emission standards on July 1, used vehicles meeting China V or lower standards will no longer be eligible for intercity transfers. The issuance of this plan will facilitate a smooth transition in the used‑car market and help maintain its vitality.
The Plan proposes to promote the optimization and upgrading of automobile consumption, with a focus on expanding the use of new-energy vehicles and accelerating the development of charging and battery-swapping infrastructure. It also sets out specific requirements for the construction of charging facilities at provincial highway service areas, in newly built public parking lots in urban areas, and in residential communities.
Optimize the automotive consumption environment by gradually relaxing vehicle license‑plate lottery and auction quotas in Guangzhou and Shenzhen, expanding the scope of eligible buyers, and prohibiting other cities from introducing additional vehicle purchase restrictions. Strengthen regulatory oversight of the automotive sales, repair, maintenance, and parts sectors, and establish a universal system for publicly disclosing pricing and fees in automobile sales.
Improve the used‑car market by streamlining transaction procedures, allowing transfer registration to be processed directly at the place of sale, and advancing the electronic transmission of vehicle relocation records across the province. For vehicles relocated within the Pearl River Delta region, emission standards may temporarily adhere to China V levels during a specified transition period.

Implement tax incentives for the purchase of new-energy vehicles and advance… “Smart Transportation” Development
In fact, as early as last month, the General Office of the Guangzhou Municipal People’s Government issued a document on the promulgation of the Guangzhou City… Implementation Plan for Improving the Mechanisms and Systems to Promote Consumption ( The notice for the 2019–2020 period includes several corresponding planning schemes.
For example, Article 9, which addresses the promotion of the optimization and upgrading of automobile consumption, states:
1. Continue to implement the preferential policy on the vehicle acquisition tax for new-energy vehicles, streamline the electronic data transmission process for tax payment and vehicle registration, and enhance the convenience of handling vehicle acquisition tax matters. Improve standards and specifications for new-energy vehicle charging infrastructure, vigorously promote the “Internet Plus Charging Infrastructure” initiative, and elevate the level of intelligence in charging services. Accelerate the development of demonstration zones for intelligent connected vehicles and smart transportation applications based on broadband mobile internet, with a particular focus on advancing the intelligent connected vehicle industry.
2. Continue to advance the pilot program for parallel automobile imports within the China (Guangdong) Pilot Free Trade Zone, and support the inclusion of enterprises with strong domestic sales capabilities and extensive international cooperation channels as pilot entities. Develop an implementation plan for bonded exhibition and trading of parallel-imported vehicles, establish operational guidelines, and facilitate the conduct of bonded exhibition and trading activities for imported automobiles in Nansha. Strengthen credit-building efforts among automobile importers and provide guidance to help them fully leverage preferential import tariff policies.

3. Promote the development of “smart transportation” and leverage information technology to enhance the efficiency of road resource utilization. Support automotive enterprises in adopting “Internet Plus”–based innovations in vehicle sales models, and encourage e‑commerce companies in the automotive sector to establish physical retail outlets and collaborate with brick‑and‑mortar businesses, thereby expanding consumers’ access to vehicle purchases.
4. Actively promote the development of the used‑car market, encourage automobile manufacturers and dealers to offer trade‑in programs, and streamline the vehicle transfer‑registration process. Enhance the regulatory framework for used‑car transactions by establishing centralized service points at eligible used‑car markets, e‑commerce platforms, and independent used‑car dealerships to handle vehicle‑registration procedures. Additionally, establish green channels to simplify export procedures for used vehicles.
In light of this, it is readily apparent that Guangdong Province is gradually easing the restrictions on vehicle license‑plate lotteries and auction quotas in Guangzhou and Shenzhen, while other cities are prohibited from introducing additional vehicle purchase‑restriction measures. These steps aim to swiftly address the most direct, salient, and pressing institutional and systemic barriers hindering household consumption, bolster the fundamental role of consumption in economic development, and unlock residents’ latent consumption potential.
Overall, the Plan does not rely on tax cuts or subsidies; instead, it seeks to rebalance the automotive market by easing purchase restrictions and improving the environment for vehicle use and consumption. The Plan reflects a gradual shift in local governments’ approach to market regulation—from policy‑driven measures toward market‑based mechanisms—marking the automotive sector’s progressive move toward greater openness. This will foster the healthy development of the automotive market and enhance the international competitiveness of domestic automakers. In the future, Guangdong Province’s automotive consumer market will also enter a new phase of development.
