Parking Policy | Futian District, Shenzhen, Has Issued Policies to Encourage Private Capital to Build Parking Facilities
In Futian District, which has 325,600 marked parking spaces, on weekdays the central urban area’s parking facilities remain largely overburdened. How can this challenge be addressed? Recently, Futian District introduced a subsidy policy for socially invested parking facilities, aiming to encourage private capital to actively participate in parking infrastructure development. To date, 16 multi‑storey parking projects funded by private investors have been completed, adding nearly 2,000 parking spaces. According to a responsible official from the Futian District Development and Reform Bureau, the district boasts a parking density of 5,700 spaces per square kilometer; however, on weekdays, nearly 40% of its parking lots are still operating at full capacity, leaving parking severely scarce. In addition to relying on government…

Observation | What makes parking so difficult?
“Ten minutes to drive, half an hour to park”—parking in residential neighborhoods is largely a matter of “scrambling,” and some public parking spaces are even being appropriated as private spots. As urbanization continues to advance, China’s vehicle ownership has surged, exacerbating the imbalance between parking supply and demand, with problems such as difficulty finding parking, high parking costs, and chaotic parking conditions becoming increasingly acute. According to on-the-ground investigations conducted by reporters from the magazine Outlook Weekly in multiple locations, these widespread issues stem not only from longstanding urban planning shortcomings but also from inadequacies in parking management systems and institutional frameworks—challenges that urgently require effective solutions in urban governance. Industry experts recommend addressing these problems by optimizing parking‑space supply, promoting the sharing of parking resources, and strengthening…

Under the Same Blue Sky: Entering Shitou Village (Part 2) — We Cannot Abandon This Family
At noon on August 7, 2019, in Shitou Village, Chengguan Town, Kaiyang County: Led by the village-stationed cadre, we arrived at this household nestled in the woods. Both inside the house and in the courtyard outside, the ground was pitted and uneven, and the structure was on the verge of collapse. Logically speaking, given its proximity to the county seat—where every village now has access to paved roads and every household is connected by concrete pathways—the family’s only route to the outside remained a muddy footpath, as if deliberately isolating them from the wider world. The village-stationed cadre explained that the head of the household, Wang Hongfu, lives with his wife and two children. According to the criteria for receiving national subsistence allowances, since all four family members are in good health and both adults are capable of working, they do not qualify for such assistance. However, at present…

Under the Same Blue Sky: Entering Shitou Village, Kaiyang County (Part 1) — Lighting Up Hope
On August 7, 2019, led by the Guiyang Municipal Committee of the China National Democratic Construction Association, Guizhou Haiyue Technology visited Shitou Village in Chengguan Town, Kaiyang County, to conduct an on-site survey of households in need of educational poverty alleviation. This is a photograph that deeply saddens me: a little girl looks at me with a blank expression, unaware that my phone has captured this poignant and heartbreaking scene. In the 21st century, there are still homes that offer no protection from wind or rain. Fortunately, a new house—built with government funding and corporate support—is right before her eyes; yet the little girl has grown accustomed to staying alone in her dilapidated old home. Most people simply cannot fathom why. According to what we’ve learned, the head of the household is Kuang Xuejun, and his family consists of four members, two…

Parking Recommendations | Beijing Municipal CPPCC Member Proposes: “Five Synchronizations” Between P+R Parking Facilities and New Rail Lines
Beijing’s special plan for P+R parking facilities aims to build 20,000 P+R spaces by 2020. However, as of the end of this year, only 9,530 have been completed, leaving a shortfall of more than 10,000 compared with the target. Recently, the Committee on Human Resources, Environment, and Urban Development of the Beijing Municipal Committee of the Chinese People’s Political Consultative Conference conducted an inspection of P+R parking construction, with some members and experts in attendance. The committee members recommended revising the planning, land-use, investment, and construction procedures for P+R parking facilities to align with new rail‑line projects. They suggested that P+R parking plans should be approved concurrently with the corresponding rail‑line projects, ensuring synchronized approval, investment, construction, acceptance, and commissioning alongside the main infrastructure works.
