Parking Updates | Dalian City is prioritizing the construction of 12 parking projects this year.

In recent years, as the number of private vehicles has continued to rise, parking difficulties have become increasingly pronounced. According to the Dalian Municipal Housing and Urban–Rural Development Bureau, this year it will prioritize 12 parking‑lot projects while also identifying sites in areas with significant parking shortages to develop a series of parking facilities, construct simple mechanical multi‑storey parking structures, and advance the conversion of surface parking lots into underground or elevated ones. There is currently a shortfall of approximately 260,000 public parking spaces. In a proposal, Dalian Municipal Political Consultative Conference member Zang Weili noted that China’s private car ownership is growing at an annual rate of 20% to 30%, with roughly 3 million new parking spaces added each year. Based on the current vehicle stock, Dalian has about 580,000 public parking spaces.

Notice of the Ministry of Natural Resources on Public Solicitation of Comments on the “Opinions of the Ministry of Natural Resources on Several Issues Concerning the Confirmation and Registration of Ownership Rights to Underground Parking Spaces (Garages) in Urban Residential Communities (Draft for Comments)” In order to safeguard, in accordance with the law, the legitimate rights and interests of right holders of underground parking spaces (garages) in urban residential communities, and pursuant to provisions of laws, regulations, and rules including the Property Law, the Land Management Law, the Urban and Rural Planning Law, the Real Estate Management Law, the Provisional Regulations on Real Estate Registration, and the Implementing Rules for the Provisional Regulations on Real Estate Registration, the Ministry of Natural Resources has drafted the “Opinions of the Ministry of Natural Resources on Several Issues Concerning the Confirmation and Registration of Ownership Rights to Underground Parking Spaces (Garages) in Urban Residential Communities (Draft for Comments),” which is now being publicly solicited.

Administrative Measures for the Management of Award and Subsidy Funds for the Construction of Public Parking Facilities in Hefei City’s Urban Areas

Article 1: In order to effectively encourage the participation of multiple stakeholders in the investment, construction, and operation of public parking facilities, and to standardize the use of fiscal incentive and subsidy funds, this Measures is hereby formulated in accordance with the “Detailed Rules for the Construction and Management of Motor Vehicle Parking Lots in Hefei City” (Hefei Municipal Government Office Document No. 65 [2018]), and taking into account the actual conditions of our city. Article 2: For the purposes of these Measures, “public parking lots” refer to motor vehicle parking facilities that are independently constructed outside the road red line or added beyond planned ancillary provisions, which are open to the public and brought under the unified management of all districts (including development zones) in our city. Article 3: The “Public Parking Lot Construction Incentive and Subsidy Funds” (hereinafter referred to as “Incentive and Subsidy Funds”) mentioned in these Measures refer to funds allocated in the municipal fiscal annual budget.

The main structure of Jiangxi’s largest intelligent multi‑level parking facility has been completed and is set to open soon.

The multi‑storey parking facility at the Jiangxi Refractory Materials Plant broke ground in December 2018. More than nine months have now passed, and on-site observations indicate that the main structural work has been completed and the facility is nearing commissioning. As shown in the photos, the ancillary service buildings and the main structure of the north‑side multi‑storey car park are fully finished, with exterior façade work already underway for the service buildings. The parking tower’s steel‑frame superstructure has also been completed and is about to enter the exterior wall construction phase; once all structural components are in place, the project will move into the commissioning stage. According to available information, the Jiangxi Refractory Parking Facility is located adjacent to the Provincial Building Materials Wholesale Market and the under‑construction Wangfujing commercial complex.
